Taylor, Matthew D.; Snell, Lisa (Reason Public Policy Institute, Los Angeles, CA , Dec 2000) This document examines three locations that schools have utilized in partnership with private enterprises to help ease school overcrowding: downtown areas, airports, and malls. The downtown model serves students whose parents work in a downtown area. The mall model targets high school students who want an alternative education with job training. The airport model provides a school with space on airport grounds so that students of airport employees can attend school. These initiatives help local school districts save funds that would otherwise be used to construct facilities, freeing up resources for other district needs. Students benefit from smaller class sizes and unique educational opportunities afforded to them by the school location and interaction with local businesses. Students and parents also benefit from the creative scheduling that the schools offer by working around the parents' schedules. 19p.

The Technical Assistance Alliance for Parent Centers is an innovative project that supports a unified technical assistance system for the purpose of developing, assisting and coordinating Parent Training and Information Projects and Community Parent Resource Centers under the Individuals with Disabilities Education Act (IDEA). This project is funded by the U.S. Department of Education, Office of Special Education Programs and consists of 1 national center and 6 regional centers . The project is funded to strengthen the connections to the larger technical assistance network and fortify partnerships between parent centers and state education systems at regional and national levels. Parent Training and Information Centers (PTIs) and Community Parent Resource Centers (CPRCs) in each state provide training and information to parents of infants, toddlers, children, and youth with disabilities and to professionals who work with children. This assistance helps parents to participate more effectively with professionals in meeting the educational needs of children and youth with disabilities. The Parent Centers work to improve educational outcomes for children and youth with all disabilities (emotional, learning, mental, and physical). The Alliance offers a variety of resources to further strengthen the Parent Centers' abilities to effectively serve the families in their communities whose children have disabilities. There are approximately 100 parent centers in the United States. Staff members in these centers, as well as at the Alliance office, are likely to be parents of children with disabilities or have disabilities themselves. The

Will vouchers expand parents' educational options? No. Are the rights of children in voucher programs safeguarded? No. According to the U.S. Office of Civil Rights, parents who accept a voucher give up their rights to a "free appropriate public education" when they opt to send their child to a private school under a voucher program. Private schools are not required to comply with IDEA and neither the parents nor the public have recourse to challenge a denial of services or failure to accommodate a child with disabilities in the private school setting. Without the requirement that participating private schools develop and implement Individualized Education Programs (IEPs) according to the terms of IDEA, a major parent involvement provision is lost. No. Is there greater accountability with vouchers? No. There are virtually no accountability requirements for private schools accepting vouchers. One of the foundations of the so-called No Child Left Behind Act (NCLB) was that the federal government would hold states and localities accountable. Will vouchers help low-income families?
