Government Action Program About Defence and Foreign Policy 1. The defense set-up of Mongolia and military reform policy shall be implemented consistently in accordance with the principles of the State military policy and measures shall be taken to eradicate distortions and problems accumulated in this field in recent years. Within the framework of these aims following actions shall be taken: Improve the organization of military, intensify the reforms, and increase the capabilities of military force; Upgrade qualification of personnel of professional military units through improvement of terms and conditions of voluntary military services on agreement basis; Revise and improve the training concept of military personnel of Armed forces in conformity with the contemporary needs and goals, conduct training in the areas different from basic responsibilities, such as natural disaster relief, rectification of damages of industrial accidents and humanitarian assistance to civilians; Conduct training for those of substitute military service in particular cases such as to take measures to avoid natural disaster or to prevent industrial accidents and to fight them.

The Human Rights Unit Minister of State at the Department of Foreign Affairs with special responsibility for human rights further enhancing their strong profile in Irish foreign policy. On 11 April 2002 Ireland ratified the UN Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. The Human Rights Unit worked closely with the relevant Government Departments to expedite the ratification process. An Anti-Democracy Foreign Policy: Iran
by Jacob G. Hornberger January 31, 2005 famous figures New York Times correspondent Stephen Kinzer decribes him in his book In his time, Mohammad Mossadegh was a titanic figure. He shook an empire and changed the world. People everywhere knew his name. World leaders sought to influence him and later to depose him. No one was surprised when Time magazine chose him over Harry Truman, Dwight Eisenhower, and Winston Churchill as its Man of the Year for 1951. As Kinzer puts it, [U.S. presidential envoy Averell] Harriman paid a call on the Shah before leaving Tehran, and during their meeting he made a discreet suggestion. Since Mossadegh was making it impossible to resolve the [Anglo-American Oil Company] crisis on a basis acceptable to the West, he said, Mossadegh might have to be removed. Harriman knew the Shah had no way of removing Mossadegh at that moment. By bringing up the subject, however, he foreshadowed American involvement in the coup two years later. For years, the U.S. government, including the CIA, kept what it had done in Iran secret from the American people and the world, although the Iranian people long suspected CIA involvement. U.S. officials, not surprisingly, considered the operation one of their greatest foreign-policy successes ... until, that is, the enormous convulsion that rocked Iranian society with the violent ouster of the shah and the installation of a virulently anti-American Islamic regime in 1979.

No libertarian wants to see people lacking economic security, decent housing, proper medical care, or good education. But it does not follow that libertarians want government to attempt to provide those things. Why? Because even if we assume that government could provide them, it would also have to do other things that are unacceptable to advocates of freedom.
War and government power
Crisis and Leviathan, In the buildup to war, the master-servant relationship between state and individual is accentuated. The government demands total support and suggests that dissenters are aiding the declared enemy. Questioning the war policy is suspect, not only by the policymakers, but by the multitude of people who faithfully accept the word of their (mis)leaders and by the cheerleaders in much of the news media. Disagreement is branded disloyalty. Also during the buildup, the government often finds it convenient to withhold the truth from the people paying the bills. Again, most people will believe the government and cast aspersions on those who will not. This reinforces the power of government and paves the way for more deception.

Students often wonder how the United States entered World War II. Some are especially interested in this topic since our involvement in the Vietnam war. Possibly some witnessed or remember the many anti-war demonstrations. Many are aware from television that there was a World War II, but don’t know what events and issues led the United States into it. Most students are unfamiliar with the international situations and events of the pre-World War II period. Unfortunately, misdirected epithets, such as “fascist pigs,” are heard nowadays, yet the students do not know what fascism is or what it stood for during the decades before World War II. The name of Hitler is used, quite often disparagingly, by students to show their displeasure with a strict disciplinarian and yet, they do not know how his policies caused the war in Europe. Teachers could expand their students’ understanding of this unit of study by discussing the issues and problems that led the nations into World War II. The traditional concept of the U.S.A. as being simply the land mass between the Pacific and Atlantic Oceans with Alaska up on the north might be given up for a view of how our scattered Pacific island possessions with the Philippine Islands made the U.S.A. a two-continent power, a North American and an Asiatic power. With this viewpoint the following issues will not appear to be unrelated to our vital interests:

An earthquake so violent that it shook the Earth on its axis, giant waves crushing everything in their path, an inconceivable 300 000 dead. We probably lost more children on Boxing Day morning than on any other day in the history of Sweden. A mark that will always show in the statistics on child mortality in our country. A mark in time, a wound in the heart of every person who has lost someone. We want to be able to help people in distress, even on the other side of the globe. We want to be able to do more, and to do more sooner. The Government looks forward to the special commissions proposals on ways of improving Swedens capacity in emergency situations. The Likud leader had thought that the US response to the September 11 attacks would dovetail with his own efforts to deal with the Palestinians militarily, proclaiming the suppression of the intifada to be the frontline of the international war against terrorism. Sharon had good reason to make these assumptions. It is public knowledge that the Bush administration is split over whether or not to launch a war against Iraq. Key Pentagon figures such as Secretary of Defense Donald Rumsfeld, Deputy Secretary of Defense Paul Wolfowitz and others have pushed for this almost from day one. Israel plays an important role for the US as a compliant regional military power, one that is dependent on the US for its continued existence. But Sharon was asking the US to endanger the survival of friendly Arab bourgeois regimes, which, as was demonstrated during the Gulf War in 1991, are just as vital to US interests in their role as policemen of the mass of Arab workers and peasants.

Canada's new foreign policy plan
On April 19, 2005, the Liberal government unveiled a new foreign policy plan for Canada, integrating diplomatic, defence, development and trade strategies.
Overall, the plan seeks to provide more aid to fewer countries, most of them in Africa.
"We will do more of what we're good at in places where Canada can make a difference," said Foreign Affairs Minister Pierre Pettigrew.
Diplomacy
The Foreign Affairs plan calls for:
  • A Stabilization and Reconstruction Task Force (START), to make Canada's response to crises faster and better co-ordinated. This will replace DART, the military's Disaster Assistance Response Team, which was criticized for being too slow in its response to the Asian tsunami in December 2004.
  • $500 million for a new fund to support START and assist peacekeeping in Africa.

The most significant impact of Samuel P. Huntington's provocative article, The Clash of Civilizations , in Foreign Affairs Magazine, summer 1993, has been its misuse by those who desire the collapse of the Arab world and domination of its territory and resources. It is my hypothesis that the fundamental source of conflict in this new world will not be primarily ideologial or primarily economic. The great divisions among mankind and the dominating source of conflict will be cultural. Huntington expanded the article in a subsequent book, The Clash of Civilizations and the Remaking of a New World Order, It is still debated whether his historical analysis is correct or whether he only redefined terms (conflict, culture, civilization, fault lines) and selectively chose moments of history, clashes and battlegrounds in order to prove his case.
