FLORIDA POLL ON DIVERSITY IN HIGHER EDUCATION
SHOWS OVERWHELMING PUBLIC SUPPORT FOR DIVERSITY
The first-ever statewide poll in Florida on diversity in higher education has shown overwhelming public support for diversity learning programs and their mission to bridge the nation’s racial divide as they prepare college students for work, leadership and citizenship in a multicultural world. Surprisingly more than half (57 percent) of the respondents who said they supported diversity learning identified themselves as either "very conservative" politically or "more conservative than liberal."
Executive Summary
The main finding of the study was that the vast majority of Florida voters support diversity education in general and the numerous specific programs which fall under that heading. Majority support cut across all demographic groups with the strongest showing being among Generation X (18 to 30 year olds) and self-described liberals. Somewhat less strong support (though still significant) came from senior citizens and self-described conservatives.

  • Florida’s adult general education programs are operated by school districts and community colleges. Both community colleges and school districts improved their performance in terms of the number of literacy completion points earned by students between 1998-99 and 1999-00. Yet, school district placement rates are low for adult basic and English for Speakers of Other Languages programs. School districts and community colleges have acted to improve their adult general education programs, including strengthening student retention efforts. Some of the apparent performance improvement could reflect better record keeping in tracking student progress. Although the state’s performance funding initiative is a key aspect of improving student outcomes, department guidelines for assessing student progress leading to outcomes are not being consistently applied by the institutions.

PIA of Florida
PIA of Florida receives numerous requests for information regarding licensing in the state of Florida. The following includes some of the most frequently asked questions we receive. We do our best to keep this information updated; however, please use the Florida Department of Financial Services website as the final authority on licensing issues. 1. Q: What license(s) do I need to work in an insurance agency in Florida?
A: The Florida Department of Financial Services (DFS) offers a number of licenses for Florida residents, as well as nonresident equivalents for many of them. You can see a list of all the resident and nonresident agent and adjuster licenses available in Florida
Because unlicensed employees are not allowed to discuss coverages or sell insurance, DFS offers licenses designed for customer service representatives (CSRs) who don’t do outside sales but do discuss coverages with clients and may solicit insurance from within the office. The Customer Representative (4-40) license is intended for an agency CSR and is more limited than the 2-20 in various ways, the primary one being that a 4-40 must act under the authority of a 2-20 "supervising agent.” The Limited Customer Representative (4-42) is similar to the 4-40, but is limited to personal auto insurance.

Assessing Structure
The State University System
The Community Colleges

The Statewide Perspective on Higher Education
In recommending changes for the future of higher education in Florida, the Business Higher Education Partnership strongly believes that the state should not make any structural changes in higher education. In fact, the report released by this body stated:
The first conclusion of the Business/Higher Education Partnership is that Florida has an excellent structure for higher education. In our judgment, the form of governance and organization for Florida's 10 state universities, 28 community colleges, and 23 accredited private universities and colleges has provided Florida with a superb system.
In spite of the partnership's strong sentiment on this matter, few people interviewed for this study expressed satisfaction with the structure of the higher education system. Major concerns cited include: (1) the limited capacity to address issues that the various sectors of higher education have in common (for example, vocational education and general education for students seeking baccalaureate degrees); (2) lack of a statewide data base for effective policy decision-making; (3) legislative interference in higher education operational issues; (4) lack of a statewide agenda for higher education; and (5) too much centralization in the SUS and too much decentralization in the community college system.
