GENETIC ENGINEERING AND BIOSAFETY GM FOOD AID Meacher calls provision of GM Food Aid 'wicked' Eco Soundings Paul Brown Wednesday December 4, 2002 http://society.guardian.co.uk/societyguardian/story/0,7843,852984,00.html Food fight Michael Meacher got cross last week over the US decision, urged on by the biotech companies, to offer large quantities of GM grain to Africa in famine relief. Some African countries have refused, despite the dire conditions of some of their people. More than 200 organisations from around the world have supported a declaration instigated by a coalition in Africa, concerned that GM food is being dumped on Africa as it does not have a commercial market. At a briefing in Westminster, Mr Meacher said: "It's wicked, when there is such an excess of non-GM food aid available. We have the means to assist, but we are playing politics over GM."

What is Human Genetics Alert? W e are currently undergoing a technological revolution in genetics. It is widely expected that these changes will bring major health benefits. However, the human genetics revolution also raises profound social and ethical problems, including a possible resurgence of eugenics. There is a widespread concern that genetics is running far ahead of society's ability to cope with these issues. Human Genetics Alert (HGA) is an independent watchdog group based in London, UK, and is funded by a leading British charity. We are not opposed to genetic research. However, we are opposed to some developments, such as genetic discrimination, cloning and inheritable ('germ line') genetic engineering of human beings.
We believe:
  • Genetic research should be driven by genuine need rather than commercial imperatives or social and cultural prejudices
  • Genetic technologies must be applied in away which does not exacerbate existing social inequalities, or create new ones
  • Social problems should not be subjected to "genetic fixes"
  • People must not be seen simply as determined by their genes
  • The public must be able to democratically control human genetics

    The robust capability of EAs to find solutions to difficult problems has permitted them to become the optimization and search techniques of choice by many industries. From the design of jet engines to the scheduling of airline crews, EAs, in their various forms, are routinely solving a multitude of complex, multi-dimensional, multi-modal optimization problems. But what happens if the information that has been provided to the EA changes? Despite the obviously successful application of evolutionary techniques to complex problems, the resultant solutions are often fragile, and prone to failure when subjected to even minor changes in the problem. Many practical engineering, economic, and information technology problems require systems that adapt to changes over time. Examples of problems where environmental changes could cause the fitness landscape to be dynamic include: target recognition, where the sensor performance varies based on environmental conditions; scheduling problems, where available resources vary over time; financial trading models, where market conditions can change abruptly; investment portfolio evaluation, where the assessment of investment risk varies over time; and data mining, where the contents of the database are continuously updated. Our motivation for designing EAs for solving dynamic problems is simple. With the continuing increases in available processing power, it is becoming computationally possible to assign an EA to continuously solve actual dynamic problems without the need for human intervention. This requires that the EA continuously provide a “satisfactory” level of performance when subjected to a dynamic fitness landscape, and we strive to ensure such performance.
