Citizens for Foreign Aid Reform (C-FAR) is a group of free thinking Canadians. Most of us would call ourselves populists. C-FAR was founded back in 1979. We strongly believe in the idea of majority rule and are concerned that on key issues from capital punishment to immigration Canada's ruling elite arrogantly ignores the will of the majority.

George F. Kennan

From Foreign Affairs Winter 1985/86
Summary: If the policies and actions of the U.S. government are to be made to conform to moral standards, those standards are going to have to be America's own, founded on traditional American principles of justice and propriety. When others fail to conform to those principles, and when their failure to conform has an adverse effect on American interests, as distinct from political tastes, we have every right to complain and, if necessary, to take retaliatory action. What we cannot do is to assume that our moral standards are theirs as well, and to appeal to those standards as the source of our grievances.

Unilateral sanctions on Iran do not work
Q: Should we lift sanctions on Iran? CHENEY: When we impose unilateral sanctions, unless there's a collective effort, other people move in and take advantage of the situation and you don't have any impact, except to penalize American companies. We've got sanctions on Iran now. We may well want to go to the UN Security Council and ask for even tougher sanctions if they don't live up to their obligations under the International Atomic Energy Agency Non-Proliferation Treaty. We're working with the Brits and the Germans and the French, who've been negotiating with the Iranians. We recently were actively involved in a meeting in the International Atomic Energy Agency. There will be a follow-up meeting in November to determine whether or not Iran's living up to their commitments and obligations. And if they aren't, my guess is then the board of governors will recommend sending the whole matter to the UN Security Council for the application of the international sanctions. Welcome to the homepage of Korea Culture and Tourism Policy Institute (KCTPI).
On the 5th December in 2002, Korea Cultural Policy Institute (KCPI) merged with Korea Tourism Research Institute (KTRI), to form KCTPI. In the past, the two institutes had engaged in various consulting activities particularly for government-sponsored research in such areas as culture, arts and the cultural and tourism industry.
While continuing to devote itself to research, consulting, and publications, KCTPI will actively expand its research and policy development linking culture and the arts with the culture and tourism industry.
Moreover, beyond existing policy research and consulting services, KCTPI intends to establish itself at the center of cultural and tourism policy-making by setting up networks through educational and informational fora and collecting, analyzing, and distributing major information on relevant policies.
    Thank you.

John Kerry has vowed to eliminate government incentives for outsourcing. For example, he would place conditions on most Toward a New foreign policy

    Outsourcing: A Policy Agenda
    Volume 9, Number 2
    April 2004
By Sarah Anderson and John Cavanagh
Editor : John Gershman, Interhemispheric Resource Center ( IRC Foreign Policy In Focus www.fpif.org
    Key Points
    • Although the number of U.S. service jobs lost to outsourcing is currently small relative to the total work force, the fear of a seemingly limitless loss of jobs to lower-wage countries has caused widespread anxiety. U.S. companies dominate global services outsourcing, and India is the top developing-country destination. National and state legislators have introduced a flurry of anti-outsourcing bills, but corporations are mounting a strong counter-attack.
Forrester Research estimates that about 40 percent of Fortune 1,000 firms have already outsourced some work and that at least another 3 million service jobs will leave the United States by 2015, led by information technology work. A study by the University of California, Berkeley estimates that 14 million U.S. jobs (11 percent of the total work force) are vulnerable to being outsourced. Although the number of jobs lost so far is small relative to the total work force, these layoffs have a huge impact on the affected communities, and the potential for white-collar jobs to be offshored is deeply unsettling for many American workers. In addition to job cuts, service workers must now also contend with the enhanced power of highly mobile, increasingly unregulated global corporations to bargain down U.S. wages and working conditions by threatening to move jobs elsewhere.

Monday, October 13, 2003 Israel's attack is a lethal step towards war in Middle East
Beirut. Israel received the Green Light. It came from what is called the Syria Accountability Act, moving through the United States Congress with the help of Israel's supporters, that will impose sanctions on Damascus for its supposed enthusiasm for "terrorism" and occupation of Lebanon.
Speaker after speaker in the past week has been warning that Syria is the new - or old, or non-existent - threat previously represented by Iraq: that it has weapons of mass destruction, that it has biological warheads, that it received Iraq's non-existent weapons of mass destruction just before we began our illegal invasion of Iraq in March.
The Israeli lie about "thousands" of Iranian Revolutionary Guards in the Bekaa Valley in Lebanon has been uncloaked yet again. In reality, there hasn't been an Iranian militant in Lebanon for 20 years. But who cares? The dictatorial Syrian regime - and dictatorial it most decidedly is - has to be struck after a Jenin woman lawyer, who has probably never visited Damascus in her life, blows herself and 19 innocent Israelis up in Haifa.
And why not? If America can strike Afghanistan for the international crimes against humanity of 11 September 2001, when 15 of the 19 hijackers were Saudis, and if America can invade Iraq, which had absolutely nothing to do with 11 September, why shouldn't Israel strike Syria? [...]
