Florida's Family Transition Program Policy Framework In the debate preceding passage of the federal welfare law of 1996, the anticipated effects of welfare time limits on families took center stage. Proponents thought imposing time limits would spur people to find work and become economically self-sufficient, while critics feared they would cause severe material hardship by pushing people off welfare even when they could not earn enough to support their families.
Operated from 1994 through 1999 as a pilot program in Escambia County (Pensacola) under waivers of pre-1996 welfare rules, Florida’s Family Transition Program (FTP) was one of the first welfare initiatives to impose a time limit on receipt of cash assistance. For this reason — and because Escambia was the first place in the country where people reached a time limit and actually had their benefits cancelled — FTP was an important test case for states and localities across the country. MDRC’s rigorous evaluation of the program, which was conducted under contract to the State of Florida, examined its operation and its effects on families over a four-year period.

    CLEARWATER, Fla. (January 7, 2004)Morton Plant Mease Health Care and University of South Florida Family Practice Residency Program recently received a five-year accreditation from the Accreditation Council for Graduate Medical Education (ACGME). "Clinical education in a medical specialty that follows graduation from medical school is considered residency education and prepares physicians for the independent practice of medicine," said Bruce Flareau, M.D., director of Morton Plant Mease's Family Practice Residency Program. "Accreditation by the ACGME is to a residency what JCAHO accreditation is to a hospital." With nearly 7,800 residency programs to review, the ACGME is one of the largest, private accrediting agencies in the country. Based upon established standards and guidelines, accreditation is accomplished through a peer review process. The ACGME relies on experts in various medical specialties to develop and refine its accreditation standards and to review accredited programs for compliance with the standards. "Residency education has multiple goals but namely quality education, safe and effective patient care and resident safety," said Dr. Flareau. "The ACGME's role is to ensure the quality of residency education for the next generation of physicians, and to contribute to safe and effective patient care."

    Welfare Transition Programs General Background Information
    In October of 1996 two Acts (one Federal and one State) went into law that dramatically changed welfare and welfare work programs in the state of Florida. The October 1996 Federal Act: The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA), Public Law 104-193 eliminated the open-ended federal entitlement program, Aid to Families with Dependent Children (AFDC), and replaced it with the Temporary Assistance for Needy Families (TANF) welfare program. The TANF program changed the nation’s welfare system from the receipt of cash assistance as an entitlement to one that requires work in exchange for time-limited assistance. The October 1996 State Act: The Work and Gain Economic Self-Sufficiency (WAGES) Act was developed to implement the requirements of TANF and to emphasize work, self-sufficiency, and personal responsibility as well as time-limited assistance. The WAGES program initially provided for child care, transportation, and other support services to enable welfare recipients to find and retain employment. The program was later expanded to provide up-front diversion services to potential applicants who might only need one-time or short-term assistance.
