A Teacher's Guide to Distance Learning Distance learning applications in higher education and industry are growing at a rapid pace. It is now possible to obtain a college degree without physically attending a traditional class. Likewise, numerous companies are using distance learning technologies to distribute training courses to employees on a worldwide basis. Distance learning in K-12 education is not as prevalent as it is in the adult world due to the need to supervise young students. There are, however, many forms of distance learning that are becoming increasingly common in schools throughout the world. The K-12 applications for distance learning include:
  • Instruction for Homebound Students
  • Virtual High Schools
  • Instruction for Distributed Classes
  • Interactions with Outside Experts
  • Mentoring and Tutoring of Distant Students
  • Collaborative Projects
  • Access to Remote Resources
  • Staff Development Programs
Instruction for Homebound Students
Distance learning technologies offer a variety of options for students, who, for one reason or another, are unable to attend school. There are many options for meeting the needs of the homebound students. For example, videotapes can be sent of the classes, Internet connections can be established for e-mail and conferencing, or two-way interactive video systems can be installed. Example: Mr. James was teaching a class with four students and all four were confined to their homes. Through a project organized by Pinellas County in Florida, he is able to communicate with his students through computers and telecommunications. In particular:

  • Florida schools provide specialized programs to gifted students. Gifted students are defined as students who have superior intellectual development and are capable of high performance. The Chairperson of the House of Representatives Committee on Education requested, through the Joint Legislative Auditing Committee, that OPPAGA address specific issues regarding Florida's K-12 Gifted Program. This report is the first in a series of two reports that address these issues. The questions addressed in this report focus on the distribution and placement of gifted students; whether all districts offer a gifted program; and Plan B Florida's plan to increase underepresented students in the gifted program. Several policies, procedures, and practices affect the distribution of gifted FTEs across grade levels. These policies, procedures, and practices include teachers' philosophies of when it is appropriate to place young students in the gifted program, administrative backlogs in testing and evaluation for placement, and middle and high school students' preference for other programs in place of the gifted program. All school districts are (to some extent) delaying the identification and placement of gifted students until grade 3. Nine school districts did not have any gifted FTEs in grades K-2. Further, 24 school districts operate a K-8 gifted program, but do not offer gifted programs at the high school level.

    Funded by the Florida Department of Education, SUNLINK is Florida's K-12 public school union catalog, a shared database of materials in Florida K-12 library media centers. Imagine a giant card catalog or electronic catalog that contains the records of all school library media centers in Florida! And you can ask to borrow any of them! That's SUNLINK! The database is available on the World Wide Web. The primary purpose of SUNLINK is to promote resource sharing among Florida public schools. Schools are able to locate needed resources and borrow them by project-established interlibrary loan procedures. Benefits and Obligations The SUNLINK statewide database of K-12 library media materials expands the resources available to Florida public school students. The annual database, instruction manual, and training are provided at no charge to all SUNLINK schools. Records converted for the project can be provided to the school on request. These MARC (machine readable cataloging) records meet national standards and may also be used to implement local building and/or district automated library systems.
