Florida's Early Intervention Program is improving its service delivery system to better support infants and toddlers and their families - in places where they live, learn and play. An enhanced family- focused early intervention system called Early Steps has replaced the former Early Intervention Program with a new Mission, Vision and Values *NEW* In September, the Early Steps State Office is conducting a series of four public meetings to solicit input from stakeholders regarding strategies for improving the financial stability of the Early Steps system. Read more about these meetings Early Steps is administered by Children's Medical Services (CMS) in accordance with IDEA, Part C. The Early Steps System serves Florida's infants and toddlers birth to 36 months with a developmental delay or a condition that places them at risk for developmental delay.

Abstract
            There were three major goals of this project, all of which emphasized the importance of medical awareness and education within the vulnerable populations of rural Northeast Florida.  The counties that were targeted were Putnam, Alachua, Clay, and St. Johns.  The respective cities were Palatka, Crescent City, Hawthorne, Keystone Heights, and Hastings.             The first step in accomplishing goal one was to locate the senior centers in surrounding counties.  After contacting senior center coordinators in Palatka, Hawthorne, Hastings, Keystone Heights and Bunnell, a consensus was reached on the two most important yet poorly understood diseases.  These two diseases were Hypertension and Diabetes Mellitus.              These diseases seemed of particular interest to the senior centers of Northeast Florida because of their astounding prevalence and ensuing complications due to lack of disease management.  This type of educational outreach was presented in both clinical and seminar settings.             Several resources were used in an effort to disseminate comprehensive, concise yet useful information about Hypertension and Diabetes Mellitus. The focus of the seminars was pathology and preventive methods such as proper nutrition, regular monitoring, diet and medication management. When I addressed the two diseases at the senior centers, the first topic was basic anatomy of the heart and pancreas.

BARBARA BUSH TO AWARD $265,000 FOR MAINE FAMILY LITERACY INITIATIVE Augusta –Mrs. Barbara Bush today announced that $265,000 has been awarded to Maine Family Literacy Initiative programs in thirteen Maine communities. Representatives from each program accepted their grant awards from Mrs. Bush and Maine’s First Lady, Karen Baldacci, at an awards ceremony at the J. Richard Martin Community Center in Biddeford. Maine Family Literacy Initiative money supports programs that improve the reading skills of parents and their children, while developing solid literacy practices in the home.
“I'm so proud of what the Maine Family Literacy Initiative has been able to accomplish over the past eleven years and of the people of Maine who have supported this program in so many ways. We know that thousands of parents and children are now able to share the joy as well as the benefits of reading as a result of their hard work in the more than 100 family literacy programs funded by this Initiative. And that's just great!” said Mrs. Bush, Honorary Chairperson of the Foundation.

RULE 12.750 FAMILY SELF-HELP PROGRAMS (a) Establishment of Programs. A chief judge, by administrative order, may establish a self-help program to facilitate access to family courts. The purpose of a self-help program is to assist self-represented litigants, within the bounds of this rule, to achieve fair and efficient resolution of their family law case. The purpose of a self-help program is not to provide legal advice to self-represented litigants. This rule applies only to programs established and operating under the auspices of the court pursuant to this rule. (b) Definitions. (1) "Family law case" means any case in the circuit that is assigned to the family law division. (2) "Self-represented litigant" means any individual who seeks information to file, pursue, or respond to a family law case without the assistance of a lawyer authorized to practice before the court. (3) "Self-help personnel" means lawyer and nonlawyer personnel in a self-help program. (4) "Self-help program" means a program established and operating under the authority of this rule. (5) "Approved form" means (A) Supreme Court approved forms or (B) forms that have been approved in writing by the chief judge of a circuit and that are not inconsistent with the Supreme Court approved forms, copies of which are to be sent to the Chief Justice, the chair of the Family Law Rules Committee of The Florida Bar, the chair of the Family Law Section of The Florida Bar, and the chair of the Family Court Steering Committee. Forms approved by a chief judge may be used unless specifically rejected by the Supreme Court.

The Florida Section of ASCE Board of Directors has voted overwhelming approval of a Resolution to contribute $10,000 to the American Red Cross in support of their efforts to provide relief to victims of Hurricane Katrina and is urging the branches and individual members within the Florida Section to lend their financial support as well. Contributions may be made on line by going to www.redcross.org . Contributions by check may be mailed to American Red Cross Disaster Response Fund, P.O. Box 37243, Washington D.C. You need only to turn on your television to see the devastation caused by this unprecedented natural disaster. Even with seeing these terrible images, those of us in the comfort of our homes and immersed in our daily routines cannot begin to understand the misery and despair being felt by many thousands of our fellow Americans.
