General summary for the countries of the Former Soviet Union
The former Soviet Union (FSU), which covers part of the European and Asian continents, comprises 15 countries. The area extends from the Baltic Sea in the west to the Pacific Ocean in the east and from the Arctic Ocean in the north to the Black Sea and the Caspian Sea in the south. For the purpose of this study, the 15 countries have been grouped in five regions, based primarily on geographic conditions and, as far as possible, on hydro-climatic homogeneity, although the Russian Federation is, due to its size, subject to a wide variation of geographic and hydro-climatic conditions. The regions, listed by size and presented in Figure 3, are here referred to as: Russian Federation, Central Asia, Eastern Europe, Caucasus and Baltic States. This section briefly presents the particularities which can be observed at national and regional level, as well as trends which emerge from the information which was collected. Introduction [Top of Page] Background: Richly endowed in natural resources, Ukraine has been fought over and subjugated for centuries; its 20th-century struggle for liberty is not yet complete. A short-lived independence from Russia (1917-1920) was followed by brutal Soviet rule that engineered two artificial famines (1921-22 and 1932-33) in which over 8 million died, and World War II, in which German and Soviet armies were responsible for some 7 million more deaths. Although independence was attained in 1991 with the dissolution of the USSR, true freedom remains elusive as many of the former Soviet elite remain entrenched, stalling efforts at economic reform, privatization, and civic liberties. Students study the patterns and processes of human and physical phenomena in relationship to each other. Students gain knowledge that can be applied to solving societal, economic, and environmental problems and to planning for the future, whether they are taking general education or elective courses, acquiring specialized preparation needed for working in geography and planning and related fields, or meeting particular needs in combination with other majors in arts and sciences or professional fields. The field of geography assists students in comprehending the broad scope of the physical, cultural, demographic, and economic environments on local, national, and global scales. Geography courses develop skills and organize knowledge from various disciplines, and enable students to examine the integrated whole of a people with reference to habitat and interspatial relationships. Specialized skills, which utilize geographic information systems technology, provide salable skills for students interested in technical careers and complement courses that teach knowledge of environmental and human situations and problems.

    The Geography, Climate, and Soils of the Former Soviet Union
    Introduction
    Climate and weather are significant factors affecting agricultural production around the world. Both seasonal and regional variability in weather directly influence crop yield potential. In order to improve the global monitoring of agricultural weather, the Joint Agricultural Weather Facility (JAWF), was established within the United States Department of Agriculture (USDA), in 1978. JAWF is a cooperative effort between the National Weather Service's Climate Analysis Center (NWS/CAC), USDA's World Agricultural Outlook Board (USDA/WAOB), and National Agricultural Statistics Service (USDA/NASS). The facility's primary function is to coordinate a world agricultural weather watch and assess the impact of weather variability on crop and livestock production prospects (Motha, 1986). One of the primary responsibilities of JAWF is to monitor weather and crop conditions within the former Soviet Union.
    With the breakup of the Soviet Union in late 1991, the agricultural system changed from one where most decisions on agricultural programs were centrally planned, originating from Moscow, to one where individual republics and even regional authorities began making these decisions. In the past, the former Soviet government dictated where certain crops were to be grown and set levels on agricultural production. These decisions were based on perceived economic needs and climate considerations. Agriculture was geared to satisfying planners' as opposed to consumers' desires. As a result, crop varieties and production levels between republics often differed considerably.
