GOVERNMENT The 1970 constitution, which divided the government into independent executive, legislative, and judicial branches, was suspended after the 1994 military coup. As part of the transition process, the AFPRC established the Constitution Review Commission (CRC) through decree in March 1995. In accordance with the timetable for the transition to a democratically elected government, the commission drafted a new constitution for The Gambia, which approved by referendum in August 1996. The constitution provides for a strong presidential government, a unicameral legislature, an independent judiciary, and the protection of human rights. Local government in The Gambia varies. The capital city, Banjul and the much larger Kanifing Municipality have elected town and municipal councils. Five rural divisions exist, each with a council containing a majority of elected members. Each council has its own treasury and is responsible for local government services. Tribal chiefs retain traditional powers authorized by customary law in some instances.     Friday February 1st 2002 Honourable Speaker, I am highly gratified for the singular privilege and honour bestowed upon me, once again, to deliver the opening address on the auspicious occasion of the State Opening of the First Legislative Session of our august National Assembly. In so doing, I wish first and foremost to enjoin all of us, citizens of The Gambia, to give thanks and praises to Almighty Allah for His magnanimity in sparing our lives through another year and also for the continued guidance and benevolence, blessings of peace and security that He showers on our beloved country. This formal opening is a special one, special in that, in addition to marking the end of a legislative year and the beginning of another, it also signifies the completion of a whole five-year term and the coming into force of a new one. On this particular occasion, I want to seize the opportunity to acknowledge the meaningful contributions, personal and collective sacrifices, and immeasurable efforts of all the members of the last National Assembly.     Other Research in this Area NIAID supports research for more effective prevention and treatment approaches to control pneumonia and its related respiratory pathogens.     This trial is a major collaborative effort between The Gambia Government and the MRC Laboratories. Over 1,200 Gambians are directly employed by the trial at all levels. Trial employees work collaboratively with representatives of the Ministry of Health at all levels. Several Gambian laboratorians and an epidemiologist are being trained on this project. The process of developing the study is also leading to substantial improvements in infrastructure in the study area. The study has built a new wing to the health centre in Basse and accomodations for nursing staff, provided brand-new LandRovers to the district health teams for supervision of immunization staff, replaced the aging 'cold chain' facilities in several health centres and much more. We hope that this cooperative approach will help to leave a lasting and sustainable legacy of the trial.
    At the local level, the trial is a close partnership of the Gambia Government and the MRC Laboratories/Gambia. At the international level, the trial is supported by a broad coalition of international partners. For more information on each of these partners check out the links below.

    Racism consist in distrusting and disliking people with physical and cultural characteristics that are different than yours, Racists are afraid of difference. They’re people who suffer from a superiority or an inferiority complex. Excerpts from Newsweek Interview of a Moroccan-born novelist, Tahar Ben Jelloun, now residing in France, on is latest novel “Racism”. The above definition of racism by Tahar Ben Jelloun really touched the bottom of my heart. From this simple but straight forward definition of racism one can really see that colour is not the only basis for being called a racist i.e disliking a person for the colour of his skin. The above definition by the Moroccan novelist has shown that despite the tribulations and sufferings of our own brethren over the centuries and till today in the West and other places within Africa, in African societies racism abounds.
    Looking at the conflicts in Congo, Sudan, Liberia and other places of note in Africa a type of “racism” although the word is not used but has been practised over the years concerning social and different cultural and ethical questions among us as Africans.

    About The Gambia
    The Gambia is a small (4,000 square miles or 11,295 sq. km) country in West Africa. It is surrounded by Senegal on all sides ( see map ), except on the Atlantic coast, and for this reason the two countries have a lot of ethnic and cultural ties. In contrast to Senegal, a former French colony, The Gambia was colonized by Britain and gained it's Independence on February 18, 1965. Oral and written history give account of traders moving in caravans from the trading towns of the Niger to those of The Gambia about 400 years ago. People have been interviewed who said that their territories owed loyalty, to the Mali Kingdom. Mali was mainly composed of Mandinka speaking people. Written records also talk about the states of Niumi, Baddibu and Niani owing loyalty to the king of Saloum at Kahone in present day Senegal. Sine Saloum was composed of Wolof and Serer language groupings. Other written records speak of meeting Jola speaking communities on the south bank near the River Gambia 400 years ago. Written history indicates, that the inhabitants of Kantora had once claimed that they owed loyalty to the Ahmami of Timbo, ruler of Futa Jalon. History also teaches that Demba Sonko, king of Niumi hired 700 Serahule soldiers to maintain order in his state in the 1840s. The lesson is that Serer, Serahule, Jola, Fula, Mandinka and Wolof language groupings could be found in the place we now call The Gambia at various periods during the pre-colonial times. Some of these language groups had kings who established different states. There were no big Mandinka, Wollof, Fula, Jola, Serer, Serahule speaking kingdoms which involved only the members of each language grouping. Fulas, Serahules, etc, could be found in settlements where the predominant language was mandinka.

    By Ousman Baldeh Gambia HELP is the acronym for Gambia Health Education Liaison Project and its endeavors to facilitate education and health care in the Gambia. Recently, in an exclusive interview at Manjai kunda lodge, Mrs. Shelby C. Tarutis, an American and also the Director of Gambia HELP, said that her organisation is for Gambians and that they are working with the Gambia government and professional to delivered those programmes for community base approach and local development.
    Mrs. Tarutis finally asserted that "we want to recruit key physicians for them to work with the Department of State for health. We had a fruitful discussion with UNICEF Director and also the Permanent Secretary DOSH and they were very positive. We are working with the Gambia Government extensively.” She stated her belief that we should all accept the challenge to make things change for the better so that we will be able to move forwards and make it if we work collaboratively. The logistic coordinator, Suma Jallow, in his turn appealed to the government to provide transportation so that the goods can be easily access to their destination. Jallow said this organisation is for Gambians who want to move the country forward.

It will be recalled that the main themes of that important summit were:- • Adequate Shelter for all;
    • Sustainable human settlement in an urbanising world. The Government of the Gambia remains fully committed to the Istanbul Declaration and the Habitat Agenda and we will endeavour to ensure the successful implementation of our National Plan of Action. Mr. President
