Portugal battles forest fires
Portugal has seen fewer forest fires than usual this year LISBON, Portugal Strong westerly winds and high temperatures have sparked three forest fires in northern and central Portugal. An emergency services spokesman told Reuters on Monday that 345 firefighters were trying to quell the biggest of the fires in mountains near Guarda, a city about 300 km (185 miles) northeast of the capital Lisbon. Up to 225 firefighters backed by helicopters and tanker planes were also battling fires near the city of Viseu, about 60 km west of Guarda, and close to the town of Vila Real, about 360 km north of Lisbon. were supporting their efforts. The size of the fires and their causes were not immediately known. The spokesman reported no injuries, but Lusa news agency said two men near Viseu and two women in Guarda had suffered burns and were in hospital. A spokesman for the agriculture ministry's forestry service said 42,809 hectares of forest had been burned this year through September 2, well below the average of the prevous five years, in part because of a wet winter and a cool summer.

Forest fires cast pall over southeast Asia
Malaysia's Petronas Twin Towers were shrouded in smog in the capital, Kualar Lumpur SINGAPORE Four southeast Asian nations are to meet in an attempt to combat a haze that has descended over the region from forest fires raging across Sumatra and Borneo. Pollution levels in the region have been driven to dangerously high levels by the fires that stem from slash-and-burn farming tactics that ruin the local environment and impact upon tourism, health and economies throughout the region. Environment officials from Brunei, Malaysia and Singapore will be keen to see how promised measures translate into concrete action and how Indonesia's neighbors may be called upon to help at the July 19 meeting in Jakarta. "We'll find out more when we meet them on 19th July. So far it's contact through letters," Loh Ah Tuan, a director at Singapore's Ministry of the Environment, told a news conference on Friday. "Our sense is that there is a commitment on their part to actually deal with the fires."

From Correspondent Steve Harrigan ELETROGORSK, Russia (CNN) A record heat wave has fueled more than 1,000 forest fires in the region around Moscow , with just one helicopter to track them down. "Every day, there's 30 new fires. That's every single day, and again and again," said pilot Albert Ignatiev. The flames are not always easy to spot because many fires are several feet underground, invisibly gnawing away at peat bogs. To fight the blazes, firefighters must douse everything in the area. With poor equipment, no roads and no money for gasoline, the biggest struggle for firefighters is merely reaching the scene. Besides the shortage of funds, Russia's Forest Service blames a careless public for letting fires spread.

Overview
Forest fires are a natural component of many of Canada's forested ecosystems but they also pose threats to public safety, property and forest resources. Every year, forest fires cause millions of dollars worth of damage and force the evacuation of some communities. Such problems will be exacerbated as people establish more homes and cottages in and near forested areas and climate change alters forest vegetation and weather. The purpose of the proposed workshop is to bring forest fire researchers and point process modellers and other interested statisticians together. The objective is for members of each group to inform the other group of open problems and possible solutions.

Environmentalist and bureaucratic policies have rendered federal agencies ineffective in managing our wildland (all land under federal agencies). National forests in the West are in deplorable condition , and the advocacy of letting natural fires burn, or in some cases to correct decades of fire-fuel buildup with prescribed burns, is destroying our forestlands. Examples of the catastrophic damage done to our National Parks and National Forests from advocating these policies are the Yellowstone National Park forest fires of 1988, the Mesa Verde forest fire of 2000, both of which were caused by lightning, and the prescribed burn that resulted in the Cerro Grande forest fire near Los Alamos, New Mexico in 2000. 15 March 2005, Rome - International cooperation on forest fires, combating deforestation and the role of the forest sector in post-tsunami rehabilitation and in achieving the Millennium Development Goals are among key issues being discussed at the FAO Ministerial Meeting on Forests and the Committee on Forestry this week in Rome.

Leading nations from around the world concerned with the future of forests pledged at the third Ministerial Meeting on Forests on Monday (14 March) to continued pursuit of the development of international cooperation on forest fires in order to address uncontrolled forest fires and their root causes.
"While fire is an important land management tool, severe wildland fires have catastrophic effects. Lives are lost, livelihoods imperiled, local economies devastated, and the environment seriously degraded," Dr. Jacques Diouf, Director-General of FAO said.
Globally, an average of 400 to 500 million hectares burn each year from forest fires. As a response, bilateral and multilateral cooperation in forest fire management has increased over the past few years. Until now, however, cooperation on forest fire management has focused on fire suppression rather than prevention.

Reducing forest fires by training local communities
New approach to forest fires suggested to Mediterranean countries
25 July 2005, Rome - Mediterranean countries could save lives and billions of euros every year if they better trained and mobilized communities in forest fire prevention and control, FAO said today.
"The northern Mediterranean countries are spending billions of euros annually on their fire fighting budgets, but only a small fraction of these resources are used for the training of rural and urban populations," said FAO forest fire expert Mike Jurvelius.
"Since people are the main cause of forest fires, prevention and control must mainly involve communities living near forests," Jurvelius added. Investing in fire education will reduce the number of fires and the cost of fire management, he added.
Forest fires destroy up to 700 000 hectares annually in the Mediterranean region, with often more than 100 000 fires in a single fire season. In some countries over 20 000 fires are recorded every year.
Why forests burn
The main causes of forest fire outbreaks in rural areas are agricultural burning and conversion of forests to croplands, the burning of residues and waste, burning forests to improve hunting, and arson.

Thousands of firefighters and soldiers were today battling more than two dozen wildfires raging out of control in Portugal. Fire officials have placed most of the country on maximum alert. Emergency services were stretched to capacity, with 3,100 personnel on the ground tackling the flames. The government urged business to release volunteer firefighters to increase the efforts. The injured man was trapped by flames near Ourem, 120 kilometers (75 miles) north of Lisbon, and was taken to a hospital with burns on 80 percent of his body, the national news agency Lusa reported. Several others were treated at the scene for smoke inhalation.
