28. E Mokeyane On Conclusion Of Komatiland Forestry Deal
Dr M Eugene Mokeyane, Department of Public Enterprises DirectorGeneral, remarksduring the MTO/Komatiland forestry media briefing 31 March 2004
http://www.info.gov.za/speeches/2004/04040108301002.htm
Home Dr M Eugene Mokeyane, Department of Public Enterprises Director-General, remarks during the MTO/Komatiland Forestry media briefing
31 March 2004 Today, we are particularly proud as the team at the Department of Public Enterprises working under the leadership of our Minister Jeff Radebe, in coming to the conclusion of the sale of 75% of the state's shareholding in Komatiland Forestry Asset for R396 million and Mountain to Oceans packages for R17,5 million, together yielding about R414 million. Of all the deals that the Department of Public Enterprises has concluded in the past five years, the deals today on Komatiland and MTO are one of the most important as direct beneficiaries are people of our rural regions bordering the Komatiland Forestry Strips in three provinces; Mpumalanga, KwaZulu-Natal, Limpopo and Eastern Cape - which, incidentally, also happen to be our most affected with regard poverty, unemployment and underdevelopment. As a Department we are proud to be contributing economically to the upliftment of economies of this provinces in line with our integrated rural development strategy and the intension to restructure and revitalize the second economy. These deals have direct impact on issues such as jobs retention, skills development, technology upgrade, environmental conservation, tourism and export.

Competitive Neutrality In Forestry
Media Release
This media release was issued with the Australian Government Competitive Neutrality Complaints Office research paper, Competitive Neutrality in Forestry , on 22 May 2001. Competitive Neutrality in Forestry outlines the States and Territories' application of competitive neutrality (CN) principles to their forestry operations and considers the implications of CN for log pricing. The research paper by the Commonwealth Competitive Neutrality Complaints Office, within the Productivity Commission, finds that CN implementation varies between jurisdictions and encompasses some differences in approach. Commissioner Mike Woods said that 'the implementation of competitive neutrality is requiring State forestry agencies to adopt a more commercial focus in their business activities. This should help reduce the likelihood of logs harvested from native forests being priced below cost'. In practice, it can be difficult to assess the appropriate cost base for the commercial operations of forest agencies and, hence, to identify the underlying cost of logs. The paper finds that, in these circumstances, the use of residual values - derived by subtracting harvesting, transport and processing costs from prevailing international prices of processed wood products - can be a useful alternative way of getting a 'fix' on the full market value of logs.

New strategy to increase Indigenous involvement in forestry
Joint media release with Senator Ian Macdonald
IPS 062/2002
The Commonwealth is calling for tenders to develop a National Indigenous Forestry Strategy, the Federal Ministers for Forestry and Conservation, Senator Ian Macdonald, and Immigration and Multicultural and Indigenous Affairs, Philip Ruddock, announced today. The deadline for applications is Thursday 5 December 2002. The strategy, which will be jointly funded by the Aboriginal and Torres Strait Islander Commission (ATSIC), and the Department of Agriculture, Fisheries and Forestry - Australia (AFFA), will help encourage greater involvement by Aboriginal and Torres Strait Islander peoples and communities in Australia's forest growing, timber processing and associated industries. The Ministers said that the strategy would boost the economic independence of Aboriginal and Torres Strait Islander communities across the country, as well as benefiting Australia's forestry sector.
