Study of Personnel Needs in Special Education (SPeNSE) The Study of Personnel Needs in Special Education (SPeNSE) was designed to address concerns about nationwide shortages in the number of personnel serving students with disabilities and the need for improvement in the qualifications of those employed. Part of a national assessment of the Individuals with Disabilities Education Act mandated by Congress, SPeNSE examined (1) the extent to which personnel are adequately prepared to serve students with disabilities, (2) variation in personnel preparation, and (3) factors that explain that variation. SPeNSE included personnel from a nationally representative sample of districts, intermediate education agencies, and state schools for students with vision and hearing impairments. Over 8000 local administrators, preschool teachers, general and special education teachers, speech-language pathologists, and paraprofessionals participated in telephone interviews during the 1999-2000 school year. SPeNSE provides information on the quality of the workforce nationally, within each geographic region, and within and across personnel categories. In addition, researchers are using this information to explain the quality of the workforce based on state and local policies, preservice education, continuing professional development, and working conditions.

National Weather Association (NWA) SOL HIRSCH EDUCATION FUND GRANTS Five or more $500 grants are available annually from the NWA for teachers in grades K-12 to improve the education of their students in Meteorology. Applications are due by 1 August each year. The NWA Education Committee needs help from all members to spread the word to teachers in grades K-12 that $500 grants are available annually from the NWA to help improve the education of their students in meteorology. The teachers selected will be able to use the funds to take an accredited course in atmospheric sciences, attend a relevant workshop or conference, or purchase scientific materials or equipment for the classroom. Five grants or more are possible each year thanks to the many members who have contributed to this fund in honor of Sol Hirsch who retired in 1992 after being the NWA Executive Director for 11 years. Completed applications are due to the Education Committee by 1 August each year. AMC-3 is located near the middle of the satellite constellation, at 87 degrees West longitude. Using this transponder, programming reaches anywhere in the continental U.S. and Puerto Rico, parts of the Caribbean Basin, and parts of Alaska. The Florida Transponder can be accessed by educational institutions, as well as government agencies and commercial enterprises. The Florida Transponder is a completely digital platform, with six separate channels for educational, governmental, and commercial programming. Digital compression on the Florida Transponder allows the state to increase the number of potential users, since a digital feed utilizes less bandwidth than an analog feed. Digital compression also allows the state to pass on more savings to state users through lower rates. For an hour of digital satellite time on the Florida Transponder, state clients will pay $150, a savings of more than 50% over the commercial rate for digital service, and a substantial savings over the cost of commercial, analog satellite time.

Introduction SEER is a cooperative program that helps state education agencies in their efforts to strengthen the role of environment-based educational approaches in K-12 curricula and systemic reform efforts. SEER's staff coordinates professional development activities and research programs, disseminates educational resource materials and provides technical assistance to the states. SEER was established in 1995 with funding from The Pew Charitable Trusts, a national philanthropy with major interests in both environmental and school reform issues. The Council of Chief State School Officers administers the grant. Representatives of the participating state education agencies serve as SEER's professional advisory board. Program History A 1994 study of federal and state education agencies, local school districts, universities and environmental organizations revealed a broad-scale need for better information about strategies that are working to integrate environmental content, pedagogy and principles into formal K-12 educational systems. This study found that EE had achieved only minor integration in systemic education reform efforts. (Click here to see a copy of the report) As part of the study, environmental education coordinators from nine state education agencies convened to identify what specific steps needed to be taken to build a better knowledge base for the field. Among their recommendations was the establishment of a national entity that could help facilitate information sharing among the EE coordinators in the various state agencies and identify successful implementation strategies that might be replicated.
