(805) Carolyn Segers, BATS (805) Website www.glynncounty.org The Brunswick Area Transportation Study, or BATS, serves as the metropolitan planning organization (MPO) for the Brunswick, Georgia urbanized area. The urbanized area population barely passed the threshold for designation in the 1990 Census with 50,066 residents. In the 2000 Census, the population had increased slightly to 51,653. The Brunswick urbanized area covers the city of Brunswick and unincorporated areas of Glynn County. The City of Brunswick and Glynn County are the only two incorporated units of government within the urbanized area, which covers 45 square miles. The majority of the urbanized area population lives in unincorporated portions of Glynn County, as the city's population is roughly 15,000. Brunswick and Glynn County are next to the Atlantic Ocean, with one barrier island (St. Simons Island) included in the urbanized area. The Brunswick urbanized area is in attainment for federal air quality standards.

Background
In the late nineteen seventies, concerned citizens from the public and private sectors of several small cities in the mid-west approached the National Trust for Historic Preservation (NTHP) with a problem. NTHP had helped these cities save landmark buildings in their downtowns. The problem was these buildings, while grand to look at, sat empty; and around them, the downtowns were dying. NTHP at this time had no previous experience in downtown revitalization.

    The Fall of 2003 marked the submission of 24 self studies. One more school withdrew from the accreditation program and did not submit a self study. An additional six schools submitted materials to the Commission for reconsideration following one year reaccreditations. One school receiving a one-year reaccreditation during 2002-03 had a second site visit during 2003-04.
    This academic year, 2004-05, COPRA anticipates the smallest cohort of the seven-year cycle: twenty schools. The cohort is small simply because of the accident of history when various groups of schools came into the accreditation process.
    2003-04 Site Visits
    COPRA continues to pursue four goals for site visit selection: good matching of site visitors to schools, sufficient pool and nominations to yield a successful team of three for each school, access to the process by new site visitors, and diversity. The Commission also has a goal that every site visitor will be adequately trained and will be provided with the information, advice, and materials necessary to be a valuable participant on the visit.

    COPRA’s matching was extremely successful this year. Among schools receiving site visits in 2003-04 who completed an evaluation (n=17), their average rating of the site team match (appropriateness of the individuals and the three-person mix to that particular program) was 4.2, with 4 designating “excellent” and 5 “truly outstanding”

    Setting Guidelines for and Recruiting Agencies
    With the three initial applications deployed via the portal, GTA turned its attention to creating guidelines for adding new applications and content. Weiss is quick to emphasize that "the agencies actually own the applications and content on the portal and are very involved in their design." However, he notes that it is "GTA's intention is to spell out an overall look-and-feel for the portal and an overall information architecture for applications and to specify how they are to be structured and how they are to operate. We developed a policy document that specifies how sites and applications should be built - for example it provides guidelines on how the 'Help' menu function should be embedded in those applications and how error screens should look." The document also goes deeper, setting guidelines for application development and leveraging underlying services of the portal environment. In addition to providing guidelines, GTA developed a specific process for how agencies can add their own applications to georgia.gov. Tiedemann notes, "We worked with DHR and DMVS as early adopters, and many of the lessons learned from them went into this process." With this process now in place, GTA has now turned its focus to getting other agencies to "portalize" their services. Tiedemann continues, "We held off on development, not really advertising georgia.gov until we got the process completed. We finished the process and published the guidelines at the end of March 2003, and we are now working with other agencies to add their services to - or join -mthe portal. In addition, we are continuously working with the agencies to improve this process."

    Recordkeeping/Reports: Private school administrators must report their enrollment to the local public school superintendent where the student resides within 30 days of the beginning of each school year.     ABSTRACT
    The U.S. Geological Survey (USGS) collects ground-water data and conducts studies to monitor hydrologic conditions, to better define ground-water resources, and address problems related to water supply and water quality. Data collected as part of ground-water studies include geologic, geophysical, hydraulic property, water level, and water quality. A ground-water-level network has been established throughout most of the State of Georgia, and ground-water-quality networks have been established in the cities of Albany, Savannah, and Brunswick and in Camden County, Georgia. Ground-water quality in the Upper Floridan aquifer is monitored in the cities of Albany, Savannah, and Brunswick and in Camden County; and monitored in the Lower Floridan aquifer in the Savannah and Brunswick areas. In the Albany area since 1998, nitrate concentrations in the Upper Floridan aquifer have increased in 4 of the 11 wells monitored, and in 1 well, concentrations were above the U.S. Environmental Protection Agency's (USEPA) 10 milligrams per liter (mg/L) drinking-water standard. In the Savannah area, chloride concentration in water from four wells in the Upper Floridan aquifer showed no appreciable change during 2001, remaining within the USEPA 250 mg/L drinking-water standard; in seven wells completed in the Lower Floridan aquifer and in underlying zones, the chloride concentration remained above the drinking-water standard, with one well showing an increase over previous years.
