WHERE TO GO FOR FORESTRY ASSISTANCE
Updated 9/22/95 For the North Carolina woodland owner there is technical and financial assistance available for the management of forest lands. Much of this help is free and can be obtained at county agricultural and forestry offices. If they cannot offer the services or information requested, they can refer you to the appropriate sources.
N.C. Cooperative Extension Service
This agency serves as a central point for "out-of-school" training and informal education in forestry and related resources. In the transfer of new technology and information, it provides problem-oriented education as well as feedback to researchers concerning problems of forest landowners. Information is transferred through newsletters, publications, meetings, teletips, news media and county forestry associations. Extension also establishes and maintains observation or demonstration plots for short- and long-term forestry studies. It works closely with other forestry agencies and industry. The forest resources extension system is staffed with seven state specialists based in Raleigh, one western specialist based in Fletcher, two area forestry agents (one in Martin and another in Jackson County) and an agent with forestry responsibility in each county. County offices are listed under county government, Cooperative Extension Service, in telephone directories.

This federal agency also has cost-share assistance programs for site preparation, tree planting or timber stand improvement. Funds for their Agricultural Conservation Program (ACP) and Forestry Incentives Program (FIP) will vary with federal appropriations, and it would be well to check with the county offices for available monies. Managed Forest and Conservation Land
Tax Incentive Programs
The government has passed legislation that will change the property tax process to give tax reductions to private forest and conservation landowners who sustain and manage their properties. Through the changes, the Managed Forest Tax Incentive Program (MFTIP) replaces the Managed Forest Tax Rebate Program, and the Conservation Land Tax Incentive Program (CLTIP) replaces the Conservation Land Tax Rebate Program. The changes were made to promote the environmental stewardship of private forest and conservation land. The new programs take effect in the 1998 tax year.
Guideline Changes from Previous Programs: MFTIP
  • The size of an eligible property has been reduced to 4 hectares (10 acres) from 10 hectares (25 acres).
  • The $250 minimum tax requirement no longer applies.
  • There are now more precise standards and requirements directing the production and maintenance of the managed forest plans and forest management activities.
  • A managed forest plan must be approved by a designated managed forest plan approver before submitting. These are independent contractors, not employed by MNR.

Hodgson Releases Guide To The
Managed Forest Tax Incentive Program
Natural Resources Minister Chris Hodgson has released the Guide to the Managed Forest Tax Incentive Program . The guide promotes environmental stewardship and economic stability of private forest land. "We are encouraging woodlot owners to take an ecological approach on their forested land," said Mr. Hodgson. "This government recognizes the need to promote sustainable management and stewardship on private lands." To participate in the tax reduction, interested landowners will be required to submit an approved managed forest plan and application by August 31. For the 1998 tax year only, however, managed forest plans will be accepted until November 17, 1997, to allow landowners time to develop their plan. Starting with the 1998 tax year, eligible managed forests will be assessed based on their current use. Following this assessment, the tax rate for eligible managed forests will be set at 25 per cent of the residential tax rate for the municipality. This program is a permanent tax incentive and replaces the former Managed Forest Tax Rebate Program. MNR has set specific standards for managed forest plans that are designed to improve a landowner's knowledge of the forest and help ensure the sustainability of the forest. The managed forest plans must be approved by designated managed forest plan "approvers".

This Committee under the Chairmanship of Lord Courthope (later a Chairman of the Association) acted with remarkable speed and the proposed Society (called the Empire Forestry Association) was constituted under Royal Charter on 1st November 1921. It was launched with impressive patronage and ceremony at an inaugural meeting on 16 November in the Guildhall by invitation of the Lord Mayor of London. His Majesty, King George V graciously agreed to be the Association's Patron, a patronage still continued in the person of Her Majesty Queen Elizabeth II. HRH the Prince of Wales accepted the Presidency and presided at the inaugural meeting. The original objects of the Association as laid down in the first charter were: To foster public interest in forestry.

Michael Jacobson Forest landowners are often seeking advice and information about improving their forests for production and conservation purposes. Managing forests is a complex process that involves an understanding from a number of disciplines such as biological sciences, social sciences, economics, policy and law. Questions a landowner may have range from how to acquire and sell forest land to the variety of approaches of growing and marketing forest products. Some questions may require a lawyer or tax accountant, others a professional forester or wildlife expert. Situation: You own forestland Action Plan: 1. join Forest Owner Association! 2. insure most favorable property tax rate 3. develop forest management plan These organizations play a critical role in promoting forest owners' interests, while providing wonderful educational opportunities. In state legislative sessions, it is only the Forest Owners Association that strictly focuses on your welfare. In fact, securing step 2, low property taxes, falls directly under the associations' protective umbrella. Okay, you say "that is all fine and good, but what do I personally get from membership?" Good question—the answer— knowledge and camaraderie. Membership in the Idaho Forest Owners Association or the Washington Farm Forestry Association includes a subscription to Northwest Woodlands magazine. This is an excellent publication that provides down-to-earth information targeted toward helping landowners manage their forestland. In addition, educational meetings and tours sponsored by these groups help to increase your knowledge as well as providing opportunities to meet other people with your interests. The annual membership fee for the Idaho Forest Owners Association (IFOA) is $25.00, and $50.00 for the Washington Farm Forestry Association (WFFA) membership.
