The National Center for Environmental Health (NCEH) is part of the Centers for Disease Control and Prevention (CDC). NCEH’s work focuses on three program areas: identifying environmental hazards, measuring exposure to environmental chemicals, and preventing health effects that result from environmental hazards. NCEH has approximately 450 employees and a budget for 2004 of approximately $189 million; its mission is to promote health and quality of life by preventing or controlling diseases and deaths that result from interactions between people and their environment.

Organization
The Florida State University is a public and coeducational institution. It is a senior member of the ten state universities that compose the State University System of Florida.
The State University System is operated under the supervision of the Florida Department of Education, headed by the Commissioner. It is governed by the State Board of Regents, a 13-member board appointed by the Governor. The ten university presidents report to the Regents through the administrative officer, who is the Chancellor. The Chancellor is appointed by the Regents in agreement with the Board of Education. The latter board includes the Governor and the elected state Cabinet.
The main campus of the University is located in Tallahassee, the state's capital. The Florida State University also offers degree programs in Panama City, Sarasota, and the Republic of Panama; instructional programs in London, Florence, and Lausanne; and research, development, and/or service programs in Costa Rica, Croatia, and Italy.
The chief executive officer of The Florida State University is the President. He is assisted by the Provost (who is also the Vice President for Academic Affairs), the Dean of the Faculties and Deputy Provost, the Vice President for Finance and Administration, the Vice President for Student Affairs, the Vice President for Research, the Vice President for University Relations, the Director of University Communications, and the President of the Faculty Senate.

Source: Wayne Archer, (352) 392-1330 GAINESVILLE - Despite its image as a condominium haven for retirees and the footloose, Florida is really a down-home state with record numbers of homeowners, a new University of Florida study shows. The latest figures estimate the state's home ownership rate at 68 percent for 1995, above the national average of 65 percent, said Wayne Archer, a UF business professor who did the study. By 2010, nearly three-quarters of Floridians (71 percent) are projected to own homes. "Home ownership is very much influenced by the age of the household; the older the household the greater the probability of owning," Archer said. "The fact that we have a larger older population creates a higher rate of ownership." Florida's housing market will add between 1.75 million and 2 million housing units between now and 2010 strong but relatively flat growth compared with the 1970s and 80s when the state's population rate exploded, he said. Reflecting the aging of the baby-boom population, the largest growth in households is expected for the 45-to-64 age group, which accounts for a projected increase of more than 1.1 million households, he said.

2.1 History of Florida State University
Classes were held at the West Florida Seminary from 1857 until 1863, when the state legislature changed the name to The Florida Military and Collegiate Institute to reflect the addition of a military section which trained cadets. During the Civil War, cadets from the school, ranging in age from twelve to eighteen, fought in the Battle of Natural Bridge and helped make Tallahassee the only Confederate capitol east of the Mississippi not captured during the war. As a result of the brave action of the West Florida cadets in this battle, the Florida State University Army ROTC cadet corps today is one of only three in the nation authorized to display a battle streamer with its flag, which bears the words NATURAL BRIDGE 1865. After the end of the war in 1865, however, Union troops under General McCook descended upon Tallahassee and occupied the city (including campus buildings), remaining for more than a month. In 1883 the institution, now long officially known as the West Florida Seminary, was organized by the Board of Education as The Literary College of the University of Florida. Owing to lack of means for the support of this more ambitious project, and also owing to the fact that soon thereafter schools for technical training were established, this association soon dissolved. It remains to be remarked, however, that the legislative act passed in 1885, bestowing upon the institution the title of the University of Florida, has never been repealed. The more pretentious name is not assumed by the college owing to the fact that it does not wish to misrepresent its resources and purposes.

DATELINE: Point Pleasant Beach, New Jersey The Asbury Park Press reports that J.P. Bailey's, a Point Pleasant Beach bar and restaurant, has violated the borough noise ordinance dozens of times and has allowed sports pool gambling to take place. Two people have been arrested for the sports pool gambling. The article states that the Borough Council of Point Pleasant will hold a hearing March 28 to review the violations and to decide on action needed. Mayor Jack Pasola reported that the prosecutor's offices of Ocean and Middlesex counties and the borough police department conducted an investigation that resulted in the two arrests. State laws allow a town to shut an establishment for fifteen days for illegal gambling. According to the article, Detective Lt. Harry E. "Chip" DiCorcia reported that the state allows the borough to decide whether it wants to take away an establishment's mercantile license for noise violations. Mayor Pasola added,"We on the Borough Council are not anti-business, but we will not allow our residents to be disrupted until 2 in the morning by loud music." There have been both complaints about the excessive noise as well as summonses to the bar as a result of the complaints. The mayor stated that the complaints constitute a violation of the bar's retail food establishment license that was granted by the borough.

Scottish Planning Committee Delays Ruling on Noise Problems at Quarry

DATELINE: Aberdeen, Scotland The Aberdeen Press and Journal reports the Highland Council's Ross and Cromarty area planning committee, near Aberdeen, Scotland, has delayed a ruling on noise problems by the quarry operator Leiths, on its Tor Achilty quarry near Contin, until September. The committee is set to consider a breach of the quarry's planning conditions related to noise levels. Committee members delayed their ruling in order to allow the quarry to finish work which is intended to minimize the noise. According to the article, the committee already informed Leiths officials of their disappointment at the length of time the company has taken to install noise monitoring equipment, given the seriousness of the breach of planning conditions. But, the article notes, committee members also were sympathetic to the quarry's problems, and some members criticized newcomers who have complained about the industrial noise in the area. Councilor Sandy MacKenzie said, "The problems associated with noise are nothing compared with those of no noise. If there's no noise, there's no work." Another Councilor, Val MacIver, said the protective services department should come up with what constituted acceptable industrial noise. Top
