    STATE INITIATIVE CASE STUDIES
    The following case study is the third of an expected twelve developed as part of an investigation into the reassessment of state roles in disaster mitigation and management which was funded under the National Science Foundation grant #CMS-9629871. The intent of the study is to use case studies to understand why states have taken the initiative to develop in-state programs, to determine how other states can be encouraged to follow suit, and to determine an appropriate role of the federal government to support state initiatives. When the case studies are completed, a theoretical model of the initiation process presented in the research proposal will be tested.
    A CASE STUDY OF FLORIDA'S EMERGENCY MANAGEMENT SINCE HURRICANE ANDREW
    TOPIC: FLORIDA COMPREHENSIVE EMERGENCY MANAGEMENT
    This study centers on the issuance of the governor’s executive order and the development and passage of legislation based on the recommendations of the Lewis Committee. In the regular 1993 legislative session, two separate bills were introduced, enrolled, and enacted which incorporated the vast majority of recommendations advocated by the Lewis Committee. These were House Bill No. 911, later enacted as Chapter 93-211, Laws of Florida, and Senate Bill No. 1858, later enacted as Chapter 93-128.

    The Road to a Med School for Florida State On the long stretch of I 75 between north Florida's Madison County and the mid-state town of Ocala, the conversation grew animated as midnight approached. At the wheel was Kip Jackson, legislative liaison for the man in the shotgun seat, Durell Peaden. Former ranch hand, former attorney, trained physician, for the moment the energetic Peaden was content to be a Republican representative from the small, Panhandle town of Crestview. From the rear, Kip's brother Bob had kicked off the current topic a good half hour before the first Gainesville exit appeared. The men were headed south to Tavares, where the next day Peaden's legislative friend, Rep. Everett Kelly, had scheduled a "conversion party" to announce his switch from the Democratic ranks to the GOP. It was Friday, August 28, 1997.
    The lively exchange had the ring of an old-fashioned stump speech. Bob Jackson, legislative affairs director for the state's Department of Elder Affairs, wasn't shy about putting in his two-cents worth about what he thought Florida lawmakers should focus on in the upcoming, '98 policy-fest in Tallahassee. He parroted a theme that his boss at Elder Affairs, Bentley Lipscomb, had preached —mainly to deaf ears—for a decade: Florida needed more doctors trained to treat the fastest growing segment of the state's population—people over 65. Lipscomb's plaint was based on the findings of the Florida Committee on Aging, assembled by Gov. Bob Graham in 1984, and subsequent studies that produced evidence that Florida's population of seniors were getting the short end of the stick when it came to health care. The studies called for stepped-up geriatric medical education within the state's existing med schools to ward off a crisis in primary care for elderly citizens.

In light of that, how can population growth be considered an important factor in American sprawl? PORTLAND: It is at the top of most Smart Growthers' lists for best planning and execution of anti-sprawl efforts. What are the results in terms of sprawl? And if this is the best any Urbanized Area has been able to do, what does that tell us about what the average Smart Growth efforts will accomplish? LOS ANGELES: If a chief goal of Smart Growth is to increase the density of Urbanized Areas, then Los Angeles is a champion of Smart Growth. So with all that de facto Smart Growth, why is L.A. mainly seen as a champion of sprawl? Population growth and increased per capita land consumption have played almost equal roles in the loss of some 1200 square miles of rural land in the Chesapeake Bay Watershed Area. According to U.S. Bureau of the Census data, increased per capita land consumption was associated with about 55% of the sprawl in the Watershed and population growth was associated with about 45% of the sprawl, although there is great variation among the different Urbanized Areas of the Chesapeake Bay Watershed. The Chesapeake Bay Watershed is home to more than 3,000 species of plants and animals, and nearly 15 million people today. The restoration and long-term protection of the Bay depends on halting the urban sprawl that is threatening the biodiversity and water quality of the area.

    It's time that the truth came out. The arts are good business. Cultural institutions in the United States now draw more visitors than do professional sports events. According to the Business Committee for the Arts, Inc., the arts account for roughly six percent of the U.S. gross domestic product. A nationwide study released in June 2002 by Americans for the Arts reports that the nonprofit arts industry accounted for $134 billion in total expenditures, a 45 percent increase from the last time the study was conducted in 1994. The study also noted that nonprofit arts organizations spend more than $53.2 billion in their communities annually and support nearly five million full-time equivalent jobs. In Florida the numbers are equally impressive. State-funded research shared by the Florida Cultural Alliance in January 2000 showed the Florida arts and cultural industry contributed $1.4 billion toward gross state product in 1996-97, while creating 22,237 full-time jobs. That $1.4 billion figure includes $738.1 million in direct spending by cultural organizations on goods and services, plus millions more in subsequent ripple effects on local economies. You don't need to be a statistician to appreciate that the arts are a powerful force driving Florida's economy - just visit your nearest city and take a stroll through the downtown arts district.     Rick Hall Mr. Richard Hall is President of Hall Planning and Engineering. During Mr. Hall's years of experience in consulting and with Florida Department of Transportation, he performed many transportation related studies. Other Florida experience includes traffic engineering, urban area transportation studies and extensive level of service analysis. He also participated with FDOT in developing recommended methods for DRI and level of service analysis. Active in the Florida Section Institute of Transportation Engineers (FSITE), Mr. Hall served as President, and as Chairman of the FSITE Growth Management Subcommittee. Pegeen Hanrahan Pegeen Hanrahan is a native and lifelong resident of Gainesville, Florida. She was re-elected, in 1999, to a second term on the Gainesville City Commission and has served two years as Mayor-Commissioner Pro Tem. Pegeen is currently a consulting Environmental Professional Engineer, a registered Professional Engineer, and a Certified Hazardous Materials Manager at the Masters Level.

    Global Warming Threatens Florida
    The changing climate will have a profound effect on the Sunshine State's citizens, economy and environment.
    Florida is already feeling the early effects of global warming, with more severe impacts yet to come. That's the conclusion of an October 2001 scientific study published by NRDC in conjunction with research scientists at Florida universities. The study finds that the far-reaching effects of global warming will transform Florida's climate, coastline and treasured natural areas in ways that will profoundly affect the state's economy and agriculture, as well as the health of its people. In short, global warming has the potential to affect everything that defines Florida today, and to alter the lives of many Floridians. In fact, scientists have already observed changes in Florida consistent with the early effects of global warming: retreating and eroding shorelines, dying coral reefs, saltwater intrusion into inland freshwater aquifers, an upswing in forest fires, and warmer air and sea-surface temperatures. NRDC's study, "Feeling the Heat in Florida: Global Warming on the Local Level," which synthesizes the results of a number of international, national, and local studies, is designed as a tool for Florida's leaders, providing specific, localized projections that will inform important decisions to come.
