email: kbraden@u.washington.edu The change from a centrally planned economy to a market-oriented economic system in the newly independent republics of the former USSR indicates that an improvement should occur in terms of successful biodiversity maintenance. the author suggests that on the contrary, endangered species management has deteriorated in the former USSR Evidence for the decline is presented, along with possible reasons for the lack of improvement, notably failure to establish ownership rights and a legal structure to support economic change, The paper presentation will include slides of reserves in Central Asia and the Russian Far East. INTRODUCTION Until December 1991, one-sixth of the land surface of the earth was under the management of a single state, the Union of Soviet Socialist Republics, directed ostensibly by a centrally planned economic system. The International union for the Conservation of Nature and Natural Resources (IUCN) in Switzerland noted a total of 463 species of fauna under varying classes of endangered status in the USSR in the mid-l980's. ( Table 1 With the USSR now dissolved into fifteen independent states, the important question in terms of biodiversity maintenance appears to be; are endangered fauna species better or worse off than under the former system? A corollary question is: are current economic circumstances more or less conductive to maintenance of biodiversity and protection of endangered species?

Paperback, $12.95; Hardcover, $17.95 D o you know the difference between Communism and National Socialism? Do you have any idea what it was like to live in Post World War II Russia? How about the Cold War period? Do you know what happened during the turbulent period of upheaval during the late 1980's to the early 1990's, a period that witnessed the death throes of the former entity known as the USSR? Unless one went through it, experienced it, and lived it, one can't ever really know. But a man known as "The Raven" did live through it, and, with the help of co-writer Marie Claire, he tells us his story. The Raven was born into a period of poor economy, poor training and few supplies. There were no luxuries such as supermarkets, shopping malls, and fashion stores and private transportation. Due to lack of proper medical care, The Raven suffered a hearing loss accompanied by a speech impediment, and was forced from then on to deal with prejudice because of his handicap. The Raven grew up in Baku City, the capital of Azerbaijan. Because of the conflicts between native Armenians and Azerbaijan natives, he and his brother were not allowed to go to school for long stretches of time. Ultimately, The Raven and his family left Baku, where they had lived all their lives, and moved to a region around Moscow where The Raven continued his education. Yet even there he had to struggle to gain the education that finally enabled him to rise above the poverty and narrow-mindedness of many of Russia's inhabitants.

Modern History The political situation in Mongolia was further exacerbated by excursions into Mongolian territory by the White Russian units defeated by and driven out of Russia by the Russian red Army. Baron Ungern von Schternberg with his Asian Cavalry Division seized the capital city of Ikh Khuree and returned Bogd Zavzundamba to the throne, declaring the restoration of independence of Mongolia . won During the period from 1921 to 1924, the new government carried out important changes in the political, economic and social spheres of the limited monarchy of Mongolia . Mongolia , with two thousand years of history, restored its independence at the beginning of the 20th century and made the transition to a new political and social system, making its aim to found a socialist society in a world then divided into socialist and capitalist camps. The 20th century witnessed the progress made by Mongolia in fostering the development of its culture, arts, sport and sciences. Mongolian citizen J.Gurragchaa, participated in a space flight together with his Soviet colleagues, and carried out tests and studies, showing that Mongolians intellectual and physical abilities are at the highest level of modern civilization. A totalitarian system of one-party rule and ideological bounds were established in 20th century Mongolia is political, economic, and social spheres just like in any other countries of the socialist block.

