PART I DESCRIPTIVE SECTION 1.1 EDUCATION AND THE POPULATION POLICY The Gambia's high population growth rate is one of the dominant factors that adversely affect most of its social, economic and environmental indicators. This rapid population growth is due to a high rate of natural increase and migration. Sectors such as health and education could hardly contain this population pressure, as services in these sectors have been stretched to their limits. The peaceful nature of this country at a time when crisis brewed in the sub-region coupled with economic opportunities, as a result of favourable macroeconomic policies in place, has attracted migrants during these two decades. The fore going confirms the fact that the country really needs to invest in the education sector so as to increase the existing level of education in order to boost the quality and level of participation in the labour market. The development requirements of this country as contained in the mission statement of "Vision 2020", calls for, among other things, tapping from a well-educated, trained, healthy, self-reliant and enterprising human resource (1996). This is in line with one of the Education Policy’s specific goal, to increase access and improvement of the quality and relevance of education. From these discussions, it is obvious that the formulation and adoption of a National Population Policy in 1992 was eminent as an influencing factor of the demographic trends of this country. The overall goal of the policy, which is to improve the quality of life and raise the standards of living of all Gambians, is also in tandem with other sectoral policies and programs including the Education Policy.

Communication Gambia Telecommunications Company (GAMTEL) Overview GAMTEL was established in March 1984 under the Companies Act of 1955. It was set up as a Private Limited Liability Company. GAMTEL took over the provision of national and international telecommunications services from Cable and Wireless and the Government Telecommunications Department. GAMTEL is a legal monopoly in the provision of fixed line telecommunications services, with two shareholders the Gambia Government with 3.7 million shares (98.4%) and the Gambia National Insurance Company (GNIC) with 60,000 shares (1.6%). The ownership still remains the same but the structure in terms of percentage has changed. Today the company has an authorized share capital of D60 million (6 million shares valued at D10 per share), issued and fully paid up, with the Gambia Government owning 99% and GNIC 1%. In 1995, the company took over the running of Radio Gambia and in 1996 set up the Television Station with most of the financing coming from Societe Generale in the form of a loan. These two entities are now known as the Gambia Radio and Television Services (GRTS). GRTS was hived away from GAMTEL in 2000 and is in the process of being legally set up.

The Committee to Protect Journalists (CPJ), a nonpartisan organization dedicated to the defense of press freedom worldwide, is writing to protest in the strongest terms against the recent arrest of three journalists from The Independent newspaper.
Officers of the National Intelligence Agency (NIA) arrested Baba Galleh Jallow and Yorro Jallow, editor-in-chief and managing editor, respectively, of The Independent, on the evening of Sunday, August 1 at the newspaper's offices in Banjul. The two journalists have not been charged with any crime, but are being held at NIA headquarters in Banjul.
A third staff member, reporter Lamin Daffeh, is still in detention after his arrest last Friday, July 30. NIA officers arrested Daffeh at the newspaper's offices along with the entire support staff of The Independent

History of Higher Education
Prior to colonial rule, the Senegambia sub-region, enjoyed a rich system of indigenous education. Other than basic education and skills training, indigenous education also included various forms of higher education. Higher education was reserved mainly for rulers and priests, and the selection process was elaborate. The provision of higher education from a Western perspective was never the intention of the British colonial government and it is clear that higher education was never a priority of the British colonial government. As a result, when independence came, newly independent countries such as Gambia did not have any higher education policy or infrastructure upon which to build. Higher education in Gambia is very different from higher education in most African countries because no system of higher education existed in Gambia until 1995. The main post-secondary institutions of learning in Gambia are the Gambia College and the Gambia Technical Training Institute (GTTI). Student Enrollment
Gambia College and the GTTI have enjoyed increased enrollment in the past decade and should continue to do so, mainly because there is a huge demand for the programs offered at these institutions. In 1990, the total student enrollment at Gambia College was 350, the majority of whom were enrolled in the School of Education. Many students travel for overseas study.

in Banjul The Gambia Government has expressed concern over the fate of the country's national team trapped in Ivory Coast following a military coup attempt. Players worry over Ivory Coast safety The team has been trapped in a hotel in the second city of Bouake, with the Senegal and Sierra Leone teams, since Thursday last week. The teams, who were in Ivory Coast to compete in the regional Wafu Cup, have been unable to leave the hotel because of fears for their safety. A Gambian government source told BBC Sport Online that President Yaya Jammeh has given instructions for his private jet to air lift the Gamibian players as soon as the team reaches Abidjan. "The plane is on standby and would take off within minutes of clearance from Abidjan," the source said.

Church World Service West Africa Delegation Wants Support for Gambia's Refugee, Poverty, Child Labor Problems
Young people in Banjul, Gambia Photo: Carol Fouke July 16, 2002 BANJUL, THE GAMBIA A nation at peace, The Gambia has come a long way in building its infrastructure with road, schools and hospitals. But the West African country of two million people is combating issues of poverty, new streams of refugees, HIV/AIDS, and concerns about child labor. An eight person Church World Service peace and solidarity delegation visited Gambia last week (7/6-9) with a commitment to help deal with those issues. As part of its current four-country tour of the troubled Mano River Basin countries, the Church World Service delegation met with Gambian church and government officials to assess problems and inform CWS' advocacy strategy for the region. First visiting Guinea July 2-6, then Gambia July 6-9, the CWS group spent July 14-18 in Sierra Leone. Arriving yesterday in Monrovia, Liberia, the delegation ends its Mano River region tour in Liberia July 18, with a closing press conference.
