The Problem
  • Many Georgia children are living in at-risk environments. Georgia ranks 43rd in overall child well-being, based on 10 indicators tracked by Kids Count. Indicators include low-birthweight babies, teen deaths, births to teen parents, juvenile violent crime, and percent of children in poverty.
  • At 20%, Georgia's child poverty rate is above the national average.
  • With welfare reform, the four-year lifetime limit on TANF benefits will place pressure on parents to find and keep jobs and find affordable child care.
  • Many Georgia children are not succeeding in school. At least 47% of 4th graders are not reaching a basic level of achievement in mathematics, and 51% of 8th graders are scoring below a basic level in science. 14% of Georgia teens drop out of high school each year.

  • Programming that emphasizes positive youth development builds resiliency in at-risk children and youth.

Center for Mental Health Services Division of Service and Systems Improvement Child, Adolescent, and Family Branch
DESCRIPTION: The grants will be provided over five years to strengthen the capacity of states, territories and American Indian tribal governments. The state grantees are: Arizona Child and Adolescent State Infrastructure Grant Georgia will focus on building comprehensive systems of care to meet the needs of youth with serious emotional disturbance, substance abuse and co-occurring disorders and their families. Strategies addressed include: development of a trained workforce, funding strategies, policies and practice guidelines and web resource development and improved data infrastructure development. The overall purpose of the Child and Adolescent State Infrastructure Grant Project in Georgia I to provide the ability to strengthen the capacity, from a state level, to develop, expand and sustain mental health, substance abuse and co-occurring services and supports at the community-based level for youth who have serious emotion disturbances, substance abuse and co-occurring disorders and their families.

Change is a way of life in Colorado and Colorado State University is charting the course for change with Cooperative Extension 2000, an innovative plan to identify and implement strategies to address Colorado's emerging priority issues. With this blueprint, we can better serve both our traditional rural audiences and our growing urban audience. Cooperative Extension educators, aided by the latest communications technology, will continue to deliver unbiased, research-based information while serving as change agents to help people identify solutions to critical local issues - issues that often focus on the interdependence of rural and urban communities.

    Born Again Bargains Thrift Store in Fairburn has volunteer opportunities to sort donated merchandise. All proceeds go to Hope House Children's Respite Center for medically fragile children. The Flat Creek Nature Center in Peachtree City seeks volunteers to welcome visitors to the nature center and answer the phone. She has played a leadership role in the development, passage, and implementation of major child welfare and children's mental health reforms over the past two decades.

    Ms. Blount-Clark is the former Division for the Georgia Division of Family and Children Services. She served as executive director of the Georgia Policy Council for the Children and Families from July 1992 - December 1999. Preveiously, she served as the director of both the Office of Human Resource Development and Personnel and the Office of Minority Health in the Georgia Division of Public Health.
    Dwayne A. Crompton
    Dwayne Crompton has spent the last 23 years directing the KCMC Child Development Corporation. Under his leadership, the organization has grown to include the administration of: Project Head Start in Jackson, Clay and Platte counties; federal Child and Adult Care Food Program in 20 western Missouri counties; a model Central City child day-care center serving 150 children; a private-public sector child-care partnership called Full Start and the Thomas/Roque Building, a state-of-the- art family and child development resource center, located at 51st and Cleveland. Mr. Crompton also sits on a number of national and local boards concerned wit early childhood education.

    Family Support Georgia Highlights of State Accomplishments State Framework Family Support Georgia was initiated by the Governor’s office. It is currently convened by representatives from local collaboratives, state agency staff, and parent representatives who work together to oversee family support efforts in the state. The state’s various family support efforts include:
    • Georgia Policy Council for Children and Families—comprised of commissioners of public agencies, representatives from businesses, child advocates, private providers, and members of the faith community—which provides state-level support for local communities and addresses barriers to local collaboration (created by state law in 1994) Community partnerships that work with the council to facilitate local decision making and focus on primary prevention services for families and young children 114 family support programs located throughout the state (a 100 percent increase in five years) Starting Points Initiative, a statewide program that provides a variety of services for families with young children, such as infant screenings and healthy development tracking of children ages zero to three
