    As we are now at the mid-point of the Liberal Government's review of Canada's foreign and defence policies, it is perhaps time to reflect on the Government's foreign policy record. The National Forum on Canada's International Relations (see the Final Report in this issue) was an ambitious and, by most accounts, successful first attempt by the Government to act on its promise, made while in opposition and during the last federal election, that it would democratize the foreign policy decision-making process. There would be no more foreign policy "by stealth". Instead, "consultations with stakeholders" along with parliamentary debates over a host of public policy concerns seem to be the Government's modus operandi. Whether this openness will lead to a better, more holistic foreign policy, defined here to include aid, trade, security, culture, and immigration, is too early to tell.

Domingo Cavallo was the finance minister of Argentina during the presidency of Carlos Menem. Credited as the driving force behind the privatization of public corporations in the 1990s, Cavallo came under severe criticism in his home country after the Argentine financial crisis in early 2002. In his website, he takes a swipe at the U.S. government for failing to rescue Argentina and warns that Latin America is becoming disillusioned with American unilateralist foreign policy. Cavallo is now a fellow at Harvad University.

- Quiero trabajar por la Argentina, por la gente aqu­, en mi pa­s. Tengo muchas cosas para hacer en el Congreso. Quiero evitar que la mentira que este gobierno le est¡ diciendo a la gente se transforme en decisiones del Congreso. Este gobierno que le quita, por ejemplo, haberes que les corresponden a los jubilados; este gobierno que quita recursos para educaci³n y para salud, y se los dan a las empresas privatizadas en forma de subsidios.
