Demographic Developments in Eastern Europe and the Former Soviet Union, Present and Future
W. Ward Kingkade and John E. Dunlop INTRODUCTION The collapse of the Soviet Union has ushered in an era of transition in its successor states and former satellite countries. Demographic characteristics and trends represent an important element of the setting in which the societal changes are taking place. These changes have taken a variety of forms, but certain similarities are evident. In many of these countries, life expectancies have fallen, especially among males. Significant acceleration in the pace of fertility decline is nearly universal as well. In addition, international migration has increased sharply in many countries in the region. The new demographic developments have occurred with different intensities in the various countries, altering their relative rankings in many instances. Anticipated future demographic developments differ widely among the countries under consideration. Increasingly top-heavy age structures and eventually declining populations are foreseeable in most of the countries, especially those to the North and West (see end of article for regional definitions by country). This paper will profile trends in fertility, mortality, and migration in the recent past, drawing on the Census Bureau's International Database. We will explore future developments in population size and age-sex composition through comparative analysis of our recently completed round of world population projections.

Understanding of the people's representation role and place in the political system of modern Russia would be difficult without a thorough study of the centuries-old history of legislative institutions - from veche and Boyar duma up to pre-Revolution State Dumas and State Council, the Soviets and modern forms of parliamentary democracy. Veche was the form of people's direct participation in state affairs. It was the assembly of all free citizens. Every issue of state life could be a matter of discussion. Questions concerning invitation and exile of princes, start of military campaigns and signing peace treaties were discussed most often. In a greater part of the Russian lands veche assemblies were not held after the Tatar-Mongol invasion. In the north-west of Russia (Novgorod, Pskov, Smolensk) veches played very important role and existed for a longer period of time, because these lands were not ravaged by Tatar-Mongol warriors. Yet, after these territories became part of the Moscow czardom, veches began to die away there as well. Prince's dumas functioned in all Russian lands. They were permanent councils, each attached to a particular prince, consisting of his closest companions-in-arms. As a rule, a prince never started any important business without having consulted his boyars. Representatives of clergy participated in prince's dumas quite often, still their participation was not permanent.

RussianSpaceWeb.com is an excellent source of information about current and past Russian astronautical technology. The historical part of the site is divided into five sections, including rockets, spacecraft, centers, people, and chronology. Each of these sections is very comprehensive, with plenty of material on almost every significant event since the birth of rocketry. There are lots of pictures that accompany the text. The site is frequently updated with news about the Russian space program, its contribution to the International Space Stations, and plans for future missions. [CL]

Helios is the name of an unmanned, solar powered aircraft that broke many records and made history on its first successful flight last summer. With more flights scheduled for this summer, there is growing interest in the potential applications of so-called "atmospheric satellites" like Helios. This Web site, operated by the company that developed the prototype, has lots of information about the aircraft, its specifications, and, most importantly, its possible uses. The main focus is on telecommunications; because this kind of aircraft could remain at high altitudes for long periods of time, it could be used as an extremely tall tower that relays signals to and from ground stations. A video clip demonstrating this technology is also provided on the site.

When God created mankind, He vested in him certain inalienable rights: the right to life, liberty, property. Such rights are often referred to as "natural rights."
In order to enable mankind to develop and maintain life, God also gave him natural faculties and natural resources. People must use their faculties with these resources to satisfy their needs and wants by creating products for use. This requires liberty and produces property.
Many people, however, naturally dislike the work that it takes to create products. Some, in fact, believe it natural to live at the expense of others, through illicitly taking the products of others' labor.
It follows that people have the inherent authority to defend their rights from violation by others. It also follows that people have the power to come together to place their authority to defend themselves in a collective force that would defend their rights. This collective force is government.
The proper purpose of government, then, is to protect people's God-given rights from violation by others
