Boating Regulations
This section contains information on Florida Boating Regulations that are in addition to the Federal Requirements covered in the Basic Boating Course . If you have not reviewed the course material, please do so now. All Federal Requirements in the basic boating course apply to Florida; this section lists Florida Boating Requirements that are above and beyond Federal Requirements. The Nautical Know How Boating Safety ID card is recognized in the State of Florida as proof of successful completion of a Boating Safety Course. If you are covered by Florida's mandatory boater education law, you will also receive an ID card from the state of Florida. Age Restrictions: Persons less than 14 years of age shall not operate a Personal Watercraft.
No person born after September 30, 1980, may operate a vessel powered by a motor of 10 horsepower or greater unless he or she has in their possession a photographic identification and a boater safety identification card issued for successful completion of a NASBLA approved boating safety course. This law will be progressively phased in each year to include a larger segment of the boating population until October 1, 2001 when all persons 21 years of age or younger will be subject to this law. Personal Flotation Devices: Every child under 6 years of age must wear a USCG approved PFD on a vessel less than 26' while the vessel is underway.

  • All vessels operating with mechanical propulsion devices (such as gas or electric outboards) are required to be registered.
  • Vessels must be registered and numbered within thirty (30) days of purchase.
  • The vessel registration decal must be renewed annually and is to be displayed within six (6) inches of, either before or after, the registration numbers on the port (left) side.
  • Documented vessels without a state registration in full force and effect, must also obtain a Florida registration and display the validation decal on the port side of the vessel when using Florida waters. Further boat documentation information: 800-799-8362.

Academic Regulations STUDENT RESPONSIBILITY
The College is responsible for publishing all rules and regulations affecting your educational opportunities. As mature students responsible for your own conduct, you are responsible for familiarizing yourself with these rules and regulations. Written rules and regulations in effect at the time are binding.
The material in this catalog is published to provide information on rules and regulations in effect at the time of publication; however, we reserve the right to make changes to course offerings, curricula, academic policies, and other rules and regulations effective at a time determined by the College. EMPHASIS ON COMPETENCY
The 1979 Florida Legislature enacted the Postsecondary Education Act (CS/HB 1689). The major emphasis of this legislation is improving the quality of higher education in Florida. Major goals of the competency movement include:
  • assuring students entering their freshman year are placed correctly in courses allowing them to acquire the essential college-level communications and computation skills assuring students entering their junior year acquired those communications and computation skills essential to succeeding in the upper division.

Support the efforts of CMS, the State of Florida, and other partners to conduct the Florida Freedom Initiative; Further test the appropriateness of current SSI rules requiring that cash received for the purchase of medical or social services be counted as a resource if retained for more than one calendar month after the month of receipt; Empower Florida Freedom Initiative participants to use their earnings to save toward purchasing a home, capitalizing a small business or micro-enterprise, attending college, or other approved purpose; e.g., the purchase of assistive technology or transportation; The job they want or business they want to start; what they need in order to achieve their goal, such as training or education, transportation, assistive technology or business inventory, and how much it will cost; and the income or assets they will use for these expenses, such as savings, wages from an existing job, or Social Security Disability Insurance (SSDI) benefits. Several ``ownership'' factors make the PASS program a particularly effective work incentive. Introduction Language-minority students attending public schools are often ill served by their state's bilingual education laws. These students routinely are placed in programs where they spend 80 percent of the schoolday listening to their teachers speak languages other than English. The situation today bears little resemblance to the original intention of bilingual education 30 years ago, when its aim was to help Hispanic children learn to speak, read, and write in English as quickly and effectively as possible. Today, bilingual education deliberately delays children from learning English on the mistaken assumption that children need to receive five to seven years of formal classroom instruction in their native language before they can learn English. In fact, children are much better at learning new languages than adults. Some children are enrolled in bilingual education programs even though they already speak English well enough to participate in regular classrooms. Many of these current problems can be traced back to state laws and regulations.

Thank you Mr. Chairman and Members of the Committee for the opportunity to speak to you today about the exciting reforms that are taking place in Florida. In Florida, under the leadership of Governor Jeb Bush and strong legislative leadership, we just passed the Bush/Brogan A+ Plan for Education, which we believe to be the most comprehensive state accountability package to date. Based on the conviction that all children can learn, the A+ plan starts with high expectations for all and is focused on increasing student achievement. We will also assure that no child will be left behind or abandoned to a substandard education in Florida. It's important to note that we began laying the foundation for this plan with three major initiatives in 1995. First we adopted challenging academic standards backed by the Florida Comprehensive Assessment Test (FCAT) to measure student achievement. This was a two-year process that included parents, teachers, business leaders and others. As a result of this process our Sunshine State Standards had broad local support and buy-in. Because we were significantly raising the bar of expectations for Florida¹s children, this was critical as evidenced with the announcement of the first round of scores on the FCAT. More than 70% of Florida¹s tenth graders scored below the basic level in reading in the initial administration of the FCAT, yet public support for demanding academic standards remains high. These sobering results tell us how far we have to go, and our standards provide a road map for getting there.

HACCP REGULATIONS, INSPECTION COMING TO SEAFOOD INDUSTRY
THE ISSUE: On January 28, 1994 the United States Food and Drug Administration announced its proposal to establish procedures for safe processing and importing of fish and fishery products. The seafood safety measures are to be based on the Hazard Analysis Critical Control Point (HACCP) system whereby seafood is monitored at critical points in its journey from the sea to the consumer to insure its quality and safety. The FDA issued its final regulations for seafood industry HACCP inspection procedures on December 5 1995. Oct. 20, 1993: Withdrawn as a result of the consent decree agreed upon between California NOW and the California State University System. Originally, an amendment to the California Education Code (S. 262). Sponsored by Senator Gary Hart (D)
  • Requires California State University institutions to achieve female/male intercollegiate athletics participation reflecting the ratio of female to male students on campus, beginning in the 1998-99 academic year. Establishes a Gender Equity Committee (to be 50% women, including at least 3 head coaches from both men's and women's sports) to report annually to the legislature on the progress being made toward providing comparable incentives and encouragement for female participation in athletics. Trustees must report a description of efforts being made and the extent to which compliance has been achieved. The first report is due Nov. 30, 1995 (pertaining to the 1994-95 academic year).

    Orlando, Florida 10:30 A.M. EST MRS. BUSH: It's nice to be back here in Orlando again. I was just here a couple of weeks ago with the President. But I'm especially glad to be here with these school board members from across the United States. I know all of you in your towns and communities know that school board members are volunteers; they run for office. Then they're held responsible for every single thing that happens in every school district. It's a very difficult job and I want to thank all these school board members. This speech gave me the opportunity to thank them for serving in their communities because what they do is so important. And it also gave me the chance to talk about No Child Left Behind and how important it is to our country. It's a central piece of education reform legislation, really the largest and most sweeping education reform legislation from the last 50 years. And it also includes the largest appropriation ever to school districts, elementary and secondary school districts, on the part of the federal government. I'm very proud of the No Child Left Behind Act. I think it's very important and I think we're starting to see good results from it. The funds that go to Reading First, which are the funds that school districts can apply for to retrain teachers in all the new research-based instruction to teach reading. We are really starting to see some great results.
