February 2002 The following provides a brief summary of the original detailed proposal distributed to interested parties in July 2000, prior to the commencement of Geotrack's West African study. With sufficient support, the study commenced in October 2000, and the final of three volumes was completed in September 2001. The success of the study is a testament to the unique and valuable information available from AFTA on this margin. The final study differs somewhat from the original proposal. Notably, more than 250 AFTA analyses were performed, significantly greater than originally proposed. Two successful field excursions were undertaken exclusively for this study. The study is heavily data intensive allowing a firm platform from which new concepts and new models for the tectonics, uplift, maturation and sediment-supply histories can be evaluated and developed. Furthermore, the study contains an organic petrography report, with valuable discussion about widespread problems in this region when using conventional techniques to evaluate maturity. The study fundamentally relies on Thermal History Reconstruction (THR) which is an approach developed by Geotrack International to better understand basin development and sediment supply.

History Ruled by autocratic presidents since independence from France in 1960, Gabon introduced a multiparty system and a new constitution in the early 1990s that allowed for a more transparent electoral process and for reforms of governmental institutions. A small population, abundant natural resources, and considerable foreign support have helped make Gabon one of the more prosperous black African countries. UNAIDS Epidemiological Fact Sheets [English] [French] Global Surveillance of HIV/AIDS and sexually transmitted infections (STIs) is a joint effort of WHO and UNAIDS. The UNAIDS/WHO Working Group on Global HIV/AIDS and STI Surveillance, initiated in November 1996, guides respective activities. The primary objective of the working group is to strengthen national, regional and global structures and networks for improved monitoring and surveillance of HIV/AIDS and STIs. For this purpose, the working group collaborates closely with national AIDS programmes and a number of national and international experts and institutions. The goal of this collaboration is to compile the best information available and to improve the quality of data needed for informed decision-making and planning at national, regional and global levels. The Epidemiological Fact Sheets are one of the products of this close and fruitful collaboration across the globe.

Introduction
The regional delegation concentrated on the promotion of humanitarian law, especially by approaching the governments of the region and requesting that they each designate an official representative of the armed forces or the Ministry of Defence to be responsible for the incorporation of humanitarian law in military training programmes. The regional delegation held a course on humanitarian law for instructors from the armed forces of 10 Central African countries (Burundi, Cameroon, Central African Republic, Chad, Congo, Equatorial Guinea, Gabon, Rwanda, Sao Tome and Principe and Zaire) from 22 to 25 March.
Cooperation with the region's National Societies was also high on the regional delegation's agenda, especially as regards the establishment of emergency brigades to provide direct assistance to the population in the event of unrest. The ICRC also cooperated with these National Societies in the fields of information (the production and promotion of periodicals and radio programmes), training, first aid, and community activities such as projects aimed at improving hygiene and neighbourhood clean-up operations. A meeting of leaders of the National Societies of the six countries covered by the delegation was held in Yaound© in early October to discuss such cooperation programmes, among other matters.

Gabon Time and Date Gabon History Back to Top Discoveries of tools from the end of the Old Stone Age and the New Stone Age suggest early settlements in what is now Gabon, but little is known about the first inhabitants. By the 13th century ad the Mpongwe people were accomplished in the nation. The first contact with Europeans was with the Portuguese in the 1470s. During the following 350 years, first the Portuguese and later the French, Dutch, and English carried on a lucrative trade in slaves. The first permanent European settlement was made by the French, with the agreement of the Mpongwe ruler, in 1839. Libreville was founded a decade later by freed slaves. Over the next several years the French extended their rule inland, and in 1866 they appointed a governor to Gabon, which was then attached to the French Congo; it became part of French Equatorial Africa in 1910. During World War II (1939-1945) Gabon was held by the Free French, and in 1946 it became an overseas territory of France. The first Gabonese government council was formed in 1957, and Léon Mba became president of the council in 1958. Also in 1958, Gabon voted to become an autonomous republic in the French Community. A military coup overthrew President Mba’s government in 1964, but French troops, in accordance with a Franco-Gabonese defense agreement, intervened and restored him to power; he was reelected president in 1967. Upon Mba’s death later that year, Vice President Albert-Bernard Bongo succeeded to the presidency. Bongo, who later assumed the Islamic first name Omar, was reelected in 1973. During the mid-1970s Gabon began to loosen its ties with France and the French-speaking regional organizations. With Gabonization, the government became a partner in many foreign firms, and native Gabonese filled management positions once held by foreigners.

    Back to Cote d'Ivoire National Security Before independence, military training was conducted almost exclusively by French personnel either on the job or at institutions in France, Senegal, and Côte d'Ivoire. Most training was based on informal arrangements. Only a few officers and NCOs were sent to France for advanced professional and technical training. Since independence, as it has acquired the necessary expertise, Côte d'Ivoire has assumed responsibility for training its own armed forces. In November 1961, France transferred the EMPT located at Bingerville to the new Ivoirian government. At that time, the school taught only specialized technical subjects, such as communications and automotive mechanics. Because the new government intended to use the military as a means to promote the ethos of national service and to teach skills relevant to national development, the programs were immediately expanded to include agricultural and construction skills. Since assuming control of the EMPT at Bingerville, FANCI gradually expanded the curriculum. History of the membership The continent's position as a crossroads between the Americas, Europe and Asia also lays it open to transnational crimes such as traffic in weapons, illicit drug trafficking, illegal immigration, traffic in stolen motor vehicles and fraud, which can only be stopped by international co-operation. Seeking and locating the criminals involved poses problems relating to information exchange, international identification and arrests with a view to extradition. This is why Interpol-in accordance with Article 2 (1) of its Constitution-ensures the closest possible co-operation between the criminal police authorities of all member countries, including those in Africa. Crime is not associated with a particular region and is certainly not a problem for Africa alone. Ever since it was established, the International Criminal Police Organization - Interpol has been seen by countries all over the world as an institution whose principles and objectives correspond to universal aspirations for human rights, public safety and the fight against ordinary law crime.

In foreign policy, Tanzania initially leant towards China (PR) rather than the USSR but has always maintained fairly good relations with the West, which have since flourished. Moreover, Tanzania has proved itself an active player in regional politics, having given consistent support to anti-colonial guerrilla movements in Southern Africa. It intervened militarily in Uganda in 1979, to overthrow the Amin regime. Relations with the post-apartheid government in South Africa have been good. Tanzania was a founder member of the Southern African Development Co-ordination Conference and has been a prominent participant in the Organization of African Unity.
In 1985, Nyerere retired as president of Tanzania and was replaced by Ali Hassan Mwinyi, former Vice-President and President of Zanzibar. Mwinyi favored introducing market forces into the economy and plurality into the political system. Economic reform proceeded slowly in the face of a large and fairly corrupt state bureaucracy. On the political front, amendments to the constitution allowing for the introduction of a multiparty system were endorsed by the National Assembly, early in 1992. Restrictions on opposition parties were not fully removed until the presidential election of October 1995, at which three candidates took on the CCM candidate, Benjamin Mkapa, who nonetheless won comfortably. However, there was major discontent in Zanzibar, where relations with the mainland were already strained over the conduct of the election.
