The canting of democracy in French Polynesia
Thursday, 21 October 2004, 3:40 pm
Press Release: The Maori Party
21 October 2004 Mâori Party co-leader Tariana Turia ‘The canting of democracy in French Polynesia’. The Mâori Party supports the peaceful demonstration taking place in Tahiti. “Our people saw the hikoi of some 15,000 Tahitians, about a tenth of their population, as an outstanding reaction to the ousting of Oscar Temaru” said Tariana Turia, co-leader of the Mâori Party. “We have great concern for the democratic and indigenous rights of our Pacific whanaunga” Mrs Turia said today in response to the ousting of Oscar Temaru by a censure vote nine days ago in a court in Papeete, Tahiti. In May, Mr Temaru became the first pro-independence leader to be elected in French Polynesia. “On 23 May the people spoke, in electing Mr Temaru to office” said Mrs Turia. “Tahitians have had a long fight for self-determination, and indigenous peoples across the world celebrated the movement of the Tahitians to reclaim Tahiti and live according to their constitution”.

Nuclear Tests in French Polynesia:
Could Hazards Arise? Radiation Exposure and Human Health
Human exposure to radiation is usually measured as a dose of radiation, which is expressed in a unit termed millisieverts (mSv). The typical average dose to people from the natural sources of background radiation around the world is 2 to 3 mSv per year. In many parts of the world, the annual background radiation dose can be up to around 10 mSv and in a few places can be as high as 100 mSv. A routine diagnostic chest X-ray is equivalent to about 0.05 mSv, while a comprehensive X-ray examination may lead to a dose as high as 10 mSv.
The Legacy of Nuclear Testing
The explosion of a nuclear device leaves behind residual radioactive material containing a complex mixture of radionuclides including long-lived caesium-137, strontium-90, plutonium-239/240 and tritium. The potential radiation doses to humans, plants and animals in areas near test sites are determined by the amounts of residual radionuclides which are available to them in the soil and water, and those that, although currently beneath the Earth, could migrate from the underground into the biosphere.
Testing at Mururoa and Fangataufa Atolls
There is no record of prolonged habitation on either atoll. The nearest inhabited place - the atoll of Tureia, with about 120 residents - is 130 km away. Papeete, the capital of French Polynesia (which has a total population of 220,000), is over 1000 km from Mururoa, and New Zealand is some 5,000 km away.

A Brief History of PacELF
What is PacELF?
PacELF is the Pacific programme for the Elimination of Lymphatic Filariasis. It was formed in 1999 to coordinate the control efforts in Pacific Island Countries (PICs), and works within the framework of the global programme to eliminate lymphatic filariasis. PacELF, the first regional filariasis elimination programme, is a network of the twenty-two island countries and territories in the Pacific for the sole purpose of eliminating filariasis in the Pacific by the year 2010. The strategy for achieving this goal is annual mass drug administration (MDA) using diethylcarbamazine (DEC) with albendazole to stop transmission together with clinical management of infections to minimize pathodema in individuals already infected.
Pre-history of PacELF: Many people have done a substantial amount of work in several PICs over the last few decades to control and eliminate lymphatic filariasis (LF) as a public health problem. In the latter half of the 1990s, a number of events and activities brought LF to a higher profile. Several countries had been working more or less independently on LF control. In Fiji, the late Dr Mataika and his staff made substantial progress in mapping and instigating programs in areas of that country, while in Samoa, the Ministry of Health supported by WHO conducted annual mass drug administration with different drug regimens. In French Polynesia, the Ministry of Health and Institute Malarde, as a pioneer institute of Pacific filariasis, had also been very active in LF control and studies.

The Asia-Pacific Development Information Programme (APDIP) is an initiative of the United Nations Development Programme (UNDP) that aims to promote the development and application of new Information and Communication Technologies (ICTs) for poverty alleviation and sustainable human development in the Asia-Pacific region. It does so through three core programme areas, namely: Policy Development and Dialogue, Access and Content Development and Knowledge Management.

This multi-lingual site offers several languages to help Asian Pacific Islander women understand the importance of having mammograms and pap smears at regular intervals. There is information about how to make appointments and prepare for the procedures. Clinicians will find special materials they can use to personally recommend mammography and pap smears to their patients. Early detection can make a difference in treatment and survival"

FRENCH PRESIDENT WANTS TO 'REVITALISE' RELATIONS WITH PACIFIC
PAPE'ETE ( Oceania Flash/Pacific Media Watch ): French President Jacques Chirac, who has arrived in the Pacific territory of French Polynesia, has declared he wants to "revitalise" relations with Pacific island nations after tensions had arisen during French nuclear testing, Oceania Flash reports.
Speaking in Pape'ete in front of French Polynesia's President Gaston Flosse, the French head of state said the time was now for a "new partnership" based on "renewed trust" with the French territory. "We have a long, common history, based on the notion of autonomy and harmonious development", Chirac said, adding French Polynesia had "retained its traditions and its character". "You are carrying France's message on the values it defends," Chirac said, referring to notions of "multipolarity" in terms of global organisation.

SPEECH BY RT HON HELEN CLARK, PRIME MINISTER OF NEW ZEALAND
OUTGOING CHAIR OF THE PACIFIC ISLANDS FORUM
The Honourable Prime Minister of Samoa
Honourable Heads of Government and Delegations
Ladies and Gentlemen
Warm Pacific greetings to you all It is my honour to address you today as the outgoing Chair of the 34th Pacific Islands Forum. It's been a busy and challenging year for the Forum, but also a very productive one. At the annual Leaders' Summit in Auckland last August, we anticipated meeting a year from then in Niue. That was not to be. In January, we all extended our sympathies to Niue as it started the huge task of reconstruction after Cyclone Heta. On behalf of Forum leaders, I thank the Government of Samoa for its generous offer to host this Forum at relatively short notice. Samoa's willingness to step forward was much appreciated by us all. Niue wasn't the only member nation to experience a natural disaster this year. Cyclones and/or flooding also affected Vanuatu, Fiji, and even New Zealand. Our climate seems to be becoming more extreme, erratic and unpredictable than in the past. There are new faces at this Forum, resulting from changes of government and from new relationships the Forum is developing in the region. It is a proud day for French Polynesia to take its place here as an observer.

6 Asia and the Pacific
The Library has, over a long period, developed extensive collections relating to Asia and the Pacific. These collections have now attained considerable strength. They offer scholars research opportunities not available in other Australian libraries. For the most part, these materials are difficult to acquire and to process. Over the years, the Library has developed substantial expertise in handling them. In building on the strengths both of the expertise of its staff and of the collections themselves, the Library is able to make a valuable contribution to scholars and to the Australian library community. Within the framework of the Distributed National Collection (DNC), the Library accepts responsibility for the maintenance and enrichment of its Asian and Pacific collections as a service to the research and library communities.
Asia
East Asia
Existing Collections
The collections are strong on the modern history and contemporary societies and cultures of East Asia. There are also holdings of serials in science and technology, particularly from Japan, as well as serials on traditional East Asian medical practices. The Library holds extensive collections of monographs and periodicals on a broad range of subjects from commercial and research publishers. A variety of newspaper titles reflect different political and sub-national viewpoints. There are strong holdings of government publications at the national level and in priority subjects at the sub-national level. Extensive microform holdings include backsets of newspapers and collections of older materials. Some old and rare original East Asian items are also held. The Chinese, Japanese and Korean language collections are the largest in Australia. Holdings of Western language works on East Asia are also extensive.
