Iran Repeats Opposition to Foreign Military Presence in Gulf
Iran ian Navy Commander Abbas Mohtaj on Tuesday reiterated Iran's strong opposition to the " illegitimate and irrational" foreign military presence in the Persian Gulf, the official IRNA news agency reported.
"The presence of alien forces has not only disturbed the stability and security of regional states, but is a factor inviting tension, conflict and insecurity in the region," the commander said in the Gulf port city of Bandar Abbas.
Addressing a ceremony before the start of the second stage of the "Unity-79" war games, the commander also urged regional countries to strengthen unity, solidarity and convergence to ensure lasting peace in the Gulf. Iran's forces are friendly and have been taking steps to develop relations with neighboring countries, he said. The large-scale "Unity-79" exercises were launched in the southern Gulf waters on Sunday with the participation of some 8,000 troops from Iran's regular army, the Islamic Revolution Guards Corps (IRGC), security forces as well as the Basiji militia.

The Bundeswehr is currently being deployed in various locations to perform peacekeeping measures and combat international terrorism.

The Bundeswehr has approximately 60,000 soldiers assigned to or tied up in missions outside Germany. This figure results from the times in addition to the actual missions themselves required for training, briefing and debriefing, and regeneration of personnel. Enduring Freedom In the fight against international terrorism, Germany is participating in Operation Enduring Freedom. 3,900 soldiers have been made available for this mission. At the beginning of January 2002, 11 German Navy ships and boats set off for the Horn of Africa where they are to maintain the security of sea routes and sever the lines of communication between terrorist organizations. International Security Assistance Force (ISAF) Under the auspices of the UN peace mission for Afghanistan, the International Security Assistance Force (ISAF), Germany is raising a joint contingent in conjunction with the Netherlands and Denmark with a strength of approximately 1,450 soldiers. The German contribution includes up to 1,200 soldiers. 70 paratroopers left for their deployment location, Bagram, on January 8, 2002. It is their task to guarantee the receptivity of the main force, command capability, and medical care. The main contingent is expected to follow at the end of January 2002.

Libya, Politics, 6/28/2005 Some 300 Libyan opposition figures stressed rejection to return back on the deck of an American tank to Tripoli to achieve its objectives of toppling the regime of the Libyan President Muammar al-Qathafi, as a first step to establish "rule of law" Libya.
The opposition called in conclusion of its conference which was held in London, on Qathafi to leave the authority peacefully, form an interim government with the basic mission of bringing the country back to constitutional life through calling for the election of a constituent national society that is to review the constitution under the supervision of the USA.
In its final statement, which it called the "declaration of national consensus", the opposition considered that the only constitutional legitimacy in Libya is represented in the constitution of 1951 which was approved and ratified by the constituent national society under the supervision of the UN Security Council on Libya.
News reports in London said that the conferees stressed their strong rejection to any military foreign intervention to achieve the optimum political reforms in the country. The reports indicated that the opposition did not show objection to receive any morale foreign support for its efforts, even if such support is given by the US or Britain.

The Arms Export Control Act provides the President with authority to transfer US defense articles and services (including construction services) to friendly countries and allies. Under the Foreign Military Sales ("FMS") program, DoD procures the goods or services from the US contractor on behalf of the foreign government recipient. Under the Foreign Military Financing ("FMF") program, DoD provides grants—principally to Israel and Egypt—for the purchase of US goods and services. We have nearly 25 years of experience with both these programs. Indeed, we litigated and won the case that established the US government's liability for US contractor claims under FMS contracts:

Overview
Section 581 of the 1999 Foreign Operations Appropriations Act contained a signifsicant advance in congressional oversight of foreign military assistance. This provision required the Departments of State and Defense to provide a detailed report on all military training that the United States provided to foreign military personnel the previous year, plus estimates of training for the current year. For every military training activity, the Foreign Military Training Report (or "FMTR") must include the activity's foreign policy justification and purpose, the number of foreign military personnel provided training and their units of operation, the location of the training, the U.S. military units involved, the aggregate number of students trained from each country, the aggregate cost of military training activities with each country, and the operational benefits to U.S. personnel derived from each military training activity. The law allows the Defense and State Departments to include a classified annex "if deemed necessary and appropriate."

GAO has issued a series of reports on the foreign military sales program in which weaknesses in the military services' internal controls were identified.   • The role of financing in military sales,
  • The structural incentives that cause army races,
  • A description of US financing programs, and
  • Potential methods of controlling competition in the export of arms.
To start, let's look at the perspective from France. Between 1996-2000, France exported over $45.4 billion in arms. Of that, 50% was to countries rated "high risk" or "unacceptable risk" by Intelligence Resources, Inc.—reflecting an overall judgment of the countries ability to actually complete payment on items ordered. So, military exports are a risky business. As a result, supplier states have become actively involved in providing financing incentives, guarantees, and credits to offset this risk. Overall, there are three basic kinds of financing available to countries wishing to purchase large capital goods. First, there are commercial banking entities. However, as a result of the debt crises of the 1980s, many banks averse to such lending. Next, there are government export-import institutions, like the US Export-Import Bank. Finally, there are national and non-governmental development agencies. On a chart with two axes representing borrower risk and risk horizon, commercial banks focus on short term, low risk loans, ex-im institutions take the middle ground, while development agencies concentrate on the high risk, long term project (telecoms, power generation, dams, etc).

Living under foreign military occupation
Ever since I came to live in the US in 1982, I've done a fair amount of public speaking around the country, especially on the Palestinian-Israeli issue. Over the years, it became increasingly clear that many of the concepts that people who're "experts" on the Middle East toss around so easily in our discussions "occupation", "settlements", "resolution 242", etc are not readily understood by the general public here... So I'd try to back up, and give a thumbnail explanation of what each such concept meant. Take "occupation". In the pre-November 2001 world, few Americans had any direct experience with this particular and intrinsically anti-democratic form of rule. I think in much of Europe, where there are more vivid folk-memories of what happened to countries that came under Nazi military occupation and then under (less malevolent) Allied military occupation for a number of years, there's generally much more understanding of the concept. Then, too, many American citizens seem to have little ability even to exercize an empathetic imagination and really think through what it must be to live in a society that is as all non-US societies are very different from their/our own. You could call this moral laziness, or just (more charitably) a general lack of awareness.

    Zamboanga ­ Fifteen foreign military attaches and observers visited the southern Philippines on Wednesday to assess the army's efforts in fighting terrorism in the wake of the September 11 attacks in the United States, military officials said. The attaches, including those from the United States, Japan, South Korea, China, France, Britain, Australia, New Zealand, Singapore, India and Indonesia, arrived in this city amid tight security and were taken to the regional military headquarters for a briefing. "They are here to assess and find ways of helping the Philippine military fight terrorism," southern military chief Lieutenant General Roy Cimatu said. He linked the visit to the US-led strikes on Afghanistan in retaliation for the September 11 terror attacks in New York and Washington. "If this did not happen in Afghanistan, they would not have come here," Cimatu said.

    Brian Nichiporuk is an Associate Political Scientist at The RAND Corporation in Santa Monica, California. He received a B.A. in Political Science and Economics from The University of Chicago in 1988 and a Ph.D. in Political Science from MIT in 1993. He has worked at RAND since late 1992. Dr. Nichiporuk's RAND publications include: the chapter entitled "U.S. Military Operations: Information-Warfare Concepts of Operation" in RAND's 1999
