What is FLTEACH?
    The Foreign Language Teaching Forum is an integrated service for FL teachers including this WWW site, the email LISTSERV Academic Discussion List (FLTEACH@listserv.buffalo.edu), list archives, and the FLNews server at the State University of New York College at Cortland Current FLTEACH membership includes many colleagues from widely different institutions across the US and around the world. Some graphs of FLTEACH subscription distributions across the country and around the world show how we have grown since Feb. 1994. We hope that FLTEACH will also be used to foster a community in which colleagues at all levels can seek information, resolve problems, and share ideas, outlines, handouts and other teaching materials, syllabi, and bibliographies. The basic premise of the list is that as professional Foreign Language teachers we are all in this together and are here to help one another. Introduction
This article seeks to provide team teachers with specific tips on how to function effectively as equal partners working together in the same classroom. These step-by-step tips are a basic guide to help you establish a dynamic team so you can experiment and find the approach that works best for you. For teachers who have never had a chance to team teach, or have perhaps avoided doing it for a variety of reasons, perhaps this article will help allay fears and give teachers a sense of what exactly team teaching 'looks like' within the class. From our work team teaching with one another and others in a variety of contexts (elementary, high school, junior high school, and international schools) in Canada, Mexico and Japan, we've had the chance to experience everything from wonderful to disastrous team teaching relationships. Based on these experiences, we have assembled a brief series of tips to help you and your classroom partner.
Background Literature
Team teaching, in the most general sense, encompasses a wide variety of arrangements. One specific form, which has become quite prevalent in recent years, is having two teachers in the classroom teaching simultaneously. This is becoming more and more common throughout Japan and in other Asian countries. Each year on the Japan Exchange and Teaching (JET) Programme alone, nearly 6,000 Assistant Language Teachers (ALT) come to Japan to assist Japanese Language Teachers (JLT) in foreign language classrooms (Horwich par. 22). Recently, Hong Kong launched a programme similar to JET called the Native-speaking English Teachers Programme (NET) Programme that also employs team teaching.

    During the last decade, new efforts have aimed at improving foreign language education in the United States (see, e.g., National Standards in Foreign Language Education Project, 1999). A recent study concerned with the need to strengthen foreign language skills among U.S. students examined the successes of other countries. Conducted by the Center for Applied Linguistics, the study collected information from 22 educators in 19 countries about foreign language instruction in their elementary and secondary schools. The countries represented in the study are Australia, Austria, Brazil, Canada, Chile, the Czech Republic, Denmark, Finland, Germany, Israel, Italy, Kazakhstan, Luxembourg, Morocco, the Netherlands, New Zealand, Peru, Spain, and Thailand. Information was also gathered on China, England, and Hong Kong from comparative education reports. Study participants responded to a series of questions about language teaching methodologies, strategies, and policies in their countries that could inform language teaching in the United States. Answers to the key question, "What do you think are three of the most successful aspects of foreign language education in your country?" allowed study researchers to identify eight exemplary characteristics of foreign language education in the countries surveyed. Foreign language education in the United States is at a unique moment historically. Foreign languages have been recognized as part of the "core" curriculum in the Goals 2000: Educate America Act , and the document on national standards, Standards for Foreign Language Learning , was released to the profession in 1996. The Center for Applied Linguistics (CAL), through funding from the U.S. Department of Education, conducted a survey of elementary and secondary schools in 1997 to gain greater understanding of current patterns and shifts in enrollment, languages and programs offered, curriculum, teaching methodologies, teacher qualifications and training, and reactions to national reform issues. The survey was designed to replicate CAL's 1987 survey in an effort to show trends during the decade of 1987 - 1997. The survey was sent to a randomly-selected sample of principals at approximately six percent of all public and private elementary and secondary schools in the United States. This report is a summary of the results of questionnaires completed by principals and foreign language teachers at 1,534 elementary schools and 1,650 secondary schools (an overall 56% response rate). The respondents represented public and private schools, ranging from pre-school through grade 12, throughout the 50 states and the District of Columbia. The survey was designed with two purposes in mind: to provide a national portrait of foreign language education at the elementary and secondary levels, and to produce information on foreign language education on a state by state basis. Highlights of the study follow in terms of key national results and conclusions.
