Introduction
The Special Collections Department acquires, preserves, catalogs, and provides reference services to research materials which document the history and development of Pensacola and the West Florida region (ten counties of the Florida Panhandle, between the Perdido and Apalachicola Rivers) from earliest settlement to the present time. It is the largest West Florida research collection in existence and a major repository dealing with Florida and the Gulf Coast region. Preservation Caucus Minutes
Florida Library Association
May 12, 1993 The Preservation Caucus met on May 12, 1993, at the Florida Library Association's Annual Conference. Dr. John DePew chaired the meeting which centered on the theme of "Preservation in FloridaWhere Do We Go from Here?" A panel of ten librarians from various Florida libraries contributed to the thoughtful and stimulating discussion. A total of 33 people attended the meeting (ten panelists and twenty-three members of the audience). David Whisenant described the newly formed Northeast Florida Library Information Network, and deferred to Vicki Stanton, who described the Disaster Preparedness Consortium of Northeast Florida. The Consortium was formed after the disaster workshops to enable local librarians to coordinate efforts to write disaster plans. Since then two of the members have finished their library plans, and the consortium has broadened its scope to general preservation. They have sponsored a one day book repair seminar, have provided expertise to other librarians, and are coordinating local arrangements for the SOLINET workshops. They plan to be an active part of NEFLIN. Vicki also reviewed state preservation activities across the country, and summarized efforts as either grass roots (PALMCOP, Rhode Island), or state initiated with either state or federal funds (New York, North Carolina, Oklahoma). Erich Kesse, University of Florida, described UF's preservation activities, and the formation of FLIPPER, an electronic discussion group and electronic file of preservation documents. Librarians with Bitnet or Internet addresses can access FLIPPER with the following command:

Preservation Officer, University of Florida Libraries The P.K. Yonge Library of Florida History, part of the Department of Special Collections at the University of Florida Libraries (UFL), is the repository for primary and secondary historical source materials documenting all periods of Florida's history. As such, it supports not only the teaching and research fractions of the University of Florida community, but of many other institutions and investigators as well. It is the oldest and most comprehensive collection of Florida history materials in existence. The Library holds more than 22,000 printed works, 3,000 manuscript boxes, 2,300 maps, small collections of photographs and postal cards, and more than 7,000 positive microfilm reels of Florida newspapers. The 7,ODC)reel microfilm collection often represents the only microfilm and, frequently, the only extant copy of many Florida newspapers. Microfilming operations at the UFL began in the late 1940s and continues to the present day. Until 1987, UFL policy was to produce two, rather than the standard three, generations of microfilm, i.e., the camera master and a use copy. Bo generat3 were stored in the P.K. Young Library of Florida History. Be in 1988, as a result of a physical condition survey of 1794 master microfilm held in the Library, all master microfilm was r from the Library to archival storage.

The USA Patriot Act and Florida Libraries:
Are we ready to greet the Law at the Public Services Desk? Geraldine Collins, University of North Florida We protect each library user's right to privacy and confidentiality with respect to information sought or received and resources consulted, borrowed, acquired or transmitted.
American Library Association - Code of Ethics , adopted by the ALA Council, June 28,1995. Confidentiality of library records is a basic principle of librarianship as this excerpt from the American Library Association Code of Ethics quoted above confirms. However, in view of the passage of the USA Patriots Act, signed into law in October 2001, librarians are concerned as to whether or not that tenet is in jeopardy. Libraries have heard many things about the new law, some accurate, and some not. The major concern appears to be that the new law will allow unhindered access to patron borrowing records, computer use logs, and such, with reduced checks and balances to protect civil liberties. The big question is what shall libraries legally and ethically do in cooperating with requests from law enforcement agencies for library user information previously deemed “confidential." The USA Patriot Act, passed in the aftermath of the September 11 attacks, enhanced and strengthened the powers of law enforcement and intelligence agencies to investigate criminal acts, particularly domestic acts of terror. We have learned since that fateful day that the state of Florida was one of the infiltration points of the terrorist network. With that fact in mind, it is fairly certain that some Florida libraries will find themselves (if they haven't already) in the middle of criminal investigations reviewing the activities of some criminal suspects or their associates.

36. PLG On Florida Libraries
Librarians Guild concerning the dismantling of the State Library of Florida held by the State Library in trust for the people of Florida.
http://www.libr.org/PLG/FloridaStatement.html
Statement from the Progressive Librarians Guild concerning the dismantling of the State Library of Florida "The Progressive Librarians Guild (PLG) condemns the recent actions of Florida Governor Jeb Bush to dismantle the Division of Library and Information Services and to disperse valuable collections held by the State Library in trust for the people of Florida. The PLG calls the Governor to task for feigning support for education and services to the public while taking actions that eliminate free access to information and erase the cultural and historic memory of the State. The PLG deplores the faulty reasoning that elimination of library and information services is somehow "cost effective," knowing that free and open access to information is an invaluable, necessary part of a truly democratic society. We urge the Governor and Legislature of Florida to reverse these decisions and to ensure the continuation of all State Library services to the people of Florida."
Approved by the Coordinating Committee of the PLG March 11, 2003
