Standards for Local Boards of Education The Georgia School Boards Association is dedicated to focusing its efforts on raising student achievement, and to assist boards in doing the same. In 1998, a team of GSBA staff and both new and veteran board members developed an accountability and evaluation program for boards called "Standards for Local Boards of Education." The program seeks to improve the effectiveness and overall governance of the local school system by the local board of education. By providing a sound governance structure, which includes generally accepted best practices, the local board can improve the environment in which student achievement may be enhanced.
The Standards are comprised of six major components that encompass the primary elements of governing a local school system. Those components are:
  • Vision/Philosophy Organization Board Operations Personnel Board/Staff Relations Board Development

The Standards will be evaluated annually and revised if necessary in accordance to any new rules and regulations promulgated by the Georgia General Assembly or the Georgia Board of Education.

State departments and boards of education are generally responsible for supporting public early childhood, K-12 secondary, higher education, technical and community educational institutions. Usually they:

ARTICLE VIII. EDUCATION

Paragraph I. Public education; free public education prior to college or postsecondary level; support by taxation. The provision of an adequate public education for the citizens shall be a primary obligation of the State of Georgia. Public education for the citizens prior to the college or postsecondary level shall be free and shall be provided for by taxation. The expense of other public education shall be provided for in such manner and in such amount as may be provided by law.
SECTION II.

STATE BOARD OF EDUCATION
Paragraph I. State Board of Education. (a) There shall be a State Board of Education which shall consist of one member from each congressional district in the state appointed by the Governor and confirmed by the Senate. The Governor shall not be a member of said board. The ten members in office on June 30, 1983, shall serve out the remainder of their respective terms. As each term of office expires, the Governor shall appoint a successor as herein provided. The terms of office of all members appointed after the effective date of this Constitution shall be for seven years. Members shall serve until their successors are appointed and qualified. In the event of a vacancy on the board by death, resignation, removal, or any reason other than expiration of a member's term, the Governor shall fill such vacancy; and the person so appointed shall serve until confirmed by the Senate and, upon confirmation, shall serve for the unexpired term of office.

The State School Superintendent shall have such qualifications and shall be paid such compensation as may be fixed by law. No member of said Board shall be eligible for election as State School Superintendent during the time for which he shall have been appointed.

A BILL TO BE ENTITLED
AN ACT
To amend Code Section 20-2-553 of the Official Code of Georgia Annotated, relating to the powers of the Georgia Education Authority (schools), so as to remove a provision that allows the authority to lease public property to private schools; to repeal conflicting laws; and for other purposes.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION 1. Code Section 20-2-553 of the Official Code of Georgia Annotated, relating to the powers of the Georgia Education Authority (schools), is amended by striking paragraph (5) of subsection (a) and inserting in lieu thereof the following:
Nothing contained in this part shall prevent such political subdivisions, departments, institutions, agencies, county boards of education, city boards of education, or governing bodies of independent school districts or systems from subleasing any structure, building, or facility of the authority for private educational purposes to any person, group of persons, or corporation which is or will be bona fide engaged in the operation of a private school
