June 2005 Florida: One Year Later Reflections on Rebuilding After the Hurricanes Photos by: Andy Todd The hurricanes that devastated Florida and the tsunami that affected much of South Asia reminded us that it is possible to respond to a disaster, even from afar. Many people participated in bake sales, coin collections, read-a-thons or purchased a red "Tsunami Relief" bracelet to raise funds for the relief efforts. More than 140,000 volunteers gave nearly six million hours of their time responding to the hurricanes that devastated Florida in 2004, according to "Extraordinary Need, Extraordinary Response: Volunteer Centers Respond to the 2004 Hurricanes," a recently released report from the Points of Light Foundation. This volunteer effort in Florida, which is valued at more than $100 million, was the largest recorded volunteer mobilization in U.S. history. Though Florida Volunteer Centers effectively and rapidly responded to the urgent and immediate needs of Florida residents, there is still work to be done to fully rebuild areas of Florida hardest hit by the hurricanes. One of the Foundation's team members, Sarah Dudley, reflects on her recent experience traveling to Florida with a youth group engaged in the rebuilding efforts:

An Educational Horizon For Our Children’s Future Heard frequently from newcomers to the area is the belief that their children can get an equal or better education than from whence they came, and with far fewer overall problems in the process. Admittedly, Highlands County can still be classified as “rural” in many aspects; however, the quality of education is anything but rural. It is likely that this “rural” atmosphere is what makes many newcomers as well as long-time residents glad to be a part of this less than hectic and not too fast paced place to live, work and attend school. Indeed, while no more perfect than any high quality public school system in America, the effort put forth by the Highlands County School Board to provide a quality educational experience for the young people of the community is complemented by teachers who care and parents who are involved with their children and the school. It is a mix that many teachers, administrators, parents and students work hard to achieve, and of which they are justly proud. Technological Advances The Superintendent of Schools reports that much of the past dozen years has been devoted to expanding technology in area schools. During this period, over $1,000,000 of the school system budget has been invested in new computer hardware, software and other learning tools in primary and secondary schools. With a ratio of one computer for every six children and improving, an aggressive campaign has successfully ensured that the media center in each school provides supervised Internet access, thus offering an opportunity for children to explore the Worldwide Web.

The Needs Statement The needs statement is your opportunity to explain the reason behind your proposal. It specifies the conditions you want to change. Read the following brief grant descriptions carefully. After each, you will find two needs statements. One is marked "yes," the other "no." Think about the characteristics that distinguish the "yes" sentences from the "no" sentences. The Extended Access to Library Media Services program allows public school media centers to be open during evenings after school. This enables students and their parents to make use of the media center facilities including multi-media computers connected to the Internet. YES Students attending Alpha Elementary School have little or no access to public library facilities due to lack of transportation and other factors related to their socioeconomic status. Approximately 90% of Alpha Elementary School students are eligible to participate in the federal free and reduced fee lunch program. In 2000, Alpha Elementary School received a "D" grade due to low reading scores on standardized tests. After-school access to the school's media center will give students access to tutoring services, books, computers, and materials that will help them carry out their homework assignments and help them improve their academic achievement. NO Decker High School, one of ten public high schools in the county, draws students mainly from the east side of the city and surrounding area. The school includes several of the district's special programs. The total enrollment is approximately 1,600 students. The student population reflects the entire spectrum of the learning and economic scale.

Students can read and take Reading Counts tests on a wide variety of titles. Each book has a point value assigned to it based on its readability level. After a student passes a test, points for that book are awarded and recorded in his or her online file. Students accumulate points and earn a different leaf for each point level. The point levels for each grade are listed below in a chart for your convenience. The color of the leaf changes as the student's point level increases. Students then get to have their picture placed on the media center wall in the colored leaf. At the end of the year, students get to "spend" the points they earned on various fun prizes.
