General Information: Following conviction, all offenders receive a mandatory alcohol assessment/evaluation to determine the nature and extent of their alcohol problems. The assessment is conducted post-sentencing. The court does not take the results of the assessment into consideration in final sentencing. Assessments are conducted by a private non-profit or public agency regulated by the state. Treatment for repeat offenders is mandatory on a 2nd offense within 5 years or a 3rd offense within 10 years. All offenders are required to attend alcohol education or treatment as recommended by the assessment.

Florida Aviation and Southwest Florida - 1910 to 1996
The first Florida powered flight was made by Lincoln Beachey at the Orange County Fair in Orlando in February, 1910 winning a $1500 prize for staying in the air for 5 minutes. Two other planes competed but were not able to accomplish the feat. Beachey was able to duplicate the flights each day of the fair. Glenn Curtiss, early aviation pioneer, in 1912 founded the first Florida flight school on Miami Beach, and founded during the 1920's the cities of Hialeah, Miami Springs, Opa-Locka in South Florida and Brighton on the north shore of Lake Okeechobee. Florida was selected for military flight training in 1917 because it had the second best weather among the states for flyable weather. Only Arizona had slightly more flyable days and Texas came in third. Near Arcadia, Carlstrom Field and Dorr Field were principal aviation training stations for the Army. At Dorr Field fourteen hangars were constructed and training was done in Curtiss JN-4D (Jenny) airplanes as well as some rotary engine craft produced by the Glenn Martin company. Army airfields were named after military aviation heroes of the day, and Carlstrom Field was named after First Lieutenant Victor Carlstrom who had made many altitude and distance records and died in a training flight. One of the first guided missles was made with a radio controlled bomb-carrying pilotless airplane in September 1919 from Carlstrom Field. Carlstrom Field was the principal Army Air Corps Flying School until 1923 when training was moved to San Antonio, Texas. Another first: On August 21, 1920 Lt. A.G. Hamilton established a new world's record parachute jump by descending 20,900 feet as reported in the Jacksonville News. The jump lasted 12 minutes. (Arcadia Municipal Airport is now the site of a busy parachute jump school and has a fixed base operation selling aviation fuel and supplies.)

    Florida Goes To College

    Tallahassee was abuzz. Powerful politicians considered the morality of college students and professors. An ambitious governor threatened to shake up higher education. It was 1905. The origins of higher education in Florida date from 1851, when the state Legislature authorized "two Seminaries of learning," one west of the Suwannee River and one east. By 1861, there were three in Tallahassee, Gainesville and Ocala. But the Civil War and its aftermath devastated the fledgling academies. In 1884, officials dedicated a new institution of higher education: the Florida Agricultural College. Located in Lake City in Columbia County, it proved a popular institution in a predominantly rural state. Other public colleges appeared in the late 19th century. The most colorful was the South Florida Military Institute in Polk County, founded by Maj. Gen. Evander McIver Law. It opened in Bartow as a private institution in 1894 but reeled from a devastating freeze the following year. Legislators persuaded the state to take over the struggling school, which became The South Florida Military and Educational College. Young men at least 5 feet tall received military training and literary arts instruction and attended daily chapel.

    The Association of Military Colleges and Schools of the United States (AMCSUS) is a nonprofit service organization which serves as the binding force and communication hub for its member schools. The purpose, as put forth in its Constitution, is to promote the common interest of all members and to advance their welfare; promote and maintain high scholastic, military and ethical standards in member schools; represent the mutual interests of the member schools before the Department of Defense as well as the general public; foster and extend patriotism and respect for duly constituted authority; and cultivate citizens who love peace and who strive to maintain it. Regular membership is extended to essentially military schools which have a member of the armed services detailed or approved by the Department of Defense, and which maintain good standing in their regional accrediting organization. (An "essentially military" school is defined as an institution with military programs approved by one of the military services and which organizes its student body as a cadet corps, with students habitually in uniform and continually under military discipline while under the jurisdiction of the college or school.) Associate membership may be granted to schools offering a military program but which do not otherwise qualify for regular membership.

    LODWICK AVIATION MILITARY ACADEMY DEDICATION CEREMONY 1995
    SCOPE AND CONTENT NOTE The Lodwick Aviation Military Academy in Avon Park, Florida was one of two flight training schools owned and operated by Albert Lodwick in central Florida. The other was the Lodwick School of Aeronautics in Lakeland. Both of the schools offered ground and basic flight training to pilots for service in the Army Air Corps in World War II. The Lodwick School of Aeronautics operated from 1940 to 1945 and the Lodwick Aviation Military Academy from 1941 to 1944.
    This collection consists of materials documenting the placing of three markers commemorating the Lodwick Aviation Military Academy in 1995. Included are a videotape of the ceremony, photographs, correspondence, newspaper clippings, a copy of a reminiscence of one of the cadets, and forms completed by the former cadets who returned for the dedication.

    General Academic Policies
    Academic policies are published in the Graduate Policy Manual, which is available for reference and photocopying in the Evans Library, in each academic unit office, and in each graduate center. It is also available on the World Wide Web on the Florida Tech home page under academics and research. All graduate students are advised to review the manual early in their graduate careers and to refer to it if in doubt about any aspect of the Graduate School policy.

    Graduated from Scotland Public High School, Scotland, South Dakota, in 1973; received a bachelor of science degree in engineering from the U. S. Military Academy in 1979.
    ORGANIZATIONS:
    United States Military Academy Association of Graduates; Army Aviation Association of America; Association of Space Explorers-USA; Mount Rushmore National Monument Preservation Society; Nassau Bay Volunteer Fire Department.
    SPECIAL HONORS:
    Gemar was Distinguished Graduate of his class in undergraduate pilot training, and Distinguished Graduate of his class in graduate fixed-wing and multi-engine pilot training. Recipient of the Defense Superior Service Medal, Defense Meritorious Service Medal, Army Commendation Medal, Army Achievement Medal, Good Conduct Medal, two National Defense Service Medals, National Intelligence Medal of Achievement, NASA Achievement Medal, and three NASA Space Flight Medals. Honorary Doctor of Engineering from the South Dakota School of Mines and Technology. Honorary Chair for Membership of the South Dakota Congress of Parents and Teachers.     EXPERIENCE: NASA EXPERIENCE:
    Selected by NASA in June 1985, Gemar completed a one-year training and evaluation program and became an astronaut in July 1986. He is qualified for assignment as a mission specialist on future Space Shuttle flight crews. Since then he has held a variety of technical assignments in support of the Space Shuttle Program including: flight software testing in the Shuttle Avionics Integration Laboratory (SAIL); launch support activities at the Kennedy Space Center; spacecraft communicator (CAPCOM) in mission control during Space Shuttle missions; Chief of Astronaut Appearances. Gemar has flown three times and has logged over 580 hours in space. He flew on STS-38 (November 15-20, 1990), STS-48 (September 12-18, 1991), and STS-62 (March 4-18, 1994).
