2002 Acts, SB 291 Expands education code to include the following offenses: verbal or physical assault, battery or disrespectful conduct directed at teachers, administrators, bus drivers and other school personnel, students or anyone attending school-related function or in a school vehicle. Requires student codes of conduct to include provisions governing conduct on public school buses. Prohibits students from physical violence, bullying, physical or verbal assault or battery on the school bus; bans disrespectful conduct toward the school bus driver or anyone on the school bus. Directs that students found by a tribunal to have committed an act of physical violence against a teacher, bus driver, school official, or school employee is expelled from the public school system for the remainder of the student's eligibility to attend public school. Allows the local board to permit the student to attend an alternative education program for the period of the student's expulsion. Requires the implementation of a character education program at all grade levels that is to include methods of discouraging bullying and violent acts against fellow students. President, Georgia Perimeter College In 1995, Dr. Jacquelyn M. Belcher became president of Georgia Perimeter College, the largest associate degree-granting college and the third largest institution of higher education in the University System of Georgia ( www.gpc.edu ). Governor Sonny Perdue Vetoes Fifteen Bills ATLANTA – Governor Sonny Perdue today vetoed fifteen bills. At the conclusion of the 2005 legislative session, 443 bills and resolutions were presented to Governor Perdue for review. The following House Bills were vetoed: HB264, HB367 and HB444. The following Senate Bills were vetoed: SB68, SB98, SB254, SB328, SB338, SB339, SB340, SB341, SB342, SB343, SB345 and SB351. Summary messages for each vetoed bill are provided below. VETO NUMBER 1 – HB264 HB264 significantly expands the authority of the Georgia Commission on Interstate Cooperation to include all interstate and international relations and expands the type and number of organizations that are considered joint governmental agencies. This new authority is vague and overbroad; I therefore veto HB264. VETO NUMBER 2 – HB367 HB367 includes many unrelated provisions including regulation of ignition interlock device providers, re-plating of license plates, changes for hazardous material transport and requirements for driver training schools. The fatal flaw in this bill, however, is the provision that prohibits the operation of public driver improvement clinics in any county in which a private clinic is located. This provision would even require a public clinic to shut down whenever a private clinic begins operating in the same county. This provision is inconsistent with free market competition. I therefore VETO HB367.

Georgia Governor Zell Miller will join the ranks of distinguished Americans and education's elite on July 5 as a recipient of the National Education Association's Friend of Education Award. NEA's highest honor, the award each year recognizes an individual whose leadership, acts, and support have contributed to the improvement of American education at a national level. NEA President Bob Chase will present the award to Miller before more than 10,000 school employees who are delegates to the NEA's 1998 Representative Assembly meeting here July 3-6. During his tenure as governor, Miller fought vigorously to expand educational opportunities for Georgia students and to improve the status of the teaching profession. In 1993, Gov. Miller, through the Georgia Lottery, implemented the HOPE Scholarship Program and the Pre-Kindergarten Program, allowing every four-year-old child to attend pre-school. The lottery money also has been used to advance technology in Georgia public schools. Since Gov. Miller took office in 1991, education has comprised a majority of the state budget. This year alone, more than $4.7 billion of the $12.5 billion budget will be spent on public education - - including money for a 6 percent salary increase for teachers. In 1994, Gov. Miller pledged to boost teacher salaries to the national average by the end of his second term. During the 1998-99 school year, the average teacher salary in Georgia is projected to be $39,736 - - less than $1,000 below the projected national average of $40,617.

    MEREDITH TO ACCEPT NEW HIGHER EDUCATION POST IN MISSISSIPPI
    ATLANTA (July 21) University System of Georgia Chancellor Thomas C. Meredith today announced that he has accepted the position of commissioner of higher education for the State Institutions of Higher Learning, after the body's 12-member board of trustees acted this morning at their headquarters in Jackson, Miss., to approve his appointment. Meredith will assume responsibility this fall for the eight-campus system of public higher education, which serves 66,000 students. Meredith has served as chancellor of the University System of Georgia since January 2, 2002, when he assumed the post after serving as chancellor of the University System of Alabama, which he joined in June 1997. Meredith has held higher education positions in Mississippi in the past, so the new appointment takes him back to a state he loves and knows well. He previously served as vice chancellor for executive affairs at the University of Mississippi, from 1987-88, and adjunct professor of higher education and executive assistant to the chancellor from 1984-1987. Meredith also served as an academic programs officer and as an associate director for programs and planning for the Board of Trustees of State Institutions of Higher Learning from 1974-1981. In addition, Meredith's wife, Susan, is a native of Mississippi.
