What if I am a non-education major who has a requirement to complete education course work AND I am out-of-field and need to complete six semester hours of out-of-field course work too?

You are advised to complete your education courses first before starting your out-of-field course work. We will accept six semester hours of education course work towards your out-of-field requirement. When you complete your education courses, you need to start taking your out-of-field subject area course work.
What if I am out-of-field in a subject area and also out-of-field in ESOL?

The Pinellas educators are part of an elite nationwide group that faced rigors for personal and monetary reward.
By DONNA WINCHESTER, Times Staff Writer Published December 20, 2004 Todd Haraminac fought a huge wave of disappointment when he logged on to the Web site for the National Board of Professional Teaching Standards the morning of Nov. 19. The Rawlings Elementary physical education teacher learned that he had failed to score enough points to become a National Board Certified Teacher for the third year in a row. All during his Thanksgiving break, Haraminac, 35, wrestled with the fact that he had run out of chances to achieve his profession's top credential after spending countless hours pursuing it. National Board policy gives educators up to three years to complete the arduous process before they have to start all over again. Then a message appeared on Haraminac's voice mail. The board had mistakenly calculated his score. He had, indeed, attained National Board Certified status. His joy was boundless.

Bush seeks teacher certification limit
Incentives have made the program popular - and costly. Jeb Bush wants no more than 500 this year.
By STEPHEN HEGARTY, Times Staff Writer published January 10, 2002 Along with several proposals to increase education funding, Gov. Jeb Bush hopes to save money by limiting one education program that had made Florida a national leader. The governor wants to limit to 500 the number of Florida teachers who can become nationally certified this year. Last year 992 Florida teachers achieved the prestigious National Board Certification. Even with the cap, Bush wants to put $10-million more into the program this year, from $31-million to $41-million. The program appears to be a victim of its own success. It has grown in the past three years, from 22 in 1998 to 2,400 in 2001. The big increase began after the state offered financial rewards in 1998. The cost to the state exploded.

(as reported in Meeting the Challenges , February 2002) Florida created a K-20 Partnership Committee to focus on improving teacher quality by providing data-driven certification policies and processes. The Partnership proposes the following:
Objective 1: Design and implement a competency-based Alternative Teacher Certification Program with a mentoring component.
Development of the alternative certification program is underway. Five Florida school districts piloted three different models of alternative certification. One model offers on-line training in combination with field-based activities. A second model provides training using a face-to-face in-service delivery method. The third model is structured upon collaboration between the school district and a neighboring college that provides pre-assessment data and delivery of weekend training seminars. The K-20 Partnership Committee used information from these pilots to recommend program components, delivery, training, costs, and funding sources for the statewide program. Florida’s competency-based alternative certification program will be provided to non-education majors who are hired to teach based upon their mastery of subject content. The program will include the following six components:

Date posted: March 23, 2005 Florida education officials estimate that the state will need 25,000 to 29,000 additional teachers in the fall of 2006 as the state class-size amendment reaches its next level. The teaching force in Florida is about 160,000. Before voters passed the amendment in 2002, typical teacher hiring needs were 15,000 to 16,000 a year. "The difference in supply and demand is going to explode," said Florida Board of Education Chairman Phil Handy. "If there was ever any discussion that there was a pending crisis, we see it here." The high numbers statewide are enough to worry education officials who also must comply with the federal No Child Left Behind Act, which requires each teacher to be certified in his field. To help increase the teaching force, the Board of Education has given districts more leeway in hiring people from other professions as long as they work toward certification. This has resulted in an unprecedented number of current teachers needing to return to college or complete an alternative certification course to obtain professional teacher certification or upgrade their teaching skills and subject knowledge. The Florida Independent College Fund (FICF) Current Teachers Scholarship Program will provide a scholarship of up to $2,500 to enable current Florida K-12 teachers to complete professional teacher certification requirements or upgrade their teaching skills and subject knowledge. The award can be used at ICUF institutions for: undergraduate or graduate level courses; alternative certification programs; or other programs designed to assist current teachers in upgrading their skills or subject knowledge. The $2,500 can be awarded all to one student, or divided among several students.
