Boarding Schools - Military Schools Discipline
There are signs that the military ethos can accomplish things not easily achieved otherwise. Military curricula are even taking hold in some public schools. In Detroit, the Charles Rogers Academy, named for a black army general, offers much the same program as a military prep school. Students of each year have different ranks, discipline is tight, and standards are high. About half the seniors attend collegean extremely impressive rate for an inner-city school. By shifting their focus from training future soldiers to preparing civic leaders, military boarding schools have made a comeback although their ranks have thinned since WWII. Of course, military boarding schools can seem more like another planet to the average teen. At Massanutten, a military boarding school, reveille is at 6 o'clock every weekday morning. Cadets are required to attend formation 45 minutes later dressed in full uniform, complete with polished boots. There, members of Alpha Company that's all the girls are scrutinized for signs of excessive grooming. Sparkle nail polish and heavy makeup are banned. Hair must be tied neatly into military buns or cut above the collar.

''Everything is a problem for us,'' said an administrator here at the Telavi Boarding House and School for Orphans and Abandoned Children. ''When a window breaks, we don't know how to replace it.'' One of the children, Madona Pitskhelauri, 13, said that what she likes best is to watch television on the school's one set, but this is not very often because it costs too much to run the generator. Georgia is a country where cities are often dark at night because there is no electricity, where the winter air is sweet with wood smoke because there is no gas for heat, where low-paid teachers sell books at the roadside to earn a living.

    Batesville spares rod more than others
    By Guard Staff The Southside School District has only about 60 percent of the enrollment of the Batesville School District, but it gave its students over 10 times as many paddlings as Batesville did during the 1996-97 school year. Such a contrast - Southside's 852 instances of corporal punishment to Batesville's 80 - is a perfect illustration of the contrasting philosophies on the application of the "board of education" to the "seat of learning" in Arkansas, which leads the nation in school spankings according to a national report. While most area schools reported more paddlings being given to junior high students than older and younger pupils, Batesville Junior High gave no paddlings in 1996-97 according to Department of Education figures and has almost never paddled for the past several years, principal Harry Crossett said. "We don't use corporal punishment in the junior high building," Crossett said. "Saturday School is much more effective, and from a legal standpoint, it's a lot less complicated as well."

    California, USA Bob Raab retired as a Captain of a major airline in 1995. When he left active service as a pilot with the United States Marine Corps he was also a Captain. What was it like growing up in a military family? I consider it unfortunate that I didn't get to spend more of my young years as an Army Brat, but I am very thankful for those I had. My mother married my stepfather, an Army Master Sergeant, when I was 14. The closest friendships I had as a teenager were other military kids. We spent two years at Ft. McPherson in Atlanta, and then transferred to Japan where I thoroughly enjoyed part of my junior year and all of my senior year of high school. In addition to being the most enjoyable of my teenage years socially, the ten months of school turned out to be a defining experience in my life. I graduated from Narimasu High School, Tokyo, Japan, in 1955. I am still friends with some of my classmates. With one exception, I have not formed a closer friendship with anyone since. In the military family environment kids don't just go to school together, their lives are entwined in everything they do and that makes for very close relationships.

    Boarding Schools Nurture Low-Income Students

    Lynnette Blackmon liked the small classes and energetic teachers at Maya Angelou Public Charter School in the District, but she was often hours late. "I had a big tardy issue," said the tall, slender 17-year-old. Most schools try to persuade students to get out of bed in the morning by lowering their grades or giving them detention when they don't, but Maya Angelou is one of a small but growing number of schools that have a different approach to the problem. They invite teenagers who need extra help to live in school quarters. Last year, Lynnette moved into a well-kept brick rowhouse on 13th Street NW—one of three rented homes, each staffed with an adult resident supervisor, in which her school houses 15 of its 110 students. Not only did she stop being late, she said, but her grades rose, and she began to shed a crippling shyness. Living with four other girls, she said, "forced me to interact with people." A generation ago, American boarding schools were generally of two kinds: private institutions for the college-bound children of the wealthy, or state-supported facilities for children under court supervision. But now a few private schools and charter schools, which are independent public schools exempt from ordinary rules and procedures, have set themselves up as boarding schools for low-income students who want many of the advantages and the support given to bankers' and lawyers' children at Groton and St. Mark's.

But it takes only a moment in Smith's company to know that the greatest source of historic Indian betrayal is land-based. "Sometimes, we have to work hard just to get a symbolic victory," says Smith, boarding the underground monorail that joins the House and Senate wings of the Capitol with the congressional office buildings.     Developing a strong base of common belief is one of the tenets of the Smith administration, which initiated a cultural and language immersion curriculum at the Nation's preschool Head Start programs and continually secures new funding for the facilities of its all-Indian boarding school, Sequoyah High. Those funds come from the U.S. Bureau of Indian Affairs and from Cherokee enterprises, which garner income through sales taxes levied on businesses located within tribal land, three Cherokee casinos (all are class 2 gambling, which consists mainly of bingo and low stakes games), and U.S. defense contracts. This combined revenue helps to pay for government expenses such as roads, schools, and public health facilities, which provide free services for all tribal members.
