    • For which regions of the world are there no data? Why?
Answer: Reasons vary. There is no reliable means of collecting data in developing countries. For the former Soviet Union, data were withheld.
    • Which countries or regions of the world represent good markets for cigarettes?
Answer: In answering which country, emphasize the fact that the table of data gives cigarette consumption per capita. To use that data for total consumption, population data are needed. The table on the Teacher's Guide gives the population for each country.

    http://www.lib.gla.ac.uk/Docs/Research/russian.html
Starting Research in Slavonic, Russian and East European Studies
    Using the guide:
This guide will help you to find books and journal articles for projects, dissertations and theses. It also shows you how to keep up to date with new material by using either printed sources or, increasingly, on-line databases (e.g. DIALOG) and CD-ROM (compact disk) which are usually more immediate and comprehensive, especially for inter-disciplinary topics. It will help identify the best sources to use and save you time for reading and writing up.
    Research strategy:
Whether you are starting a major piece of research or a short project, it is often a good idea to begin with a look at recent journal articles, as these will provide not only the most recent information but also refer you to the most important books. You can find these references by using the abstracts and indexes described below. You will find the main collection of books on Slavonic (languages and literatures) and Russian and East European Studies (social sciences) on Level 6 but sizeable areas of the literature are also within the History and Philosophy sequences on Levels 8 and 10. In addition, the EEC Collection on Level 7 may hold useful material. For books, therefore, your best starting point may be a keyword or subject search on the online catalogue

Compliance of the Russian Federation with the Convention on the Elimination of All Forms of Racial Discrimination
REPORT BY THE MEMORIAL HUMAN RIGHTS CENTRE MOSCOW, NOVEMBER 2000
    The second draft
    General preliminary remarks.
    1) The role of government in creating the problems of racial discrimination.
In contemporary Russia the most important are the cases of discrimination, resulting from action or inaction of public authorities, their organs or officials. Racial discrimination in private sector, particularly, in the sphere of housing and employment is not perceived either by public opinion or by academic experts as a significant problem, and actually remains unanalysed. 2) The role of the federative system. The federative structure of the Russian Federation is a source of a number of problems relating to human rights and observance of the law. Organs of the state power of the constituent units (subjects of the federation) systematically violate the Constitution, federal laws and international obligations of the country; regional authorities create most of the problems, relating to racial discrimination. The federal state power bodies in practice have limited opportunities of influencing the subjects of the federation, and even these opportunities actually are not been used. Regional branches of the federal governmental agencies become subordinate to the regional governments, and the federal authorities do not undertake all necessary measures to make these branches observe the federal legislation. In many cases the federal organs of state power not only neglect violations of the law by the regional authorities, but demonstrate solidarity with such actions as well.

As in many other former Soviet republics, Uzbekistan s economy has of theUSSR and the disruption of trade ties with other former Soviet republics.
    http://www.umid.uz/Main/Uzbekistan/General_Info/general_info.html
Uzbekistan, republic in Central Asia, bordered on the west and north by Kazakhstan, on the east by Kyrgyzstan, on the southeast by Tajikistan, and on the south by Afghanistan and Turkmenistan. It was formerly the Uzbek Soviet Socialist Republic (SSR) of the Union of Soviet Socialist Republics (USSR). Uzbekistan includes the Karakalpak Autonomous Republic, which occupies about 37 percent of Uzbekistan's territory. Uzbekistan's land area totals about 447,400 sq. km (about 172,750 sq. mi). Tashkent is the capital and chief industrial and cultural center. Uzbekistan's terrain is composed primarily of plains such as the Turan Lowland; plains occupy about four-fifths of the republic's territory. Branches of the Tien Shan and Pamir mountains rise in the east and northeast, with the highest elevation in the republic reaching 4643 m (about 15,234 ft). Earthquakes, such as the one that destroyed large portions of Tashkent in 1966, are not uncommon. The climate is desert continental; temperatures fluctuate greatly over the course of a year. Average daily temperature in January ranges from -6° to 2° C (21.2° to 35.6° F), and in July from 26° to 32° C (78.8° to 89.6° F). Precipitation is scant, and irrigation is necessary for crop cultivation, except along mountain slopes. With about 20,739,000 inhabitants in 1991, Uzbekistan has the largest population of the former Soviet republics in Central Asia, and the third largest population of any former Soviet republic. Uzbeks, a Turkic-speaking people with an Islamic heritage, constitute 71 percent of the population. Russians are the largest minority with 8.3 percent. As in most other former Soviet republics in Central Asia, the size of the Russian minority has decreased in recent years, as thousands have emigrated to Russia and elsewhere.
