Chile's export-driven economy has made gigantic strides in the past three decades, leading all Latin American nations in overall GDP growth and earning its place as the first South American nation to join in the U.S.-sponsored Free Trade of the Americas agreement.
The country has successfully diversified from its traditional dependence on copper exports (Chile provides about one third of the world’s copper production/exports), and has now become a world leader in non-traditional exports like fresh fruit (the leading S. Hemisphere producer), farmed salmon (it will soon overtake Norway to become the world’s most important producer/exporter), wine and forestry products.
But while Chile's economic growth has been impressive, it has not committed itself to sustainable development designed to protect its precious natural resources for future generations. Because little or no added value is given to most of the natural resources Chile exports, potential jobs are sacrificed and the country is too dependent on the short term commodity prices. And, quite frankly, the wealth generated by this development is far too skewed towards the economic elites to bode well for long-term, sustained development.

In August 2002, President Bush unveiled the "Healthy Forests Initiative," a legislative plan to reduce risks posed by wildfires. Environmental groups say the plan is healthiest, not for the forests and communities affected by wildfires, but for the timber companies that would be permitted to thin the forests. Some criticisms leveled against the "Health Forests" plan:
  • The plan does not put enough emphasis on protecting residents from immediate risks.
  • Increased logging called for in the plan could actually worsen the problem of forest fires.
  • The plan could limit public input into Forest Service decisions.
  • The plan could limit use of the courts to challenge the legitimacy of fuel reduction projects.
The Bush administration makes a case for its plan on a website at WhiteHouse.gov . The proposed legislation, says the website, "will grant the federal government additional tools to address the problem of unnatural fuel buildup in our forests." Forest thinning projects needed to reduce fuel buildup are "too often hindered by unnecessary procedural delays and litigation," according to a Bush press release . The Bush plan proposes to reduce such hindrances.

This FORESTRY ISSUES paper examines the extent of tropical deforestation in developing countries, its causes and consequences, and the prospects for more sustainable land use alternatives. The paper has been prepared as a contribution to the general public's better understanding of the complex social, economic, and environmental issues that surround tropical deforestation. It represents the analysis and opinion of the authors and no official Canadian Government policy is implied.
SUMMARY There are approximately 2,000 million hectares of tropical forests in the world. They represent an enormously valuable resource in terms of the diverse economic products and environmental services they provide. At the present time, 14 to 16 million hectares of tropical forests are being converted each year to other land uses, mostly agricultural. The principal agents of deforestation those individuals who are cutting down the forests include slash-and-burn farmers, commercial farmers, ranchers, loggers, firewood collectors, infrastructure developers and others.

OVERVIEW The Forest Environment Program manages 40,000 acres of state-owned rural forestland. It coordinates a statewide forest fire protection plan, provides forest fire protection on state lands, assists rural volunteer fire departments, and develops forest and wildlife management plans for private landowners who choose to manage their property in ways that will protect these resources on their land. The Program promotes public understanding of environmental conservation, enforces Department rules and regulations on DEM lands, and assists the federal government in providing landowner assistance programs. Moreover, additional Program mandates are: to monitor and recommend controls for insects and disease, to work with communities promoting urban tree health, to license arborists, and to certify forest land under the state's Farm, Forest and Open Space Act. The Program manages George Washington Campground, as well as four intensively used beaches, a horseman's campground and a cross-country skiing area. Plans to transfer these responsibilities to the Office of Recreational Services with resultant cost efficiencies have been put on indefinite hold due to budgetary constraints which preclude filling a number of key supervisory positions rendered vacant by retirement. Additional staff are required (as part of the federal grant programs) to assist in programs including stewardship, stewardship incentives, forestry incentives, urban and community forestry, insect and disease control, forest health monitoring, forest legacy, and arborist licensing programs.

By Michelle Nijhuis The woodlands of southeastern Honduras range from mountaintop cloud forests to low-lying rainforests; they are home to more than 500 bird species and a wide array of other animals and plants. But in recent years, more than half of the 12 million acres of forest in the isolated Olancho region has been mowed down by unregulated loggers. Rev. Jose Andres Tamayo Cortez, a Catholic priest from Tegucigalpa, has witnessed the devastating effects of logging on the diverse Olancho landscape, and has seen its people intimidated, harassed, and even murdered by the crime bosses who control the area. Tamayo, 47, directs the Environmental Movement of Olancho, a coalition of farmers and other Olancho residents dedicated to stopping the logging spree. He has led thousands of people on two weeklong marches to the nation's capital, drawing national and international attention to the problems caused by unregulated logging, associated crime, and alleged corruption in the Honduran forestry agency. The second march, in June 2004, led to a government investigation of the forestry agency and the resignation of its general manager. Tamayo was the recipient of the 2003 Honduras National Human Rights Award. In an April 18 ceremony in San Francisco, he was awarded one of six 2005 Goldman Environmental Prizes. He spoke with

The Status of Western Red Cedar in Coastal British Columbia
View the Environmental Progress report (PDF file) Western Red Cedar is one of a number of tree species harvested in British Columbia, and makes up slightly less than eight percent of the total timber harvested by volume. Most of the western Red Cedar harvested in British Columbia (78 percent) originates in coastal forests. These forests, often referred to as coastal temperate rainforests, correspond roughly with the Coastal Western Hemlock (CWH) biogeoclimatic zone, which covers 41,000 square miles, or slightly more than 11 percent of the province. British Columbia retains and will continue to retain large areas of undeveloped coastal temperate rainforest. This provides opportunities for both the preservation of large, intact forest watersheds and for the careful management and use of forest resources. For British Columbians, the questions are how much of this forest to protect, which areas to protect, and how to manage that portion of the land base available for harvesting for biodiversity and old growth values. British Columbia is dealing with these questions through land and resource management planning, expansion of the protected areas system, a comprehensive code of forest practices, and related initiatives.

The projected 2 C (3.6 F) warming could shift the ideal range for many North American forest species by about 300 km (200 mi.) to the north. If the climate changes slowly enough, warmer temperatures may enable the trees to colonize north into areas that are currently too cold, at about the same rate as southern areas became too hot and dry for the species to survive. If the earth warms 2 C (3.6 F) in 100 years, however, the species would have to migrate about 2 miles every year.
Trees whose seeds are spread by birds may be able to spread at that rate. But neither trees whose seeds are carried by the wind, nor such nut-bearing trees such as oaks, are likely to spread by more than a few hundred feet per year. Poor soils may also limit the rate at which tree species can spread north. Thus, the range over which a particular species is found may tend to be squeezed as southern areas become inhospitably hot. The net result is that some forests may tend to have a less diverse mix of tree species.
Several other impacts associated with changing climate further complicate the picture.

In response to these ongoing assaults against California's forests, Environment Now has significantly increased the geographic scope of our program by focusing on three regions of the state; the north coast, the central/northern Sierra and the southern Sierra. In each region we are working with program partners to reverse irresponsible logging and subsequent destruction to our forest ecosystems. North Coast Private Forest Land Reform Our partner on California's north coast is the Environmental Protection Information Center (EPIC). In the past we have worked with EPIC on a number of important projects, including efforts to protect the Headwaters forest and the threatened Coho salmon. Currently we are working with them on utilizing the Clean Water Act to protect our forest watersheds. EPIC is also providing diligent oversight of the development of the first watershed based permits for logging related to water pollution issued anywhere in the state and perhaps the country.

On Friday, NET hosted a discussion by a former EPA official and other experts on toxic wastes and public health on the continuing threat posed by the standing water left in Katrina's wake.
