Helping The Child Beyond Foster Care: Special Needs Adoption
Foster care is designed as TEMPORARY care for a child while the birth family works to resolve issues at home. For various reasons, reunification is not always possible. In those cases, the birth parents’ rights are terminated through court order and the child becomes available for adoption through Iowa’s KidSake SPECIAL NEEDS ADOPTION PROJECT . Working with Iowa’s foster care program as well as public and private child welfare and placement agencies, KidSake finds suitable adoptive families. The project focuses on the NEEDS OF THE CHILD – not the family. Children who await adoption through KidSake include and are limited to: those age 8 or older; children who are physically, mentally or developmentally disabled; sibling groups who need to be adopted together; minority or biracial children; and older teens. Some of these children wait months – or even years – to be adopted. They need a “forever” family so that they will have the chance to grow, to like themselves, to love others and to reach their fullest potential in life.

Won't You Consider Becoming A Foster Parent? The Children's Aid Society is looking for very special New York City residents in the Bronx, Manhattan and Staten Island to provide temporary homes, stability and loving care to children whose families are unable to care for them at this time. Won't you consider opening your home and your heart to a child who needs you? We are looking for foster parents for children of all ages, races and religions. We especially need foster parents who can provide for:
  • brothers and sisters together teenagers, teen mothers and children children who are medically or physically challenged children with emotional needs.
Although they come from different backgrounds and experiences, all of these children have one thing in common: they are all absolutely lovable . With care from a loving foster parent, all of them can thrive and bring joy, laughter and love into your home.
Open Your Home to a Neighborhood Child
The Children's Aid Society's unique foster care program keeps children in their own neighborhoods. This way, they can go to the same schools and keep the same teachers, friends and supports in place. This approach helps the foster parent, too: the child is happier, resources are more familiar, and connecting to other foster parents is easier. It also helps foster parents develop a positive relationship with birth families, which can speed up the time it takes to reunite the family. To avoid moving children to other parents of the city, we especially need homes in the following New York City boroughs and neighborhoods:

Foster Parent Rights and Responsibilities On May 13th, 2002, the Dutchess County, New York legislature took a tremendous step forward to ensure foster parents receive needed services and support by approving a Foster Parent Bill of Rights. Success of the measure was due to the tireless support and legislative leadership of Fran Knapp, a Dutchess County legislator, and the commitment and dedication of the local foster parent association led by Sharon Rivera. Seven members of the association, FOCUS (Fostering Ongoing Communication, Understanding, and Sharing) Parent Support Group gave powerful testimony in support of the Bill of Rights proposal. Their success demonstrates once again that foster/adoptive parents working together CAN make a difference! The Coalition encourages foster/adoptive parent associations throughout New York to work for a Bill of Rights in your counties and your agencies. Not only will you have an important accountability document, but in the process you will have educated local decision makers and the community about the challenges and joys of foster parenting, and opened their eyes to the realities of the needs of today's children and families. The Coalition will be happy to help in any way! How do I become a Foster Parent?
Foster parent certification follows mandates set by Louisiana law, Bureau of Licensing requirements and agency policy. The following requirements must be fulfilled prior to an individual or couple being certified to provide care for children. Individuals or couples must:
  • Complete MAPP/GPS pre-service training.
  • Be cleared through State Police and FBI criminal records checks. (Applies to all adults living in the home.)
  • Be cleared through State Central Registry for Child Abuse and Neglect.

What is Foster Parenting? It's caring for a child until his or her parent(s) can resume this responsibility, or until a permanent home is found. Foster parenting is a commitment to helping a child through a difficult period. It's a job for people who can provide love and guidance ... and then let go. How long will a child stay? Some foster parents provide emergency care (usually for a month or less) until a plan for on-going care is made. Other foster parents provide day-to-day care for a longer period. What do foster parents do? Foster parents arrange for medical and dental care as needed. (Medi-Cal covers the cost of care provided by the approved doctors and dentists for children who are eligible) Foster parents protect the child from harmful situations that could threaten his or her health and safety. A program designed to provide substitute care in a licensed household to a child/children who need care for a temporary or extended period of time; during this time the biological family environment is either non-existent or dysfunctional due to social, economic, or physical reasons. Independent Living Services Independent Living Services are provided to youth who are or were formerly in foster care. Tuition grants at any Virginia community college are provided for eligible youth who are enrolled full time. The Perils of Foster Parenting
My husband and I became foster parents several years ago. Although we enthusiastically attended every meeting, class and seminar required for foster patenting, we were never warned of the dreadful situations that may occur while caring for these troubled but precious children. Our first foster children were two beautiful brothers, ages two and four. The adorable little ones had gone through an unbelievable amount of abuse and neglect, including starvation and torture. Their mother couldn't remember if she had sexually abused them or not. She said she was always high. They were very affected by the cruelty of their parents but like most children had an unstoppable desire to love and be loved. They bonded to us immediately. My stepdaughter and our son considered them brothers. Even though we didn't encourage it, they insisted on calling us mommy and daddy, even in the presence of their mother. The boys' parents were very young and had never married. Both were methamphetamine (crystal) addicts. The boys were taken from this couple because the father insisted on starving them, tying the older one to his bed for days at a time, and beating them. The mother insisted that she still loved this man and kept in close contact with him despite the urging of her mother, sister and the Department of Social Services. The entire time the boys lived with us, we maintained contact with their mother. Their father was eventually sent to jail for the child abuse he inflicted on his sons. The situation with their mother never really improved and she constantly wavered in her desire to see the boys' father. There were many times she told us that she wanted to reconcile with him even though he was in jail for injuring their children. He even suggested that the two of them run away together and leave the boys behind. "**** the boys, we can always have more kids. We could even have a girl," she quoted him as saying. She told us she was considering his proposition!
