The Panama City Laboratory, located in Panama City, Florida, is operated by the U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Marine Fisheries Service, Southeast Fisheries Science Center. The National Marine Fisheries Service's mission is stewardship of the nation's living marine resources for the benefit of the nation. The laboratory performs biological research relevant to the formulation of rational plans to manage the marine fishery resources of the U.S. South Atlantic and Gulf of Mexico. Our current research program encompasses a spectrum of research projects including basic fishery biology, ecology, routine monitoring and data collection, and habitat mapping. Fisheries of primary interest are reef fish, coastal pelagic species, and sharks. Habitat research addresses coral and rocky reefs, seagrasses, and shallow coastal areas.

Whether you are looking for a college, university, technical school or vocational institution there is plenty of choice in De Land and the state of Florida. TALLAHASSEE - The percentage of working people without health insurance in Florida increased over the past five years, mostly because they couldn't afford rising premiums, a new state study has found. Nearly 20 percent of the state's working age population is without health insurance, compared to about 17 percent five years ago, according to a study by the state Agency for Health Care Administration. Of those, more than half went without insurance for a year or more, and 63 percent blamed unaffordable premiums.

Florida doctors cut back over malpractice rates
A study finds high malpractice premiums cause some rural doctors to leave the state.
By LISA GREENE, Times Staff Writer Published November 9, 2004 Thirteen years ago, Dr. Manuel Alvarado chose Leesburg as the place he would deliver babies. He liked its quiet streets and small-town charm. He was one of 10 obstetricians in the area. Now there are just five. The departed include Alvarado's recent partner, who left because he couldn't afford malpractice insurance. Alvarado can't either. He's practicing without, sending high-risk patients to other cities and wondering whether he should leave, too. So the study published in a national journal Monday was no surprise to him. A survey of 781 doctors in rural Florida found that more than half have cut back on procedures vital to every town, from delivering babies to staffing emergency rooms. Most of them cited rising malpractice premiums as a key reason for the cutbacks.

But new research takes that assumption a step farther, saying that a city's better regulation of trees helps keep a community's electricity bills lower. Ryan Jensen is a geography researcher who studied the tree canopies in Gainesville and Ocala (Ryan Jensen, Ph.D., Assistant Professor, Department of Geography, Indiana State University)... "What this particular study did is that it quantified the canopy cover in Gainesville and Ocala, Florida using the artificial neural networks and remote sensing imagery, and then correlated those canopy-cover estimates with average energy consumption per household in the two cities." Although his research was really about how to measure the density of a tree canopy, he found that where it was denser, electricity consumption was lower.

Jacksonville District CENTRAL AND SOUTHERN FLORIDA ECOSYSTEM RESTORATION CRITICAL PROJECT LETTER REPORT Name of Project Florida Keys Carrying Capacity Study Location The Florida Keys Carrying Capacity Study is focused on all of Monroe County, which spans from Key Largo to the Dry Tortugas. The northern boundary of Monroe County is about 32 miles south of Miami. The Florida mainland will be excluded except for the hurricane evacuation route to the Florida Turnpike. The "Florida Keys" formally consists of 113 miles of low-lying islands with a combined mass of approximately 100 square miles. The study area boundary found below the mean high water mark follows that of the Florida Keys National Marine Sanctuary boundaries. U.S. Highway 1 provides a solitary mainland connection, complete with bridges, that join this chain of islands arcing southwesterly toward Cuba and the Gulf of Mexico. Mile markers begin with in Key West and end with 113 south of Florida City at the county line. Florida Bay and the Gulf of Mexico lie to the north and northwest of the Keys, respectively. Creative Class War
How the GOP's anti-elitism could ruin America's economy. By Richard Florida Last March, I had the opportunity to meet Peter Jackson, director of The Lord of the Rings trilogy, at his film complex in lush, green, otherworldly-looking Wellington, New Zealand. Jackson has done something unlikely in Wellington, an exciting, cosmopolitan city of 900,000, but not one previously considered a world cultural capital. He has built a permanent facility there, perhaps the world's most sophisticated filmmaking complex. He did it in New Zealand concertedly and by design. Jackson, a Wellington native, realized what many American cities discovered during the '90s: Paradigm-busting creative industries could single-handedly change the ways cities flourish and drive dynamic, widespread economic change. It took Jackson and his partners a while to raise the resources, but they purchased an abandoned paint factory that, in a singular example of adaptive reuse, emerged as the studio responsible for the most breathtaking trilogy of films ever made. He realized, he told me, that with the allure of the Rings trilogy, he could attract a diversely creative array of talent from all over the world to New Zealand; the best cinematographers, costume designers, sound technicians, computer graphic artists, model builders, editors, and animators.