History of Cospas-Sarsat
This satellite system was initially developed under a Memorandum of Understanding among Agencies of the former USSR, USA, Canada and France, signed in 1979. Following the successful completion of the demonstration and evaluation phase started in September 1982, a second Memorandum of Understanding was signed on 5 October 1984 by the Centre National d'Etudes Spatiales (CNES) of France, the Department of National Defence (DND) of Canada, the Ministry of Merchant Marine (MORFLOT) of the former USSR and the National Oceanic and Atmospheric Administration (NOAA) of the USA. The System was then declared operational in 1985. On 1 July 1988, the four States providing the space segment signed the International Cospas-Sarsat Programme Agreement which ensures the continuity of the System and its availability to all States on a non-discriminatory basis. In January 1992, the Government of Russia assumed responsibility for the obligations of the former Soviet Union. A number of States, Non-Parties to the Agreement, have also associated themselves with the Programme. Through their association with the Programme, the States can contribute ground receiving stations which enhance Cospas-Sarsat distress alerting capabilities, and/or participate in international Cospas-Sarsat meetings dedicated to the world-wide co-ordination of System operations and Programme management.

Budapest, Október 6. u. 11. Against Their Will: The History and Geography of Forced Migrations in the USSR
by Pavel Polian During his reign over the former Soviet Union, Joseph Stalin oversaw the forced resettlement of six million people - a maniacal passion that he used for social engineering. The Soviets were not the first to thrust resettlement on its population - a major characteristic of totalitarian systems - but in terms of sheer numbers, technologies used to deport people and the lawlessness which accompanied it, Stalin's process was the most notable.
Six million people of different social, ethnic, and professions were resettled before Stalin's death. Even today, the aftermath of such deportations largely predetermines events which take place in the northern Caucasus, Crimea, the Baltic republics, Moldavia, and western Ukraine. Polian's volume is the first attempt to comprehensively examine the history of forced and semi-voluntary population movements within or organized by the Soviet Union. Contents range from the early 1920s to the rehabilitation of repressed nationalities in the 1990s, dealing with internal (kulaks, ethnic and political deportations) and international forced migrations (German internees and occupied territories). An abundance of facts, figures, tables, maps, and an exhaustively-detailed annex will serve as important sources for further researches.

HISTORY OF FSU CONTRIBUTIONS TO THE PHYSICS OF LIQUID CRYSTALS
Throughout its long and tormented history, many important scientific contributions to the fundamental knowledge of natural phenomena in general and liquid crystal research in particular have emerged from Russian scientists. One thinks first of the world-celebrated series of books, the Landau and Lifshitz Course in Theoretical Physics that also effectively documents former USSR contributions (Landau and Lifshitz 1986). In History of Liquid Crystals , Kelker (1973) places the first development of a continuum theory for liquid crystals, including the effect of external fields, in the period 1922-1933 (Oseen 1929). During this time, outstanding contributions to the understanding of physical and material properties of liquid crystals were made by Freedericksz' group in Leningrad. Indeed, Freedericksz is most famous for the Freedericksz transition, which is the basis for the operation of liquid crystals in electronic displays (Freedericksz and Zolina 1933). Freedericksz disappeared in the early forties, a particularly difficult time for the former USSR, when many people disappeared for reasons that may never be known. The "outstanding intensity and continuity of research in the Freedericksz school in Leningrad" reached a new peak in the late thirties and early forties through the works of Zvetkoff. For example, he measured the diamagnetic susceptibility of nematic liquid crystals by suspending a liquid crystal sample from a quartz thread into a rotating magnetic field (

LESSON PLANS FOR AGES 15-18 IN HISTORY : Population Displacement in the Commonwealth of Independent States since 1991
Purpose

This unit should be taught after a study of the history of the break-up of the Soviet Union (1982-1991).
1989 was a watershed in world history for, in that year, the Berlin Wall came down. In December 1991, the Soviet Union, the largest country in the world, with the third largest world population, dissolved into fifteen independent states, twelve of which now make up the Commonwealth of Independent States (CIS).
Since 1989, around 9 million people have involuntarily moved within or between the countries of the CIS. In this unit, students will learn where the CIS countries are situated, and discover some of the reasons why these human displacements, including refugee flows, have taken place. They will also study in more detail the recent history of one CIS country, Tajikistan.
LESSON 1
Preparation

Run off a class set of the Activity Sheet: The Commonwealth of Independent States (CIS)
