Agnew as Vice President of the United States; on Dec. 6, 1973, he became Vice President, the first to be appointed under the procedures specified by the 25th Amendment. As Vice President, Ford traveled widely around the country, attempting to rally for the Nixon administration the support that had eroded as a result of the Watergate affair . His tenure as Vice President was short, however; when Nixon resigned on Aug. 9, 1974, Ford became President. He pledged to continue Nixon's foreign policy and to work to curb inflation. One month later he issued a complete pardon to Nixon for all criminal acts perpetrated by Nixon while he was President. In the 1974 election the Republicans suffered substantial losses, attributable both to Watergate and to the economy. To deal with the economic recession, Ford proposed (1975) tax cuts, limited social spending (with continued high defense expenditure), and heavy taxation on imported oil. The Democratic Congress opposed many elements of the program. Ford was defeated by Democrat Jimmy Carter in the 1976 presidential election.

President Ford announces the pardon on television. On September 8, 1974, one month after President Richard Nixon resigned the presidency amid the Watergate scandal, his successor, President Gerald R. Ford, announced his decision to grant Nixon a full pardon for any crimes he may have committed while in office. Page one of the Pardon Page two of the Pardon The Watergate scandal stemmed from a break-in that occurred on the night of June 17, 1972, when five burglars entered the Democratic National Committee offices at the Watergate office complex in Washington. Subsequent investigations revealed the burglars were actually agents hired by Nixon's Committee to Re-elect the President. A long chain of events then followed in which the President and top aides became involved in an extensive coverup of White House sanctioned illegal political activities. The coverup snowballed as Nixon and White House aides attempted to use the prestige and power of the presidency to obstruct justice. After a two year battle against the news media, government agencies, the U.S. Senate and House of Representatives and the U.S. Supreme Court, Nixon wound up resigning amid the likelihood that he would not survive a full impeachment vote in the Congress. Ford's decision to pardon Nixon ended the possible spectacle of private citizen Nixon going on trial and also likely ended Ford's chances for re-election to the presidency in 1976.

American Warriors:
Five Presidents in the Pacific Theater of World War II
World War II magazine named American Warriors one of the best World War II books of 2004.
Presidents Lyndon Johnson, John Kennedy, Richard Nixon, Gerald Ford and George Bush served their country as Navy Reserve officers in World War II. Most biographies gloss over this important period of the presidents' lives and are often inaccurate. American Warriors reconstructs the presidents' wartime roles in the Pacific Theater based on interviews with more than one hundred World War II veterans and on primary sources such as action reports, ships' logs, war diaries, and letters.

A Time to Heal Our Nation
By Gerald Ford and Jimmy Carter The New York Times Op-Ed, Monday, December 21, 1998 It is proverbial that old men plant trees as an act of faith, precisely because they know they won't themselves live to sit under the shade. In this spirit, we believe the time has come to put aside political differences and plant seeds of justice and reconciliation. There is precedent for this, for during our Presidencies each of us made difficult and controversial decisions in efforts to heal national divisions - the pardoning of President Richard Nixon and the granting of amnesty for those who had avoided the Vietnam draft. In the wake of President Clinton's impeachment by the House of Representatives, America once again suffers from a grievous and deepening wound. Our people are angrily divided. Our political institutions are called into question. Public confidence erodes under waves of personal smearmongering. Against such a backdrop of inflamed emotions, we are convinced that the public good requires a prompt and fair resolution of the impeachment issue. While our acts of pardon or clemency are not directly analogous to the decision pending before the Senate, how that body resolves the issue can have similar benefits of healing and finality. Fortunately, Senate procedures, through their flexibility and freedom, provide the means to end this national ordeal in ways that can uphold the rule of law without permanently damaging the Presidency. Before the Senators make history, we hope they will first turn to history for help in devising what would be, in effect, a unique punishment for a unique set of offenses.
