Florida First Start
"A home-school partnership designed to give children at risk of future school failure the best possible start in life and to support parents in their role as their children's first teachers." Eligible for the program are children from birth to three years of age who have a disability or are at risk of future school failure and their families. Families must reside in the neighborhood served by the Florida First Start Parent Resource Centers. Eligible children may be served up to four years of age if not enrolled in a full-time preschool program at the age of three. Services provided by the Florida First Start Program include the following: Home Visits Parent Group Meetings Group meetings are designed to complement monthly home visits by providing parents the opportunity to share common concerns and experiences. A variety of topics on child development and parenting are presented. Children participate in opportunities for socialization and structured play activities during the meetings. Parent Resource Center Developmental Screenings Developmental assessments are conducted on a regular basis to evaluate overall progress within the six areas: intellectual, fine motor, gross motor, expressive language, social/emotional, and self-help skills. Children identified as having possible developmental difficulties are referred to school-based programs and/or community agencies for further evaluation.

BARBARA BUSH TO AWARD $265,000 FOR MAINE FAMILY LITERACY INITIATIVE Augusta –Mrs. Barbara Bush today announced that $265,000 has been awarded to Maine Family Literacy Initiative programs in thirteen Maine communities. Representatives from each program accepted their grant awards from Mrs. Bush and Maine’s First Lady, Karen Baldacci, at an awards ceremony at the J. Richard Martin Community Center in Biddeford. Maine Family Literacy Initiative money supports programs that improve the reading skills of parents and their children, while developing solid literacy practices in the home.
“I'm so proud of what the Maine Family Literacy Initiative has been able to accomplish over the past eleven years and of the people of Maine who have supported this program in so many ways. We know that thousands of parents and children are now able to share the joy as well as the benefits of reading as a result of their hard work in the more than 100 family literacy programs funded by this Initiative. And that's just great!” said Mrs. Bush, Honorary Chairperson of the Foundation.

Children Who are Deaf or Hard of Hearing
All parents face challenges in raising children. The parent of a child who is deaf or hard of hearing may face additional parenting challenges and require specific information and assistance in order to make informed decisions about the needs of the child. The books and resources selected for inclusion in this publication present a variety of experiences and philosophical approaches, encouraging parents and family members to consider a range of options. This information is organized in six categories:

    We learned from this SERA study that while the turf wars continue, funds shrink, and leaders depart, state departments of education, school districts, and schools are sticking with SMT reform. In terms of educating a diverse population in SMT, educators are devising strategies that they think fit the needs of their students and their available resources. Many of these strategies are based on educational equity research that has been summarized in print and electronic toolkits. These toolkits have been developed by federal and state education offices and centers as well as other educational organizations and offices. The following lessons learned from the SERA study may offer some guidance for other educators who are trying to figure out how to infuse equity into systemic reform initiatives. Take the time to ensure that new assessments are aligned with content standards and are sensitive and appropriate for diverse student populations. Many state departments of education and school districts are in the process of developing or identifying assessments that align with their content standards. Given concerns about using only fair, non-biased tests, districts need to take the time to ensure that new assessments and the administration of these assessments are appropriate for diverse student populations. Particularly with performance-based assessment, test developers need to be concerned about:
