The National Forestry Programme
This is the draft National Forestry Programme and as such is a working document and not a formal programme document. It should not be interpreted as an approved programme of the Government of Swaziland or the Ministry of Agriculture and Co-operatives until it has been finally agreed and adopted. TABLE OF CONTENTS BACKGROUND AND INTRODUCTION NATURAL FORESTS AND WOODLANDS COMMUNITY FORESTRY ... MONITORING AND EVALUATING THE NATIONAL FORESTRY PROGRAMME
8 HUMAN RESOURCE DEVELOPMENT AND EDUCATION
8.1 Human resource development and employment
8.1.1 General status of human resources development in forestry
There is currently a wide variety in skills and employment conditions in the various sub-sectors, such as commercial large-scale industrial forestry, small-scale forestry activities and community forestry. The industrial forestry is the only sector where there is an adequate human resource development with a skilled labour force and competent training facilities. Apart from the industrial sector, the Government is the only institution where formally trained people in forestry are found. The University of Swaziland and a few NGOs have some people with expertise in forestry, which is limited and not comprehensive of all forest management aspects. In general, the overall human resource is not sufficient to cope with the multiple functions of forestry. In the other sub-sectors there is a general lack of skills and experience to deal with forestry issues, in particular in community forestry and management of the natural forest resources. Without appropriate knowledge and skills it is unrealistic to expect Government, communities and NGOs to be able to manage the forest resources in a sustainable manner. Training and education are necessary to empower all stakeholders, which requirements should be determined and prioritised by Government through a participatory process.

The importance of the urban forest has long been recognised through the many benefits it brings to town and city life. The establishment, management and regeneration of this urban tree and woodland resource have been identified as government priorities in several different policy documents. Although the benefits of the urban forest have been recognised for many years, the concept of its sustainable management and urban forestry as a profession is relatively recent. As such, specific qualifications in urban forestry have been extremely limited to date.

Conservation Scientists and Foresters
Nature of the Work Working Conditions Employment Training, Other Qualifications, and Advancement ... Sources of Additional Information
Significant Points
  • Nearly two-thirds of salaried conservation scientists and foresters work for Federal, State, or local governments.
  • A bachelor’s degree in forestry, range management, or a related discipline is the minimum educational requirement.
  • Slower-than-average job growth is projected because of limited growth in government and in forestry and logging; most employment opportunities will be in private sector consulting.
Nature of the Work About this section Back to Top Forests and rangelands supply wood products, livestock forage, minerals, and water; serve as sites for recreational activities; and provide habitats for wildlife. Conservation scientists and foresters manage, develop, use, and help to protect these and other natural resources. Foresters Throughout the forest management and procurement processes, foresters consider the economics as well as the environmental impact on natural resources. To do this, they determine how to conserve wildlife habitats, creek beds, water quality, and soil stability, and how best to comply with environmental regulations. Foresters must balance the desire to conserve forested ecosystems for future generations with the need to use forest resources for recreational or economic purposes.

Public agencies : One-half of the 40,000 professional foresters in the United States work for a government agency, managing publicly owned forest land or conducting research and education programs related to forest management and conservation. Foresters with the federal government are employed by the U.S. Forest Service, Bureau of Land Management, National Park Service, Bureau of Indian Affairs, Natural Resource Conservation Service, and other agencies. Most states employ foresters to manage state forest and park systems, as well as to assist private landowners with management of their land. Some cities and counties also have active forest management programs requiring professional foresters, especially for managing watershed and recreation areas. Many public agencies have strong affirmative action programs for women and members of ethnic minority groups. Forestry consultants : Many foresters work in small business firms or are self-employed; they specialize in managing land for private landowners, who usually are interested in improving their forests for wildlife habitat, recreation, and landscape aesthetics as well as for income from timber harvesting. Nationally, 58 percent of all forestland is owned by private individuals and families who rely on these consulting services. In Massachusetts, 78 percent of all forestland falls into this ownership type. This kind of forestry employment is widespread in New England.

Community Forestry Note 12:
Introducing community forestry: annotated listing of topics and readings

by Nancy Lee Peluso, Matt Turner and Louise Fortmann
PREFACE
Forests, trees and people. These basic elements of successful community forestry symbolize an unprecedented programme inaugurated in 1988 by the Food and Agriculture Organization and the Swedish Development Authority. During the period leading up to the inception of this initiative, called the Forests, Trees and People Programme (FTPP), rural development professionals believed that community forestry could be successful. This opinion was based on the positive results of numerous activities and projects worldwide in the previous decade's Forestry for Local Community Development (FLCD) Programme. However, many questions regarding the development and adaptation of community forestry methods to different scenarios remained. This is where the FTP Programme comes in. It is designed to diffuse information and knowledge about and ensure increased application of community forestry, dedicating special attention to the unique social, political and economic characteristics of individual communities. Moreover, it requires active participation of local people, with the ultimate goal of empowering them to reap greater benefits from their surrounding trees and forests. An integral component of the FTP Programme is the Community Forestry Notes series - an initiative which addresses the problem of informing rural development professionals globally. This note, "Introducing Community Forestry", constitutes the reference manual which is needed. It proposes a course outline that can be adapted for a variety of audiences ranging from university students (academic courses) to administrators (familiarization courses) to field personnel (familiarization courses and implementation courses). The outline presents eight main topics on subjects such as land and resource tenure which are relevant to all forestry programmes. The publication also contains an extensive listing of useful and informative readings - a valuable reference for forestry instructors. It is hoped that future editions can be developed for Latin America, West Africa and other regions, which will include more local and hence more relevant readings.

FACULTY OF FORESTRY Mr. Peter Greeff (left) with the Geographical Information System (GIS) at Saasveld. PREFACE The Saasveld College for Foresters of old and, since 1986, the Faculty of Forestry of the Port Elizabeth Technikon, was closely associated with an independent, sizeable Forestry Research institute on its campus from 1960 to 1991. The research expertise concerned represented a source of innovative knowledge, which aided both lecturers and students at Saasveld. Unfortunately this Institute was closed down in 1991, with its transfer to the CSIR. In 1987 the Faculty of Forestry registered three National Higher Diploma: Forestry courses, specializing in Silviculture, Forestry Technology and Conservation. This development was followed in 1988 with the registration of the M Dip Tech Forestry and in 1990 with the Laureatus in Forestry Technology. From 1987 to 1995 a total of 135 students qualified for the NHD: Forestry courses and four for the masters. Currently five candidates are locally registered for M Tech degrees and two for their D Tech. Saasveld academic staff have since the mid 1980's, when notice of transfer of control of Saasveld from the government Department of Forestry to the Port Elizabeth Technikon was received, made great endeavours to improve their qualifications. Among the seven staff members of the Forestry department, four qualified for the NHD: Forestry and a further four for their master's degrees. Currently two staff members of the Faculty are registered for a Master's and four for a PhD or equivalent doctorate.
