Goal of Program To promote excellence in distance learning instruction and administration. Intended Participants Instructors, administrators, managers and trainers involved in distance learning or preparing for leadership roles in distance learning. Course Leadership The program curriculum, developed by the State University of West Georgia, is based on cutting-edge distance education techniques and proven methodologies. Course modules will be led by intructors and administrators experienced and recognized in distance learning. Guest lecturers will be involved "virtually" during the course. Course Structure : The certificate program is a professional program that offers 8 CEU credits. It is offered completely on-line with no residency requirement. It comprises three seven-week modules which incorporate conceptual knowledge into practical learning experience. It is suggested that participants spend about 3-5 hours per week participating in on-line bulletin boards, reading materials, and completing exercises. Souder Treasurer General Duties of the Board of Directors The Board manages the affairs of the organization, and board members are the ultimate stewards of the Council's mission, programs and policies. Board members are expected to attend the four Quarterly Meetings of the Council membership (the 4th meeting being the Annual Conference) in addition to Board Meetings approximately 2 weeks prior to the regular meetings. Board members are also ambassadors of the organization, representing the Council and its programs throughout Georgia and bringing new members and constituents to our group. Election to the board is an opportunity to participate on the front line of community forestry in Georgia.

ATLANTA, Georgia (CNN) A federal judge in Atlanta, Georgia, has ruled that a suburban county school district's textbook stickers referring to evolution as "a theory not a fact" are unconstitutional. In ruling that the stickers violate the constitutionally mandated separation between church and state, U.S. District Judge Clarence Cooper ruled that labeling evolution a "theory" played on the popular definition of the word as a "hunch" and could confuse students. The stickers read, "This textbook contains material on evolution. Evolution is a theory, not a fact, regarding the origin of living things. This material should be approached with an open mind, studied carefully and critically considered." "Due to the manner in which the sticker refers to evolution as a theory, the sticker also has the effect of undermining evolution education to the benefit of those Cobb County citizens who would prefer that students maintain their religious beliefs regarding the origin of life," Cooper wrote in his ruling.

Georgia Long-Term Superintendents: Perceptions And Attitudes Robert E. Waller, Social Circle City Schools, GA Michael D. Richardson, Georgia Southern University (Return to Contents) ABSTRACT This study was conducted to determine the perceptions of long-term (20 years or more) Georgia superintendents toward educational reform and to ascertain why they had been successful in maintaining the position of superintendent for such a long period of time. The changing nature of the superintendency coupled with the state law in Georgia which mandated appointed superintendents made this a particularly significant study. This study highlighted the relationship between the superintendents' perceptions and responses to reform and their ability to maintain longevity in a very fluid environment. Although the interview questions elicited responses to a broad spectrum of issues in educational reform, the stated perceptions of the long-term superintendents revealed that they were most concerned with three issues: (1) politics in education, (2) the mechanism for funding reform, and (3) top-down initiatives. Other recurring themes in their responses were race relations, standardized testing, and the impact of technology. These themes constituted the issues in education that the respondents felt had been most important for the reform movements during their tenure. The purpose of this presentation was to highlight the findings of the research study and to postulate the various remedies used by superintendents to maintain the office. The discussion focused on material from the research literature coupled with the responses of the superintendents. This study was particularly needed as the professional tenure for superintendents continues to decrease.
