Anuraj Manibhandu and Saritdet Marukatat Successive governments after the baht crisis in July 1997 have taken foreign policy full circle in their efforts to pull the country out of deep trouble in a world of cold competition.
FOREIGN POLICY After taking a wider international perspective under the previous government, Thailand has returned to a more nationalistic Asia-first focus on priorities in world affairs Under three very different prime ministers, foreign policy has gone from being tied largely to neighbours including China, to being friendly to international society, only to return to today's more pro-Asian approach. The eagerness to warm up to China eased from a high under Gen Chavalit Yongchaiyudh's government (Nov 1996-97) to a moderate position under that of his successor Chuan Leekpai (Nov 1997-Feb 2001), before peaking again under the Thaksin Shinawatra administration.

SECRECY NEWS from the FAS Project on Government Secrecy Volume 2002, Issue No. 22 March 15, 2002 ** NEW CITIZEN'S GUIDE TO THE FOIA RELEASED ** HOMEFRONT CONFIDENTIAL NEW CITIZEN'S GUIDE TO THE FOIA RELEASED The U.S. Congress this week published a new edition of "A Citizen's Guide on Using the Freedom of Information Act and the Privacy Act of 1974 to Request Government Records." The Citizen's Guide, prepared by the House Committee on Government Reform, is a comprehensive introduction to the theory and practice of the Freedom of Information Act. A copy of the Guide, dated March 12 and made available in softcopy today, is posted here: http://www.fas.org/sgp/foia/citizen.html In one of the Guide's new passages, authored by Rep. Henry Waxman, the House Committee explicitly rejected the policy guidance contained in Attorney General John Ashcroft's FOIA policy memorandum of October 12, 2001. "When determining whether a document or set of documents should be withheld under one of the FOIA exemptions, an agency should withhold those documents only in those cases where the agency reasonably foresees that disclosure would be harmful to an interest protected by the exemption," the Guide states in its Introduction. "Contrary to the instructions issued by the Department of Justice on October 12, 2001, the standard should not be to allow the withholding of information whenever there is merely a 'sound legal basis' for doing so." Adoption of the new passage was described in "House edits FOI publication to refute Ashcroft memo" from the Reporters Committee for Freedom of the Press:

THE FOREIGN POLICY OF THE NEW GOVERNMENT
In Subordinated confirmed these treaties concluded by tsarism, which for centuries robbed and oppressed more nations than other tyrants and despots, and which not only oppressed, but also disgraced and demoralised the Great-Russian nation by making it an executioner of other nations. The Not only, therefore, is the new government unworthy of the slightest confidence in the field of foreign policy, but to go on demanding that it should proclaim the will of the peoples of Russia for peace, that it should renounce annexations, and so on and so forth, is in practice merely to deceive the people, to inspire them with false hopes and to retard the clarification of their minds. It is indirectly to reconcile them to the continuation of a war the true social character of which is determined not by pious wishes, but by the class character of the government that wages the war, by the connection between the class represented by this government and the imperialist finance capital of Russia, Britain, France, etc., by the real and actual policy which that class is pursuing.

Government and Private U.S. Agencies Responding to Crisis in Niger By Stephen Kaufman and Aviva Altmann
Washington File Staff Writers
Washington –- In response to the humanitarian crisis in Niger and Africa’s Sahel region, the U.S. government and U.S. nongovernmental organizations (NGOs) have joined in the worldwide effort to relieve the hunger and malnutrition that is currently affecting more than 65 million people. Two air freighters chartered by the U.S. Agency for International Development (USAID) carrying 206 metric tons of special high-energy food aid are scheduled to arrive in the Niger’s capital Niamey August 5, which USAID Director Andrew Natsios says will “immediately help feed tens of thousands of the most at-risk children.” The director's remarks were reported in an August 3 USAID press release. USAID also funded the July 18 airlift of 45 metric tons of food. The two airlifts have brought the total amount of U.S. government assistance to combat the crisis in Niger to approximately $13.75 million for 2005. In a press briefing August 5, USAID Assistant Administrator for Legislative and Public Affairs Ed Fox praised the United States’ ongoing development assistance to the region as well as its response to the current emergency. “The United States, and in particular USAID, has been closely monitoring the food situation in Niger and the rest of the Sahel region since November… We have responded quickly and rather generously to this situation,” Fox said.

President Bush wants real estate tycoon George Argyros to be America's next ambassador to Spaineven though thousands of his tenants are suing him for allegedly bilking them out of millions of dollars. Why didn't Argyros' questionable business practices come up? Committee spokesperson Lynn Weil said the senators had already been briefed on the issue and chose not to delve into it further. Argyros is best known as the former owner of the Seattle Mariners. In Republican circles, however, he is known as the man who raised a reported $30 million for Bush's campaign coffers. Richard Lee Armitage A specialist in southeast Asia and the middle east, Armitage, an adviser to Bush during the campaign, has been nominated for the position of Deputy Secretary of State. Armitage is a close personal friend of Secretary of State Colin Powell, and has a long relationship with the Bushesboth I and II. International Relations
Topics in International Relations
This course will enable regular or visiting faculty members to examine topics in International Relations not treated in the established curriculum. Subjects may therefore vary each time the course is offered.
East Asian Security: Theory and Practice
This course introduces and applies theories of international relations to inform contemporary debates about major security issues in East Asia.  After examining the historical background necessary to understand current events within the region, we will focus on China's emergence as a great power and the regional and global impact; the stability of deterrence in the Taiwan Strait; Japan's security strategy (its roots and future directions); the North Korean nuclear crisis, and the prospects and regional implications of Korean unification; disputes over history and calls for atonement from Japan's past victims of war and colonization; and U.S. security policy toward the region.  The course also examines the development of potentially pacifying trends such as East Asian institution-building, economic integration, and democratization.
Globalization and International Politics
In this course, we will explore how economic globalization (that is, recent shifts in the structure of international trade, finance, and production) is shaping international relations. Special emphasis will be placed on the changing role of multinational corporations. The course begins with an overview of economic globalization and then turns to analyze how it is influencing the political world. Is globalization likely to make the world more peaceful? Will globalization significantly reduce the power of the nation state? Will globalization lead to a single world culture? How will globalization affect the environment? How stable is globalization? Does globalization lead to increased inequality among and between nations? These are some of the central questions that we will explore. While there are not yet clear answers as to exactly how economic globalization influences world politics, grasping the key issues involved in these debates is essential to understanding today's world.
