Management Systems Sustainable Forestry Management (SFM) Sustainable Forestry Management (SFM) Print In support of the Canadian forest industry's commitment to sustainability, the Standards Council of Canada operates the Sustainable Forest Management Industry Sector Program. Under the program, which was launched in 1999, the SCC qualifies the expertise of a Registration Body to perform certification to the international standard CAN/CSA Z809-02-Sustainable Forest Management:  Specifications and Guidance.  As a prerequisite to this program, registration bodies must be accredited to the  Environmental Management System Accreditation Program (EMSAP) Accreditation verifies that registration bodies operating in the SFM field possess the necessary infrastructure and competencies to conduct 3rd party evaluation and certification of an applicant's forest areas to the SFM standard.  According to the Canadian Sustainable Forest Industry Coalition , which keeps detailed statistics on the number of certifications in Canada, millions of hectares of forest have been certified to the SFM standards, more than any other country in the world. Sustainable forestry is of major concern for Canadian businesses and governments alike. Evergreen Forestry Management Ltd.: Employee Assistance Program
Evergreen Forestry Management Ltd. ( EFML ), a joint enterprise of the Hay River Dene Band and the Fort Providence Dene Band, has developed an initiative to combat alcoholism among its employees to improve their health and productivity. The Employee Assistance Program ( EAP ) treats alcoholism through education, intervention, and community support. Since the program's implementation in 1992, EFML workers are healthier and have developed better relations with management. Management says this improved company atmosphere helped them to succeed again in winning the contract to fight fires near Hay River and Fort Providence. Background In 1990, Evergreen Forestry Management Ltd. won a five-year contract from the Government of the Northwest Territories ( GNWT ) to fight fires in the area around the communities of Hay River and Fort Providence. At peak season, EFML employs approximately 100 residents from the Hay River, Fort Providence, and Kakisa communities. Thirty-five of these employees are permanently engaged as fire fighters, and five as lookout tower watchers. The remaining 60 work at various positions, ranging from fire-management researchers, to cooks, drivers, and support staff. The company recognized early on that employee alcoholism threatened its success. Absenteeism and low productivity were chronic problems. These issues were critical, as the company's contract with the

Yukon Forestry Issues: A Reality Check and a New Direction
Forestry Management Policy I was also asked to identify gaps in forestry management policy-related work that has completed to date, and recommend approaches to address gaps. A policy for forestry management should not be looked at, or established, in isolation. It will be determined within the context of a broad forest policy, which in turn should be integrated with other policies such as those relating to industrial development. I have set out in the following chart the elements and steps that would be involved in a typical sustainable forestry management system. I have indicated on the chart the areas in the hierarchy in which DIAND has concentrated its energies since the mid-90s. It is quickly obvious from the chart that DIAND's principal focus has been on the bottom-end, or latter-stage, elements of the system. As will be illustrated, this is the Achilles Heel of attempts to manage the Yukon's forests in a sustainable way, while meeting daily pressures to supply timber. It is also quickly obvious, to anyone familiar with the forestry file, that too many of the elements of the system, especially at the upper levels, are missing or incomplete at present.

Percival Baxter's Scientific Forestry Management Area

Percival Baxter was a man of vision. After all, he gave the people of Maine what is now Baxter State Park, including careful stipulations about how it should be managed. He left it to be "forever wild," and we can be forever grateful. Baxter further stipulated that 28,500 acres in the northwest corner of the park be set aside for silviculture and the study of forestry. Baxter had visited forests in places like Finland, Sweden, and Germany. These visits inspired his vision of a special forest here in Maine. This area has become the Scientific Forestry Management Area (SFMA). It is well managed, a splendid example of forestry which does not destroy the forest, and a beautiful place to visit. Jensen Bissell, director of the SFMA, indicates a beech tree being left for wildlilfe because of the bear marks found on it. After several decades of dormancy and several false starts, the planning and operation of the SFMA got going in the mid 1980's. In 1987 Jensen Bissell, current head of the forestry operations, arrived. Jensen is in his mid 40's, has tousled dark hair and wire-rim spectacles. This man can walk at a brisk and vigorous pace through woods all day long. He may be the happiest man in Maine. He studied forestry at Syracuse and loves the scientific, intellectual side. He worked for the Bureau of Land Management in Oregon for ten years and knows that there will inevitably be a pragmatic, economic aspect to forests and their harvest. As head of the SFMA he can combine both, and apparently there is nothing else on earth that he would rather be doing.

17.3 URBAN FORESTRY MANAGEMENT PLAN
17.3.1 INTRODUCTION
The management of an installation's urban forest is an important task. Each tree species will generally require specific pest management, pruning, and fertilization to maintain its health and vitality. Identifying, quantifying, and understanding an installation's tree population is crucial to determining a comprehensive, long term approach to its well being. Trees will generally live longer and gradually require less intensive care with scheduled maintenance. The tree inventory is an integral element of the Landscape Development Plan component of the installation comprehensive plan. This chapter provides an insight into the process of compiling an installation's urban forestry management plan to comply with the requirements of AFI 32-7064, Integrated Natural Resources Management. The process follows three phases:
17.3.2 INVENTORY
The inventory is the foundation for formulating the installation urban forestry management plan. An inventory of installation trees provides detailed information for the manager and designer. Usually gathered in the field, inventory data must be systematically collected and stored for analysis. Installation natural resource managers or landscape architects can accurately forecast maintenance and replacement needs and budget for tree-related expenditures based on this information. This data aids in developing long-range planning and design decisions such as new plantings, ensuring species diversification, and prioritizing maintenance actions.

Foreword
MAF manages the risks posed by pests and diseases in order to:
  • protect the primary production industries and indigenous plants and animals; and demonstrate to countries to which we export that New Zealand is free from pests and diseases that could damage their flora and fauna.
The profile of biosecurity has never been higher. The 2001 outbreak of foot and mouth disease in the United Kingdom, the responses to the incursions into New Zealand of the red imported fire ant, painted apple moth, and southern saltmarsh mosquito, and the detection of live black widow spiders, have all led to a greater awareness of biosecurity issues. Our findings have been used by the team developing the Biosecurity Strategy that is due to be launched in 2003. I am grateful to the staff of MAF Biosecurity and the Ministry of Health, and to the people from the many other organisations with whom we had contact during the conduct of this audit, for the co-operation that they gave my audit team.

GIS for Strategic Planning
Forest management planning involves making forecasts about what the future forest will look like relative to alternative management activities. This ability is crucial to nearly all aspects of management forecasting, particularly long-term wood and wildlife supply. GIS can play a key role in this analysis. GIS stores both the geographic and numerical structure of the forest stands and links that spatial database to the planning models. It allows the manager to effectively add both the important temporal and spatial dimensions to the management planning process. Within the limits of the inventory and model, the manager can then map what the forest will look like five, 10, 25, or 100 years in the future.
