In 1994 MRA launched the programme Foundations for Freedom, designed especially for young people from countries new to democracy. The first courses were in Slovakia, the Czech Republic, Ukraine, Poland and Byelorussia. The programme concentrates on developing an awareness of the values, attitudes and quality of relationships needed to give stability to democratic institutions. In Britain and Switzerland there have also been opportunities for young candidates from Eastern Europe to meet political and academic leaders. ‘Foundations for Freedom’ is co-ordinated from Britain and has an international advisory board. "When I find a person who thinks that he is too good to take part in politics, I find one who is not quite good enough to deserve the blessings of a free government." W. J. Bryan SPUís political science program is dedicated to training students who want to exercise a leadership role in politics and government during the Twenty-First Century. The Bible clearly teaches that government is an institution ordained by God (Romans 13:1) and Christians are called to be ìsalt and lightî in every part of culture. We believe that this calling extends to the world of politics. Study of political science is especially useful for careers in law, public administration, government service, international affairs, journalism, teaching and several fields of business. Dual majors or complementary minors are encouraged. A variety of internships are also available to students with interest in public service, international or legal careers. Following are some of the special opportunities and programs offered by the SPU political science department.

Featured Sessions Session Detail Down from the Mountain: My Experience with the Dean Campaign
Former Dean campaign manager Joe Trippi took Internet campaigning to a whole new level, and, in the process, catapulted the obscure ex-governor of Vermont to front-runner for the Democratic presidential nomination. Trippi used the Internet to raise over $40 million in small donations, and to marshal a committed, decentralized corps of volunteer campaign workers. Dean may no longer be in the lead, but the political process will never be the same. Trippi will tell the story of how he used the Internet to change the rules of the game. MoveOn: Bringing Ordinary People Back into Politics
In five short years, MoveOn.Org has become one of the largest and most effective advocacy organizations in the world, with more than two million members and a unique bottom-up style that allows the members to set the organization's priorities. MoveOn is working to bring ordinary people back into politics. With a system that today revolves around big money and big media, most citizens are left out. When it becomes clear that our "representatives" don't represent the public, the foundations of democracy are in peril. MoveOn is a catalyst for a new kind of grassroots involvement, supporting busy but concerned citizens in finding their political voice. Co-founder Wes Boyd will explain the principles and internet-based tools that make MoveOn so effective.

Aleksandr Solzhenitsyn
and the Moral Foundations of Democracy
Dr. Daniel Mahoney David Remnick, the editor of The New Yorker, has recently written that "in terms of the effect he has had on history," the Russian Nobel Laureate Aleksandr Solzhenitsyn "is the dominant writer of the twentieth century. Who else compares? Orwell? Koestler?" Yet Remnick went on to add that when Solzhenitsyn's name comes up today in many academic and journalistic circles, "it is more often than not as a freak, a monarchist, an anti-Semite, a crank, a has-been." The man who more than any other living figure is responsible for exposing the totalitarian nature of communism in such masterpieces as The First Circle and The Gulag Archipelago is accused by some of wanting "new Gulags, new Ayatollahs." And yet, as Remnick adds, Solzhenitsyn has been a determined critic of Russian and Soviet imperialism, an advocate of strong, local self-government, a critic of the extremist nationalism and anti-Semitism of the Russian demagogue Valdimir Zhirinovsky (whom he has called "an evil caricature of a Russian patriot"), and the first to label the post-communist government of Russia an "oligarchy."
Solzhenitsyn is, as I attempt to show in my book, a principled moderate-a critic of all political fanaticism. His hero-the hero of his great cycle of novels on the Russian Revolution, The Red Wheel, is Pyotr Stolypin, the prime minister of Russia between 1906 and 1911. A world-class statesman, Stolypin desired reform with revolution and introduced far-reaching land reform, which was the scourge of both the revolutionary Left and the autocratic Right. In his recently published October 1916, Solzhenitsyn writes eloquently of the difficulties of pursuing a "middle line" of social development, particularly in an age of ideological politics. "The loud mouth, the big fist, the bomb, the prison bars are of no help to you as they are to those at the two extremes. Following the middle line demands the utmost self-control, the most inflexible courage, the most patient calculation, the most precise knowledge."

  • The "Research and Studies" series involves in-depth exploration of issues generated by the democratic process at the theoretical level, in addition to specific case studies.
  • The "Occasional Papers" series offers shorter research papers that will be oriented more to the analysis of particular issues.
  • The "Critical Interventions" series is partially based on the ongoing symposia series held by the Institute. It aims at initiating and encouraging debate on critical issues facing democratic transformation in the Palestinian and Arab contexts.
  • The "Foundations of Democracy" series is aimed at the university student and the general public and seeks to provide an extended treatment of both key democratic concepts and basic constituents of democratic systems. Seven books in the series have already been published.
  • The "Elements of Democracy" series is aimed at high school students in their junior and senior years, as well as the general public. The series aims to introduce basic principles of democracy in a systematic and clear manner thus leading to the understanding of such principles as the rule of law, the division of powers, citizenship etc. This series is linked to a series of workshops in which teachers from the public and private school systems participate who subsequently introduce these booklets into their schools.

G. Robert George has served as the District 12 Councilmember for the City of Charleston since February 1997 and currently serves as the vice-chair of the 2004 National League of Cities Leadership Training Council. As a native Charlestonian and councilmember, I am honored that our city is hosting the Twelfth Annual Leadership Summit of the National League of Cities. Over the last half century I have witnessed the growth of our community and how it has maintained the same elements of cultural importance to the nation as in colonial times. Charleston and the surrounding Lowcountry continue to lead the Southeast Coast as a center of growth, culture and commerce. The Charleston metropolitan area has more historic points of interest per square mile that any other region of the nation. Many area plantations and historic colonial gardens host both national and international visitors providing many unique opportunities to reflect upon the natural beauty of southern history and culture. Our city is blessed with a historic setting that preserves, as private residences, countless homes listed on the National Register of Historic Places that were once the homes of wealthy planters, statesmen and leaders of our young nation. Three centuries of architectural beauty have been preserved along with an elegant cultural legacy. That’s why Charleston nationally ranks near the very top of all tourist destinations.

Foundations of democracy: 1994 - 1999 Updated October 2001 In 1998 Mozambique held its first multiparty local government elections. Elections were held in 33 urban centres across the country including all the large cities and towns. The elections were controversial, marked by protests and boycotts by the opposition parties over alleged irregularities in voter registration. In the end only 15% of Mozambicans voted in these elections. Despite irregularities, the Supreme Court declared the elections valid. Following the levels of mistrust around the administration of the 1998 local elections, greater efforts have been made to ensure that the 1999 elections are transparent and accountable. The Mozambican parliament passed new electoral legislation to pave the way for the creation of a new CNE to oversee the 1999 elections.
