History The history of the Soviet Union has two basic aspects: It continues the history of the Russian Empire, presented in the article on Russia; and it chronicles the unique social system described in the preceding sections of this article. After World War I Post-WW II Arrangements By the end of the war, the Soviet Union was recognized as one of the great powers of the world. Stalin participated with the heads of government of the U.S. and Great Britain at the Tehran Conference in 1943 and at the Yalta and Potsdam conferences in 1945 to decide the overall military and political strategy of the war and a common postwar European policy. The USSR also played a leading role in the preliminary international conferences leading to the establishment of the United Nations in 1945. The Cold War Begins In its approach to postwar problems the Soviet government was motivated by an expansionist policy designed to enlarge the area ruled by Communists loyal to the USSR, to strengthen its security against future aggression, and to utilize the world Communist movement as a means of subverting other countries and bringing them into the Soviet orbit. The new Soviet policy was soon signaled by violations of various wartime agreements. At the Potsdam Conference, held after the victory in Europe, the Soviet government made demands manifestly in excess of the needs of its national security. The demands were rejected by the U.S. and Great Britain to prevent the establishment of a vast Soviet sphere of power. Despite growing acrimony among the Allies, agreement was reached at Potsdam on the general lines of the occupation policy, on various reparations policies, and on the temporary German-Polish and Polish- Soviet boundaries.

By Victor Tkachuk, Ukrainian Republican Party 23 January 1995 SIGNING OF THE AGREEMENT SOME HISTORY. In the spring of 1992 Ukraine several times agreed to sign the zero variant. That happened during the visit of the Ukrainian delegation with Vice-Premier Pynzenyk at the head to Moscow. The protocol on intentions signed by him specified that Ukraine refused to have its part of USSR assets while the Ukrainian part of the USSR liabilities was included into Ukraine's debt to Russia. It was the then Finance Minister Pyatachenko that pursued Pynzenyk not to sign the zero variant agreement in such formulation. After that, said protocol was disavowed by the Ukrainian foreign ministry. In 1993, the then Vice-Minister Yukhnovsky conducted the talks to that end and he was the first to propose to first divide the USSR assets and then liabilities. Division of the USSR assets and liabilities was like the sword of Damocles hanging over the relations between Ukraine and Russia since all other ex-Soviet republics gave their parts to Moscow. Another round of games around this issue started in the fall of 1994. In September, the government sources informed about the request of the Ukrainian administration to the Paris club of creditors to postpone payment of the USSR debt by Russia and the interest amounting to 800 mln. dollars. The first postponement was also granted with active participation of Ukraine when, on March 26, 1993 the then Premier Kuchma sent similar request to the Paris club of creditors saying that 18 countries-creditors of the former USST did not have a single claim against Ukraine until the debt payment issue is settled by Russia and Ukraine. That helped Russia to conduct the talks on behalf of all states-successors of the former USSR and to get the postponement for paying the debt for 1993 and 1994.

Money turnover within Azerbaijan History of Azerbaijan statehood goes beyond the ancient times. One of the factors proving ancient Azerbaijan statehood is discovery of local coins, which were minted in Albania (Caucasus Albania) and Atropatena, which existed within Azerbaijan. First money found within Azerbaijan are related to the times of Alexander of Macedonia (Alexander). As early as the second half of the III century B.C. albans and atropatenians, which were involved in world trade, to meet the demand of internal market began to mint coins similar to imported coins of Alexander. Silver dirhams (drahmas), with “AT” and “ATR” monograms related to this and later periods (numismatists read them as Atropat and Atropatena) have been widely discovered in Azerbaijan, Georgia and Dagestan. Scientists suppose that such coins were minted at mints in Gabala, Ardabil and other cities. At the same time circulation of money similar to silver coins of Selevki in Albania encounters in II-I centuries B.C. At the second half of the III century most part of the Azerbaijan territory was invaded by the Sasanids empire. Along with this already in VI-VII centuries Sasani rulers minted their silver coins in Nakhchivan. But at that period the Arabian Khilafet, which defeated Sasanids, conquered Azerbaijan as well. At the initial period of Khilafet history (VII-IX centuries) money circulation, especially minting of golden and copper coins were centralized. At the same time silver coins of the Khilafet were also minted in Azerbaijan.
