Ships Passenger Lists
Naturalization Records You'll need to know the evolution of the INS, including dates of Acts, formations of offices, and the various names and governmental units overseeing immigration to assist you in locating ships passenger lists. The following is a summary from the , which is the repository of immigration documents. We'll say this, it's an interesting study in American bureaucracy. On March 2, 1819, the United States Congress passed an Act requiring captains and masters of foreign ships to submit to the Collector of Customs a list of all passengers arriving at American ports, or those located in its territories. This was a precursor to later immigration acts. The Act went into effect January 1, 1820. Collectors were required to provide an abstract of these ships passenger lists to to the Secretary of State on a quarterly basis. The Secretary of State in turn, submitted a copy of these records to Congress for every session. The Act was revised, allowing Customs to keep the lists after 1874, but requiring them to submit a statistical summation to the Treasury Department.

Immigration arrival records are the official record of an immigrant's admission to the United States. These official records took different forms in different historical eras. From 1820 to 1924, official arrival records were kept on big sheets called passenger lists, ship lists, or ship passenger manifests. Since 1924, visas have been the official immigration records, and since 1944, Alien Registration records and files. Researchers use historical immigration records to document the arrival of immigrants in the United States. While most historical immigration records are open to the public at the National Archives , more recent records remain with DHS and are subject to the Freedom of Information/Privacy Acts Ship Passenger Manifests Land Border Arrival Records Visa Files, 1924-1944 ... Alien Registration Records Last Modified 07/26/2005

Once research has reached the point of entry into Canada, ships' passenger lists provide extremely valuable genealogical information such as names of people in the party, ages, sex, occupations, destination and sometimes the origin of the immigrant.
In order to make effective use of these lists it is necessary to know the approximate date of arrival in Canada, otherwise research may prove too time consuming.
Although the keeping of regular passenger lists began in 1855 in Canada, with the passing of the British "Passenger Act", some earlier records are available. An Index Reel C-4252 covers the period 1817-31, but is by no means a complete list and consists only of names drawn from the correspondence of the British Secretary of State.
For the period 1855-65 exact records are very scarce. Probably the best course is to write to the Public Archives of Canada, 395 Wellington Street, Ottawa K1A 0N3, including as much relevant information as possible.
However, from 1865 for the Port of Quebec and 1881 for Halifax, records are complete. These were the two official ports of immigration to Canada and it was not until later that other ports became official:

US Ports of Arrival and Their Available Passenger Lists 1820-1957
This is a list of nearly every port in the United States that has published immigration records (passenger arrival lists) 1820-1957, organized by state. Included are Canadian border crossing records, which are called "St. Albans Lists" and are listed here under the state of Vermont (even though the actual border crossing may have taken place elsewhere). Mexican border crossing records are also listed here for California, Arizona, New Mexico and Texas. The rest are for ship passenger arrival records.
