2002 Acts, SB 291 Expands education code to include the following offenses: verbal or physical assault, battery or disrespectful conduct directed at teachers, administrators, bus drivers and other school personnel, students or anyone attending school-related function or in a school vehicle. Requires student codes of conduct to include provisions governing conduct on public school buses. Prohibits students from physical violence, bullying, physical or verbal assault or battery on the school bus; bans disrespectful conduct toward the school bus driver or anyone on the school bus. Directs that students found by a tribunal to have committed an act of physical violence against a teacher, bus driver, school official, or school employee is expelled from the public school system for the remainder of the student's eligibility to attend public school. Allows the local board to permit the student to attend an alternative education program for the period of the student's expulsion. Requires the implementation of a character education program at all grade levels that is to include methods of discouraging bullying and violent acts against fellow students. Lawrenceville, GA More Gwinnett schools making AYP; Gwinnett schools make progress in student achievement/school improvement 89 percent of Gwinnett County public schools met the state's accountability goals for the 2004-05 school year. The number of schools not making AYP dropped CEO/Superintendent J. Alvin Wilbanks Of particular interest is the success of two Gwinnett schools which have seen student achievement rise, showing consistent progress to move off the Needs Improvement list this year. Meadowcreek ES and Rebecca Minor ES offered choice and tutoring last year, but having achieved two consecutive years of making AYP are no longer required to offer choice or tutoring. In addition, six other Gwinnett schools ( Beaver Ridge ES, Lilburn MS, Richards MS, Duluth HS, Norcross HS, and North Gwinnett HS ) that had faced consequences for not making AYP in the past made AYP in 2005.

Georgia Teacher Alternative Preparation Program (TAPP)

Qualifications:
The Professional Standards Commission and the GA TAPP program will make no exceptions to the qualifications for entering the program. Candidates must meet all of the requirements listed below. Those interested in pursuing a teaching career who cannot meet these qualifications will need to consider a traditional route toward teacher certification.   • A passing score on the Praxis I ( http://www.ets.org/praxis ) or SAT, ACT or GRE scores high enough to exempt this requirement.
Passing Praxis I scores are as follows: PRAXIS I Reading Writing Mathematics Composite Score PPST CBT
  • Teacher candidates are exempt from this requirement if they have earned and can produce qualifying scores as follows:
SAT: 1000
GRE: 1030 ACT: 43
  • A cumulative, undergraduate GPA of 2.5
  • A satisfactory criminal background check (upon employment by a school system)
  • No prior teacher certificate of any kind
Gwinnett County Public Schools may hire TAPP teachers who participate in Georgia TAPP through MetroRESA during June and July for the 2005-06 school year. Federal Support May Spur Growth in Charter Schools in Georgia

With federal accountability rules demanding improved student achievement, some observers in Georgia think more charter schools will be one way to meet those requirements. Charters have yet to gain much popularity in Georgia. Of the state's more than 2,000 public schools, only 36 are charter-run. State officials hope a new $3.3 million federal grant will jump-start growth. Jennifer Rippner, charter schools program manager for the state Department of Education, said she's detected more interest in charter schools from school systems. Federal grants, she said, can only spur that. "We really are going to start utilizing it to publicize charter schools as school improvement," Rippner said. In Georgia, a greater percentage of students from charter schools met standards on the Criterion-Referenced Competency Test. Charter school students score, on average, higher on the SAT than their traditional-school counterparts, and dropout rates are lower.

Promoting Quality, Opportunity and Safety in Public Education

In the 2002 session of the General Assembly, Lieutenant Governor Mark Taylor achieved final passage of Senate Bill 291, requiring mandatory expulsion of students who intentionally cause serious physical harm to a teacher, school bus driver, or other school employee. SB 291 also mandates referral of these students to juvenile court.
The HOPE Scholarship
Mark Taylor believes that lifelong learning is the key to a stronger Georgia. As State Senator, Taylor introduced legislation that made the HOPE scholarship possible for thousands of Georgians. The HOPE (Helping Outstanding Students Educationally) Scholarship offers an opportunity for all students in Georgia with a 3.0 average or better to receive assistance in degree, diploma, or certificate programs at any eligible public or private college. As Lt. Governor, Mark Taylor continues to stop attempts to cut HOPE Scholarship funding and works to keep Georgia's best students in Georgia. Pre-kindergarten Program
An advocate of early education, Mark Taylor has worked to provide voluntary pre-kindergarten so that all children in Georgia can get a valuable start in school. Taylor continues to work to ensure funding for the pre-K program to provide places for every four-year-old in Georgia.
