FORD, GERALD
, thirty-eighth president of the United States. Ford served in the House of Representatives from the Fifth District of Michigan beginning in 1949 and was elected minority leader in 1965. Under the provisions of the Twenty-fifth Amendment, President Richard M. Nixon chose him in 1973 to be vice president following the resignation of Vice President Spiro T. Agnew. Upon the resignation of Nixon himself in the face of likely impeachment, Ford became president on August 9, 1974. He named as his vice president Nelson A. Rockefeller, former governor of New York, thus completing the only unelected presidential team in American history. Ford had no clear-cut political agenda, pledging only to end the "long national nightmare" provoked by the Watergate affair. A month after becoming president, he startled the nation by granting Nixon an unconditional pardon for any offenses he may have committed against the United States. A storm of protest arose, amid cries that a deal had been struck. No one has made the allegation stick, although Ford and Nixon were in constant negotiations before and after Ford took the presidential oath. Ford, keenly sensitive to the lingering suspicions, has insisted that his sole aim was to help heal the wounds of the nation. With poor timing, he announced only a few days after the pardon his amnesty proposal for Vietnam draft resisters and evaders. Unlike Nixon, they would have to meet conditions.

Gerald R. Ford, 40th Vice President (1973-1974) Life plays some funny tricks on people. Here I have been trying . . . for 25 years to become Speaker of the House. Suddenly, I am a candidate for President of the Senate, where I could hardly ever vote, and where I will never get a chance to speak.
Chairman Birch Bayh, an Indiana Democrat, and other subcommittee members listened respectfully to Nixon's arguments but were unpersuaded. They considered the Electoral College "too much of a historical curiosity," too cumbersome, and too far removed from public awareness to make such an important decision. Instead, the subcommittee reported an amendment that provided: Whenever there is a vacancy in the office of Vice President, the President shall nominate a Vice President who shall take the office upon confirmation by a majority vote of both houses of Congress. The Twenty-fifth Amendment, which also included provisions for the vice president to take charge during a president's disability, was passed by Congress and ratified by the required three-quarters of the states in 1967. An Uncomplicated Man The amendment's first beneficiary, Gerald Rudolph Ford, was an uncomplicated man who traveled a complex path to become vice president. He was born Leslie Lynch King, Jr. in Omaha, Nebraska, on July 14, 1913. His mother, after having been physically abused by his father, obtained a divorce and moved to her parents' home in Grand Rapids, Michigan. There she met and married Gerald R. Ford, a paint salesman, who formally adopted her son and renamed him. The novelist John Updike has observed that Ford therefore became "the only President to preside with a name completely different from the one he was given at birth," which was just as well, since "`President King' would have been an awkward oxymoron."

The Gerald R. Ford Conservation Center houses a small exhibit that explores the birth and political history of the thirty-eighth president of the United States. On July 14, 1913, Gerald R. Ford, the only Nebraska native to become president of the United States, was born in the King mansion, which then stood at the corner of Thirty-second Street and Woolworth Avenue. In 1974 Omaha businessman James M. Paxson purchased the Ford birthsite and developed it as a park. Paxson's philanthropic efforts continued with the purchase of adjoining properties where the Ford Conservation Center was constructed. Gerald R. Ford lived in Omaha for only sixteen days after he was born to Leslie King, Sr. and Dorothy Gardner, in July of 1913. The marriage between his parents lasted only sixteen months. His mother fled the unsuccessful marriage and returned to her family home in Michigan. In December of 1913 she obtained a divorce, and her son's ties to the King familyand to Nebraskawere severed. She remarried and her second husband adopted her small son as Gerald Rudoph Ford, Jr. The exhibit on President Ford's life reestablishes those ties to the state where he was born. The displays of historical artifacts, photographs, video material, and memorabilia trace the highlights of his illustrious career:
