KW VASCULAR PLANTS HERBARIUM Herbarium of vascular plants (KW) contains 1,5 million specimens and consists of 5 sections: flora of Ukraine, flora of CIS (the former USSR territory), flora of the world, exchange stock, memorial herbarium collections (J.Gilibert, W. Besser, P.Rogowich, M.Turczaninow, V.Chernjaev, I.Schmalhausen, M.Klokov), including type collections. COLLECTIONS OF UKRAINE Collections of Ukraine's flora (700 000 specimens) is the main part of the KW Herbarium. The oldest materials (XIX century) were collected by W. Besser, A. Andrzejowsky, F.Marschall von Bieberstein, P. Rogowich, I. Schmalhausen, V.Montresor, V.Chernjaev, V.Taliev, G.Shiryaev, and others. There are rich collections (XX century ) of M.Kotov, Yu.Kleopow, D.Dobrochaeva, O.Dubovik, A.Barbarych, G.Kuznetsova, G.Bilyk and others. All species of vascular plants of the flora of Ukraine are well repesented. During the taxonomic study of some families and genera of Ukraine's flora, the serial herbarium material was collected: Boraginaceae; Centaurea L. (D.Dobrochaeva); Poaceae

Official name: Till December, 25, 1991 - Russian Soviet Federative Socialist Republic (RSFSR). Since December, 25, 1991 - Russian Federation.
LAW
Constitution of Russian Federation was adopted at the December, 12, 1993 referendum.
Laws of RSFSR (Russian Federation), which were in force before the Constitution came into force, are applied to the extent that they do not conflict with the new Constitution. All USSR international treaties and several laws of the USSR that are registered at the Ministry of Justice are in force on the territory of RF.
President of the RF may issue normative decrees (=edicts=ukases) including decrees on the matters that should be regulated by laws - until the adoption of laws.
According to the new Constitution each region (=subject=member=constituent entity) of Russian Federation (not only republics as before) has its own laws and Fundamental law: Constitution - for republics, Ustav (Charter) - for other regions.

General Characteristics and Development
The Library of Congress currently holds about 700,000 physical volumes (books, sets, continuations, and bound periodicals) in Russian, and approximately the same number of volumes in other languages of the former USSR and volumes in Western languages about Russia and the former Soviet Union. There are also significant collections of other non-book print materials (music scores, newspapers, microforms and cartographic materials) and non-print materials (sound recordings, motion pictures, manuscripts, photographs, and posters), although statistics on these categories of holdings are less readily available. LC's Russian collection is by far the largest and most comprehensive outside Russia itself, even though by policy current collecting over the past fifty years was and remains highly selective, designed to bring in only the most useful and scholarly publications from and about Russia. Moreover, because of decades of communist censorship, political manipulation, appallingly poor storage conditions, and neglect of libraries in Russia, and because of LC's automation and preservation programs and the number of staff members involved in building, servicing, and interpreting the Russian collections, it is highly likely that the Library of Congress is the best single repository on earth in which to conduct research on Russia using published sources.

Despite many dramatic and welcome improvements in the region over the past twenty years, not all change has been positive. Wealth is increasingly unequally distributed; many countries in the region have problematic human rights records; and, war and its destabilising effects still casts its shadow over many countries in the region, whether directly or indirectly. The former USSR itself has split into a mosaic of different countries including the Russian Federation, Armenia, Azerbaijan, Belarus, Georgia, Moldova and those new states to the east of the Caspian sea.

History
In 1911, the republican revolution in China saw the demise of the Manchu empire and encouraged Mongolian nationalists to declare independence. With backing from Tsarist Russia, Mongolia gained autonomy as a feudal Buddhist monarchy. Following the Russian revolution, China began to reassert control in Mongolia. Mongolian leaders appealed to the new Soviet regime for help, and in March 1921 Mongolian communists met on Soviet territory to found the Mongolian People's Party (renamed the Mongolian People's Revolutionary Party, or MPRP, in 1924), led by Sukhebaatar, a former trooper and machine gunner in the Mongolian forces disbanded by the Chinese. On 11 July 1921, the MPRP proclaimed independence and restored the monarchy after nationalist forces, with Soviet help, overthrew Chinese control of the Mongolian capital. After the death of the Mongolian king in 1924, the MPRP proclaimed the Mongolian People's Republic.
